경찰의 청소년비행예방 활동에 있어 유관기관 네트워크에 관한 연구 = A Study of Interorganizational Networks of Policing for Juvenile Delinquency Prevention

국문 초록 (Abstract)

현대의 치안환경은 경찰과 유관기관들간의 유기적인 협력 네트워크를 요구하고 있다. 이에 본 연구는 경찰활동의 유관기관 네트워크에 대해 청소년비행예방 분야를 중심으로 경찰을 비롯한 공공과 민간의 다양한 기관들간의 연계 네트워크를 실증적으로 측정·분석하는 데 주 목적을 두었다.
전주시를 지역적 범위로 하여 경찰 및 청소년비행 유관기관들의 연계실태를 분석한 결과, 네트워크의 밀도가 비교적 낮은 편이었으며 소수 기관을 중심으로 한 연계의 집중화 경향이 나타났다. 경찰을 포함한 총 51개 유관기관 가운데 보호관찰소를 비롯한 17개 기관이 핵심부에 위치하고 있으며, 특히 보호관찰소를 비롯한 3개 기관의 중심성이 두드러지게 높아서 이들 기관이 전체 네트워크에서 허브(hub) 역할을 담당할 수 있음이 발견되었다. 학교의 경우 내향중심성에 비해 외향중심성이 낮게 나타나서 다른 기관과의 연계방식이 지나치게 수동적인 경향을 띠는 것으로 파악되었다. 또한 각각의 기관들은 네트워크상 위치와 역할이 유사한 하위집단으로 군집화될 수 있는 것으로 나타났다. 한편 경찰의 경우 다른 핵심부 기관들에 비해 연계의 범위가 상대적으로 좁고 제한적인 경향이 나타났으며, 그런 가운데 경찰과의 연계구축이 비교적 용이한 기관들이 파악되었다.
이러한 실증분석을 통해 청소년비행예방 분야의 네트워크 구조와 개별 기관들의 역할과 위치를 명확히 파악할 수 있었으며 그에 따른 정책적 함의로서, 네트워크의 장기적 발전을 위한 관련 법제의 마련, 중심부 및 허브 기관 중심의 효율적 활성화 전략, 학교의 보다 적극적인 네트워크 참여, 네트워크 내에서 구조적으로 유사한 위치에 있는 기관들간의 집중적인 연계체제 수립 등을 제시하였다. 특히 경찰의 경우 장기적으로는 연계기관의 범위를 확대하는 것이 바람직하나 단기적으로는 네트워크의 핵심부에 위치하면서 경찰과의 연계에 용이한 기관들을 집중적으로 활용하는 전략 및 해당 기관들의 조직구조의 변화방안을 제안하였고, 아울러 네트워크 활성화의 조건으로 소년경찰 업무에 있어 재량확대의 필요성도 제기하였다.

다국어 초록 (Multilingual Abstract)

In contemporary policing a framework of interorganizational networks has emerged as a promising approach to many areas of problem solving. Interorganizational networks of policing can contribute to effective police service delivery by sharing and pooling various resources of community agencies including the police and many other public or private organizations. This study makes an attempt at analyzing interorganizational networks of policing focused on juvenile delinquency prevention in Jeon-ju city.
Results of the network analysis using survey data of 51 agencies show that juvenile delinquency prevention networks in Jeonju city are rather centralized and has rather low density. Therefore, it is required that effective strategies such as network management and relevant legislation facilitating active participation in networks be developed. Some agencies with high centrality scores may be utilized as network hubs for the other agencies including police organizations. In the case of schools, their outdegree scores are prominently lower than indegree scores, which implies that schools are too passive in their roles in networks and are required for more active participation. Through an analysis of structural equivalence, most agencies are meaningfully grouped into one of the four structurally equivalent groups. It is suggested that agencies belonging to the same groups take more systematic and intensive interaction with each other. With regard to police organizations, their linkages are rather narrowly bounded to relatively fewer agencies. That is, police organizations had better make more efforts to extend their linkages to wide-spreading agencies including those at the periphery. However, in the short run, it may also be an efficient strategy for police organizations to make more intensive linkages to those agencies which get higher betweenness centrality and closeness centrality and closer to themselves in geodesic distance. Additionally, expansion of police officers' discretion in juvenile policing is desirable for activating policing networks.
