        At the beginning of the reform and opening up in 1979, the population of Shenzhen was only 300,000. By the end of 2018, the permanent population was 13.02 million. The migrant population accounted for 8.47 million, or 65.1% of the total population. The continuous immigration process over the past 40 years has promoted the transformation of Shenzhen culture from traditional to modern, bringing a diverse, inclusive and open immigrant culture to Shenzhen. The mixture of population flow and culture has promoted the transformation of Shenzhen culture from original culture to reproduction culture and formed an open, innovation economic system and an inclusive and harmonious social atmosphere. The cultural development of Shenzhen has gone through many years since the reform and opening up. Therefore, Shenzhen has long been in the embarrassing situation that some people consider it as a “cultural desert”. In fact, after 40 years of development, Shenzhen has developed from the original “factory of the world” to a modern international city, where cultures from all over the world have integrated, learned from each other continuously formed a city culture based on its own characteristics. As one of the largest “immigrant cities” in China, Shenzhen's urban culture is different from the new culture of other Chinese cities. Which is characterized by diversity, inclusiveness, openness and innovation. This unique urban culture and innovative humanistic spirit has become the biggest feature in the development of cultural and creative industry in Shenzhen. On the other hand, in the early 21st century, after the rapid development of Shenzhen, the development of the city mainly based on the traditional manufacturing and the sub-contract manufacturing gradually faces the restrictions of land, resources and energy. Among them, labor intensive manufacturing suffered a very big blow, urban economic development once lagged behind. Therefore, in 2003, the Shenzhen municipal government put forward the strategic goal of “Building a city through culture”, and proposed to take culture as the main driving force of urban economic development and vigorously develop the cultural industry. In 2004, “Cultural industry” was established as the fourth pillar industry after “Advanced technology”, “Distribution” and “Finance”. Shenzhen industry began to develop from the second industry to the third industry and service industry. High-tech industries such as computer industry, communication industry and design industry have become the leading industries of Shenzhen. With the upgrading of urban industrial structure, Shenzhen's urban population structure has also undergone a great transformation. A large number of senior talents and overseas students entered Shenzhen, providing rich human resources for Shenzhen's cultural and creative industries. As we all know, Shenzhen's historical and cultural recourses are very weak. Therefore, the exploitation mode of historical and cultural resources in cities like Beijing and Xi'an is not suitable for Shenzhen. So, the cultural and creative industry in Shenzhen is different from other Chinese cities in the early stage of development. “Culture” combined with the development model of the industry has turned the deficiency of cultural and historical resources of Shenzhen into advantage. Out of the “culture+ technology”, “culture+ finance”, “technology+ finance” and other new types. The development of cultural and creative industries is the inner need of cities when economic development reaches a certain stage. Only when the urban economy develops to a certain stage and the income of urban residents increases substantially will the need for cultural products arise and provide space for the development of cultural industries. The development of cultural and creative industries has helped Shenzhen to upgrade its industrial structure. In 2007, the added value of Shenzhen's industries reached 234.4 billion yuan, with a growth rate of 14.5%, accounting for more than 10% of the city's GDP. In recent years, under the background of China's vigorous development of cultural industry, some problems have emerged behind the rapid development of cultural and creative industries in various regions. The most fundamental reason is that while developing the cultural and creative industries, we ignore our own urban cultural background and blindly imitate them, resulting in waste of resources and insufficient expected effects. China is a country of vast territory and abundant resources, with different cultural and industrial development characteristics in different regions and cities. The development of cultural industry should be based on the cultural background and cultural characteristics of the local city and related to the urban industrial structure. Only the cultural creative industry based on the local urban cultural background can be sustained and balanced development, and ultimately to further promote the establishment and influence of urban culture. By taking Shenzhen as an example, this article discusses cultural creative industry and the transformation of urban culture. From the perspective of urban culture, the development of cultural creative industry which is the coordination fusion effect and transformation of urban cultural will achieve the best results. With the improvement of China's economic level and the acceleration of urbanization the role of cultural and creative industries in urban development thoughtlessness, with the adjustment of China's industrial structure, cultural creative industries will become the means to promote urban development and ecological progress, and the cultural background of cities will provide the foundation and development environment for the development of cultural and creative industries.
