In addition to the problem of population decline, the local community must also consider the outflow of the social population. The purpose of this study is to analyze the population status of Andong, review youth policies, and suggest directions for improvement of youth policies. First of all, according to the result of analyzing the research status of Andong-si, from 2011 to 2020, the population in their twenties in Andong showed a decreasing trend, but it was confirmed that the population in their thirties decreased steadily. Currently, Andong is promoting the revitalization of the local community through the Andong-type job project, but the biggest cause of the outflow of the population in their 30s is housing, so it is difficult for the job project to be a fundamental countermeasure against the outflow of the youth population in Andong. In the end, in order to prevent the outflow of and revitalize the youth population in Andong, it is necessary to foster local specialized industries to create jobs, and at the same time to improve the living conditions by building social infrastructure in the long term. In addition, it is necessary to consider ways to strengthen the educational competitiveness of the local community. However, in order to strengthen the educational competitiveness of the local community, it is necessary to establish a long-term plan not only focusing on university entrance exams, but also focusing on nurturing human resources that can revitalize the local community by considering preparation for the future society and new education attempts.

This paper aims to deal with the search for revitalizing the operation of local public museums through the museum communication model. To this end, this paper first diagnosed the current situation of local public museums through the public museum evaluation certification system and certification status. Subsequent discussions focused on diagnosing the current problems of local public museums, focusing on the museum communication model, and suggesting the direction of improvement. The results of the discussion are as follows. First, the subject of the local public museum is divided into the perspective of the sender and the receiver, and each becomes the local government, museum operator, and local residents and visitors. Accordingly, this paper suggested the need for both subjects of local public museums to establish governance around museums. Secondly, the issue of museum exhibitions was dealt with in terms of messages and code. In this regard, this paper presented the need for change and differentiation of exhibition messages and contents, and exhibition technology. Thirdly, the issues of space and the environment were dealt with in terms of contact and context. This dealt with the strengthening of the openness of the museum and the presentation of vision and independence in consideration of the context of the local community. In the end, these discussions emphasized that the status of museums in the community can be rebuilt when the operation of local public museums is conducted through a cultural approach rather than an administrative approach.“

The purpose of this article is to explore Yongmunsa and its surrounding cultural geography through legends, and to establish the direction of storytelling that can develop religious cultural contents. The legend is one of mythos which contains knowledge of Yongmunsa and its surrounding area in the form of a story. The cultural geography and regional identity of Yongmunsa, which are distinguished from other regions, can be defined through legends. From the legend, Yecheon can be said to be the home of water and dragons. In particular, in Yecheon, which has a deep relationship with dragons, Yongmunsa is a sacred space with the village's treasure, and it has become a historical space that constitutes the main cultural landscape of the village. The dragon also plays an important role in the founding story of Yongmunsa. Therefore, the dragon has the status of a god who protects the region and rules the water at Yecheon and Yongmunsa, a mediator who guides the noble to Yongmunsa, and a god who protects the the complete collection of Buddhist Sutras to protect the country with the power of the Buddha. Therefore, the starting point of Yongmunsa's storytelling should be the dragon. This is because images of temples that own Yecheon's treasures, temples that are one of the eight scenic spots in Geumdang, temples that have been visited and enlightened by precious guests such as the king, and temples that breathe with the region are found in the story of Yongmunsa as a dragon medium.

This study examines the challenges for realizing a sustainable fishing community. First, we analyzed the fishing community in Pohang City and reviewed the composition of the fishing community and the current status of the Fishing Village New Deal project. Currently, fishing villages, like rural and mountain villages, are rapidly aging and transitioning into a multicultural society. Moreover, the population engaged in fishing, a major industry, is showing a decreasing trend as the population ages, and as a result, the industry is diversifying, including services such as lodging. In this situation, for the sustainability of fishing communities, the following conditions must be met: first, establishment of a self-sustaining ecosystem, second, active communication and interaction between stakeholders, third, establishment of sufficient infrastructure, and fourth, open social culture. In theory, some of the conditions presented above may be important, but in practice, it is necessary to refer to ESG management to realize a sustainable fishing community. However, since this ultimately requires a paradigm shift, changing the perceptions of community members should be a priority.

This study records awareness of the history and culture of Deokdong Village, located in Pohang. Through the field trip, I visited Deokdong Village, looked at the scenery and architecture of the village, and recorded my impressions. Deokdong Village is the place where Lee Kang, the 4th generation descendant of Yongjae Lee Eon-gwal, the younger brother of Chosun's great scholar Hoejae Lee Eon-jeok, settled down 50 miles away from Yangdong Village in Gyeongju and lived there for over 360 years, becoming the Yeogang Lee clan's village. It is also famous for its beautiful scenery as it is the only nobleman village located below Jageum Mountain in Pohang. Yonggyejeong, Aeeundang, and Yeoyeondang are famous. Pavilion named Yonggyejeong was built in 1546 as an annex to Master Nongpo Jeong Mun-bu, and the small pine field in front of it boasts a scenery that seems to form a garden that embodies the ideals of Mongyudowon. Aeeundang and Yeoyeondang are traditional old houses that seem to embody the desire to live sensibly through the beauty of nature, regardless of worldly fame and interests.

This paper was written to critically view Confucianism on the value and utilization of traditional cultural resources in Andong and to request a comprehensive treatment of folklore, Buddhism, and tangible and intangible cultural properties. Cultural projects conducted at the national level as well as local governments have been centered on Confucianism, but concerns over the waste and utility of finances continue. In order to overcome this, it is necessary to have a perception that not only the uniformity of cultural policies of public institutions, but also the inefficiency and emergency characteristics of traditional cultural development should be solved. Recently, K-Culture has been in the spotlight around the world. Korean culture is enjoyed in various fields such as Korean clothing and Korean food, as well as cultural industries such as parasites, water parsley, and BTS. Before Korean culture takes off as a world culture, various cultural experiments are needed in Korea, and sustainable Korean-style world culture will be consumed and enjoyed when it thoroughly examines and supplements its utility and merchant-ability. Therefore, we must reconsider the direction of cultural policy and cultural value so far.

Andong City opened youth malls in 2018 and opened 20 stores, and provided a lot of support to revitalize traditional markets, such as subsidizing public charges for each store and consulting with professional managers, but the number of youth malls closed or closed continues to increase. In response, Andong City allocated an additional budget, but this cannot be a temporary measure of financial support without finding the fundamental cause of failure. Therefore, this study analyzes success and failure cases of youth malls nationwide for the development of youth malls in Andong City to derive the root cause of youth malls in Andong City and propose solutions.
