      • A Study of Chinese Festival Management Strategies for the Mid-term perspective : Focused on the five major festivals in Shandong Province

        As a special tourism product, festivals are planned, developed and held based on the advantages of regional nature, humanities, economy, history and culture. They have evolved from ordinary people's activities in the region to popular tourist attractions outside the region. Therefore, festivals can be used by the local tourism industry to bring economic, social, cultural and other benefits to the host place. Festivals use dynamic ways and means to comprehensively display the static resources and culture of the tourist destination, so that tourists can experience the exotic customs, feel the exotic culture, and enjoy the passion and stimulation in the process of participating in festival activities, so as to obtain real psychological catharsis and spiritual relief. Since the beginning of the 21st century, many large-scale activities in China have been dominated by the government. In accordance with the local tourism resources, all parts of China have begun planning large-scale festivals, which has rapidly become a new trend, promoting the development of the local tourism industry. However, there are also some problems in the current development of festivals, such as lack of new ideas in event planning, imperfect event management, inadequate marketing services, and a lag in theoretical research on festivals, which leads to the inability to fully utilize benefits of festival tourism. As China's festivals are in the initial stage of development, it is crucial to study how to successfully hold festivals, how to attract more potential tourists, improve the experience of tourists participating in festivals, drive the regional economy and enhance city brand. From a mid-term perspective (five years), this paper selects the five major festivals in Shandong Province for research; the Qingdao International Beer Festival, the Taishan International Mountaineering Festival, the Weifang International Kite Festival, the Shouguang International Vegetable Fair, and the Qufu International Confucius Culture Festival. Literature research, grounded theory research, questionnaire surveys and other research methods including interviews. The objects of the questionnaire survey are limited to experts involved in festival operation, representatives of festival sponsors, staff in the process of planning, organizing, and implementing festivals, and government civil servants in charge of festival work. Based on the opinions of festival experts, strategic suggestions in line with China's mid-term festival management are presented. The main research steps of this paper first identify the main categories through grounded theory, and then combine the identified categories and related literature to design 40 key factors of China’s mid-term festival management. In the empirical analysis part, the reliability and validity of the questionnaire results were analyzed, and five main factors were obtained through factor analysis, namely: 1) Festival Hosting Region Factor, 2) Festival Organizer Factor, 3) Festival Development Factor, 4) Festival On-site Factor, and 5) Festival Effect and Sustainable Development Factor. In-depth analysis and discussion were carried out on these factors, with a view of providing Chinese festival management strategies for the mid-term. Based on the above research results, this paper puts forward the following China's festival management strategies for the mid-term perspective: (1) Develop night-time festivals and programs based on festival themes and features; (2) Festival development should be tourists-oriented; (3) establish a scientific and perfect evaluation system; (4) Accept the supervision and evaluation of social groups; (5) Integrate the resources of the festival and the destination to enhance the overall image of the host region; (6) Set up specialized organizations and train professionals; (7) Focus on post-festival influence and sustainable development; (8) improve infrastructure and service levels;(9)joint promotion and marketing of festival brand and city brand;(10)reduce government intervention in festival management, the mechanism and model need to be flexible. In addition, festival organizations should follow closely the trend of world festival management in the next five years, pay attention to communications and cooperation with foreign festivals, continuously improve the concept and level of professional management, and expand the international influence of festivals.

        Orienteering problem with time windows (OPTW) has attracted many researchers due to its practical life application. Tourists has limited time for travelling any region. Utilizing the maximum time is their prime objective. OPTW deals with utilizing the time and the sequence of the visiting places as well. It is actually a branch of Travelling Salesman Problem (TSP) in a broader sense. Particle Swarm Optimization (PSO) algorithm was the latest meta-heuristics of late 90’s. It has been renowned very shortly for its quick convergence to the optimal solution. It is also applicable for solving both discrete and continuous NP hard problems. Solving OPTW with PSO will lead the solution quality to a new stage. Besides PSO we applied some local search methods to make the solution better. The computational result has exposed the supremacy of the proposed algorithm in terms of solution quality compared to the latest research. We have either improved or reached best known solution for over 82% instances.
