DEA 기법을 활용한 학교기업지원사업 재정지원의 상대적 효율성 분석 : 3기 1차년도 사업을 중심으로 = Analysis of the Relative Efficiency of School-Based Enterprise Supported by Nation Funding through DEA:Governmental Financial Support in Its Third Stage

국문 초록 (Abstract)

본 연구의 목적은 2008년도 3기 1차년도 학교기업지원사업을 통해 재정지원을 받은 학교기업을 대상으로 자료포락분석(DEA)을 통해서 상대적 효율성을 분석하고, 기존과 신규지원간의 차이가 존재하는 지를 살펴보고, 비효율적으로 나타난 학교기업의 개선안을 제시하는 데 있다. 이를 위해 선행연구와 학교기업의 추구하는 내용을 분석하여 투입요소로 재정지원액을, 산출요소로 현장실습 참여학생수, 현장실습자료개발수, 매출액, 인력채용수로 선정하여 효율성 분석을 실시하였다. 조사결과 첫째, 2008년도(3기 1차년도)에 학교기업지원사업을 통해 재정지원을 받은 학교기업들간의 상대적 효율성 차이가 존재하는 것으로 나타났다. 둘째, 기존학교기업과 신규학교기업간의 순위합 검증을 통해서 효율성을 비교한 결과, 기존과 신규학교기업간 효율성의 차이가 없는 것으로 볼 때, 재정지원의 지속성이 효율성에는 큰 영향을 주지 않았다. 셋째, 학교급에 상관없이 많은 학교기업들이 규모의 비효율성을 보이고 있어 이에 대한 규모수익 제고 방안이 필요하다. 넷째, 비효율적인 학교기업들이 효율성을 개선하기 위한 중점개선사항을 제시하였고, 학교별로는 효율성 개선을 위해 고등학교와 대학교는 교육적 측면에서, 전문대학은 기업(수익)적 측면에서 효율성 제고 노력을 해야 할 것이다.

다국어 초록 (Multilingual Abstract)

This study was to analyze relative efficiency of school-based enterprises which got governmental financial support in its third stage according as Data Envelopment Analysis(DEA), examine the difference the new and the exist, and propose improvement plan. The relative efficiency analysis was performed using data from result report. The amount of finance by national fund was used as an input data, and students involving SBE, teaching materials, the total sales, and employment as output data. The major conclusions of this study were as follows. First, the relative efficiency of each SBE which got governmental financial support in its third stage is greatly different. Second, there are no significant differences between the new and the exist, so the continuance of governmental financial support is not factor affecting relative efficiency of SBE. Third, many SBE are inefficiency in scale, so improvement plan should be needed. Fourth, essential points were suggested, particularly vocational high school and university should make effort from educational point, and college should make effort from beneficial point.
