        Intermodal Logistics Policies:Where Do We Stand Internationally?

        This paper defines the emerging intermodal issues, identifies alternative solutions and develops strategies to achieve them. It reviews intermodal logistics policies in the EU, NAFTA and Asia, focusing on the United States and Japan in NAFTA and Asia respectively, because they have been the prominent motors of international trade in their regions. From an Asian standpoint, it is a pity that it is not yet possible to report on a common intermodal strategy.

        The differences of the competencies of international logistics talents in Greater China : a comparison between Taiwan, Hong Kong and Mainland China

        As logistics talents in both Taiwan and Hong Kong are expanding their work area to Greater China, it is best to understand the competencies that logistics talents should possess. With this in mind, this study takes Mainland China, Hong Kong and Taiwan as the study scope, as well as logistics teaching and research experts and scholars as the study objects. The research findings can not only serve as informative references for universities intent on cultivating logistics talents, but as well as enhance the scope of both Taiwan and Hong Kong talents' competence that can pave the way to the development of the logistics business in Greater China.

        Market-driven economic integration in the 21st centuiy : potential roles for APEC, WTO and the G20

        Economic integration in the 21st century is driven largely by market signals, rather than by inter-governmental trading arrangements. It also means much more than "free trade." Integration needs to consider all of the ways economies are connected in international markets, including trade in goods, services ideas and information, along with essential and complementary international movements of people and capital. Except for a small number of sensitive products, especially in agriculture, most goods and services face no, or very low, formal trade barriers. Reducing border protection of the remaining sensitive products will certainly require negotiations, but they are no longer the most strategic obstacles to economic integration. These days, the problems of most concern of those engaged in international commerce are logistics, communications, coping with security concerns and with different regulations in other economies. The effective constraint to designing and implementing cooperative arrangements to reduce such costs or risks of international commerce is the capacity to do so, rather than political resistance. Inter-governmental negotiations are not always necessary to deal with these practical issues. Therefore, it should be possible to have a logical division of effort between APEC and the WTO in the Asia Pacific with the WTO dealing with those issues that do need to be negotiated; and APEC dealing with the many other issues where negotiations are not needed. In the longer term, an efficient division of labour could also emerge between the G20 and the WTO.

        Marketing Incheon : Gateway for Seoul, northeast Asia and the World

        New economic geography theorists, who have revived the importance of local roots and highlighted the significance of cities as a source of international competitiveness, have spurred the global marketing of Incheon. An examination of the new economic geography literature examines the nature of the new localism based on clusters, involving spatial proximity and concentrated face-to-face transaction, agglomeration economies and local knowledge networks. The territorial expression of these ideas is evident in competitive cities and knowledge cities. Both types of cities are embodied in civic attempts to market Incheon as an international city through the development of the international harbor and international airport and a know ledge city at songdo. As there is no reference to Incheon in the pace marketing literature there is a need to market is as Seoul-Incheon and itemize the capital region's key assets and strategic advantages, including logistics and Pentaport-five ports on one-to build a presentation that attracts foreign direct investment and foreign expertise and provokes an energizing debate on the Korean government's plan to position the county as the hub for international commerce in Northeast Asia. Critics of this place marketing approach designed to make Incheon a prosperously middle-class city suggest more evidence is needed before it can be assumed firms locate in cities as a base for export activities to boost their competitiveness. Perhaps there is need to give up the preoccupation with the local focus in cluster analysis and give equal attention to global connections.

        Logistics and Matter-Element Models Based on the Firm's Innovative Approach^(+)

        In the development processes of a product's market life cycle, there are three phases of an enterprise's innovation: new product development, production processes, and product management. In this article, he analyses of benefit and costs, value, and profit to companies are discussed in different stages. New logistics features that appear in an enterprise's supply chain based on innovative modeling are discussed. Then a logistics model and its technical system based on the classified logistics center are established, which are appropriate for innovative modeling within an agile supply chain. Using the basic theory and techniques of 'extenics', the formal conception of innovative modeling-based manufacture in logistics is presented, and the matter-element models are established finally, a case study demonstrates the results.

        Development Strategy of Schiphol Airport and Lessons for Incheon as a Logistics Hub

        Lessons are drawn from the experience of the logistics hub at Amsterdam's schiphol Airport for Korea's Incheon International Airport. After providing an overview of the air cargo market the key factors underpinning the success of air cargo hubs are outlined. Examples are provided of Schiphol's multi-level strategy that aims at being simultaneously an air transport hub, a multimodal hub, and a logistics hub as a part of the airport city strategy. Consideration needs to be given to how the successful development of an air transport hub depends on the capacity problems at other competing air traffic nodes in the region. with this background, interest is centered upon the prospects of the Incheon International Airport becoming a cargo hub for Japan.

        The surge of Preferential Trade Agreements acrossin Asia : What is at stake?

        Economists along with policy makers are generally viewing trade agreements as a "second best" process for trade expansion and economic growth on a global scale. The current surge of preferential trade arrangements on a bilateral basis, particularly in Asia, is somehow challenging such common view. The following paper is based on updated rough facts and put forward that the standard economic approach is a bit flawed. Obviously, the outcomes and prospects for Asian countries seem much more problematic insofar as power asymmetry and discrimination are embedded in these agreements.

        An Agendda for The Incheon Free Economic Zone : Developing Quad Ports and Quad Parks

        The Korean government designated three districts in the Incheon Metropolitan City as the first "Free Economic Zone" in August 2003. This paper discusses recent developments of and challenges to the Incheon FEZ, and proposes future tasks to accomplish Korea's goal to be a business and logistics hub in Northeast Asia. The master plan of the Incheon FEZ encompasses all elements of "Quad ports and Quad Parks" in major development projects in three districts. Developing "Quad ports and Quad parks" in the newly introduced Incheon FEZ is expected to take on critical significance in the next decades by completely transforming the Korean economy and society. However, the success of the Incheon FEZ relies on massive reforms, which requires major and fundamental changes in both mindsets and strategies. First, the Korean government must develop its full potential by maximizing the strengths of the Capital Region. Second, the Incheon International Airport must be a principal driver of economic growth by improving accessibility to regional and global markets. Third, the New Incheon port should be developed in time for the Incheon FEZ to maximize its potential.

        Rivalry between low eost eaniers and major eaniers : the ease in Korean aviation industry

        As thewave of liberalization andderegulation have accelerated to relieve rigidcontrols over airline routes, capacity, andfaresetting regimes, LowCost Carriers (LCCs) have emerged especially in local aviation markets since the 1970s. This paperhas studied the effects of LCC's entry into thedomestic aviation market which was pre-occupied by two major carriers, Korean Air (KAL) andAsiana Airlines. Through a simple model describing two situations, priorandpost to LCC's entry, we analyzed changes and trends of each airline's output andprofitbasedontheCoumot andtwo-stage Stackelberg game equilibrium. In summary, our conclusion consists offive points: (1) Even though lIN Air's entry reduced KAL's respective output andprofit, themore lINAirproduces, thehigher thejoint-profit ofKALand lIN Air is, (2) From thejoint-profit aspect, increasing KAL's output to a level than lIN Air's is more profitable on the Gimpo-Jeju route, ontheother hand, increasing lIN Air's output higher than KAL's is more profitable ontheJeju-Busan route, (3) Even though lIN Air's entry increase Asiana Airline's output, themore lIN Airproduces, the less Asiana Airlines's profitis, (4) Total output in markets as well as total profits offirms will increase under certain conditions, (5) KAL andlIN Air tendto get caught inanunresolved conflict onlevel of LCC cost.
