지역 제한 P-median 모델을 이용한 서울시 주거복지센터 입지 분석 및 모델링

최근 주거 복지의 중요성이 높아지면서 서울시는 체계적인 주거 복지 실현을 위해 주거복지센터를 설립하여 운영하고 있다. 그러나 현재 주거복지센터의 입지는 행정 편의적으로 결정되어 수요 대상 가구의 접근성이 떨어지는 문제가 발생하고 있다. 반면 공공시설은 제한된 자원으로 최대한 많은 시민들에게 효율적으로 서비스를 제공하는 것도 중요하지만, 지역 간에 균등한 서비스가 제공될 수 있도록 공간적 형평성을 고려하는 입지 선택이 매우 중요하다. 이러한 관점에서 본 연구의 목적은 서울시 현행 주거복지센터의 입지적 특성을 살펴보고, 주거 복지의 수혜 가구를 대상으로 공간적 효율성과 형평성을 동시에 고려한 최적 주거복지센터의 입지를 제시하고자 한다. 이를 위해 공공 시설의 지역별 균등 입지를 효율적으로 고려할 수 있는 지역 제한 P-median 모델(RCPMP)을 활용한다. 본 연구의 결과는 기존 주거복지센터의 입지를 재선정하거나 추가 설립할 경우 유용한 기초 자료로 활용될 수 있을 것으로 기대된다. As the importance of housing welfare has recently increased, the metropolitan government of Seoul has established and operated the housing support center. However, the current locations of housing support centers are typically determined for administrative convenience, which could lead to poor access for concerning households as housing demand. On the other hand, while it is important for public facilities to efficiently provide the service with as many people as possible given the limited resources, it is also very important to choose locations that consider spatial equity providing equal service to everywhere. From this kind of standpoint, the purpose of this paper is to investigate the characteristics of current locations of housing support centers in Seoul, and to suggest the optimal location of housing support center for concerning households taking into account both spatial efficiency and equity. To do this, we utilize the regionally constrained P-median problem (RCPMP) which considers the equal number of locations over region for public facilities in an efficient way. The analytical results for this research are expected to be utilized as useful basic information when the locations of housing support centers should be replaced, or if additional housing support centers should be established.
