한국사회 청소년활동정책 변화과정에 대한 성찰과 새로운 방향 모색 = Study about Evolutionary Process of Youth Activity Policy in Korean Society and Suggestion for New Policy Direction

다국어 초록 (Multilingual Abstract)

his study is to examine the evolutionary process of youth activity policy in Korean society and to suggest the new policy direction focusing on the youth talent development. Since the “comprehensive measures for improving youth problems: action plans” established in 1985, youth activities in Korean society has emerged as a main issue of youth policy. Existing policies related youth activities cannot be the one to support general activities of youth because it was designed to educate some juvenile delinquents. Through the policies suggested afterwards such as the comprehensive plan for youth development(1988), the master plan for Korean youth(1991), and the 5-year plan for youth, youth training activities emerged as the core area of youth policies. However, it was also insufficient to help find the social role because those policies were mainly focused on providing beneficial services like leisure activities.
With the introduction of the ‘new integrative youth plan’ considering youth activities as youth talent development, the discussion about the social consensus or the result expected from youth activities has begun, which made an important turning point to commence the aggressive youth activity policy for new policy development and support. However, the social consensus about youth talent development is still not enough. Thus, it needs to discuss and research more about the roles and responsibilities of youth activity.
