고용허가제 한국어능력시험(EPS-TOPIK)에 대한 비판적 고찰 = A Critical Study on EPS-TOPIK

다국어 초록 (Multilingual Abstract)

The purpose of this study is to critically examine the Employment Permit System-Test of Proficiency in Korean (EPS-TOPIK) and identify problems with the Korean proficiency test for workers. The study reviewed the EPS-TOPIK critically in three aspects: first, it examined problems with the function and role of the EPS-TOPIK. The test is administered to make a list of foreign job seekers, and the passing scores and the number of successful applicants depend on the foreign workforce policies. As a result, the test fails to perform its original function, which is to assess foreign workers in their Korean proficiency and encourage them to learn Korean as a communication skill. Secondly, there is an inappropriateness in the organization and selection of examinees for the Special Korean Proficiency Test. After the introduction of the Employment Permit System, the Special Korean Proficiency Test was developed to meet policy needs; and thus, contains job-related questions in addition to Korean ones. The number of its examinees is restricted only according to the policy goals with no consideration for the characteristics and Korean skills of the workers. Finally, the EPS-TOPIK is not connected to the official TOPIK exam. While TOPIK scores are recognized in all the Korean proficiency assessment of immigrants, only EPS-TOPIK is used to assess foreign workers. There should be a plan to connect the EPS-TOPIK and TOPIK exams to increase the validity of assessment tools and promote the convenience of examinees.
