FOREIGN POLICY INTERVENTION TO INDUSTRIALIZATION : SOUTH KOREAN OIL POLICY IN 1970S

This paper examines the causal relationship between foreign policy and industrialization of South Korea in 1970s. The result shows that for the late-industrializing countries need foreign policy intervention to develop industrialization due to the external constrain. South Korean foreign policy change to Saudi Arabia after the first oil shock in 1973 presented that the change was consolidated more by external constrain rather than internal domestic energy dependent situation. During the Cold war foreign policy of allied small states of two superpowers were hard to implement its interest both in political and economic sense. South Korean foreign policy shift to pro- Israeli to pro-Arab is specific in its independent behavior in limited environment under the powers. This shift was one of the South Korean independent foreign policy achievements to support the economy by making political step against the interest of United States. Without making foreign policy change and foreign policy backup for national companies, South Korean export-oriented industrialization strategy was difficult to sustain. Special emphasis goes to preconditions: external constrains and resources that requires foreign policy intervention. Why foreign policy role is increasing to develop industrialization for the late industrializing countries? Next question of the section is how does the foreign policy connect to economic development and energy?
Possible Policy Suggestions to Mongolia From South Korean Oil Policy in the 1970s

This paper examines the possible policy suggestions from South Korean oil policy during 1970s. Reason of the research time period is based on South Korean more oil dependent situation during 1970s and her overcome from first oil crisis in 1973. The paper argues that South Korean centralized economic planning institution and her foreign policy back-up was crucial to overcome it. This is the possible suggestion for the late-late-industrializing country like Mongolia to handle her also dependency on oil.

The paper examines the South Korean foreign policy role to overcome the first oil crisis in 1973 and balance of payment to sustain the industrialization. The paper looks inside to the developmental state foreign policy in detail and its features to overcome externality. Paper argues that foreign policy played an important role for the late-industrializing countries to develop industrialization due to the rapidly changing international environment during the Cold War. One of the most challenging international constraints was the first oil crisis. This crisis was more catastrophic because it combined with the United States hegemonic decline in world oil supply.
A STUDY ON THE UNDERLYING FACTORS AFFECTING HOUSEHOLDS’ WASTE SORTING BEHAVIOR AT SOURCE IN MONGOLIA

The purpose of this research is to better understand what factors influence on households’ waste sorting behavior at source in Mongolia. To accomplish the goal, this study conducted online survey with self-report questionnaire method and the 353 participants’ data were collected through Facebook groups and pages related to house owners’ associations and waste recycling related non-profit organizations. The results show that the underlying factors determining the intention of waste sorting at source are (1) motivational bases such as prior beliefs and social norms; (2) and an ability/knowledge about the waste sorting at source. Furthermore, the intention is crucial predictor of the real behavior of waste sorting at source, but the most important one is an opportunity to do so. The conclusions and the recommendations are provided.

Khan Bank is one of the leading banks in Mongolia with over 400 branches all over the country and over 2400 employees. In 2000 Khan Bank was insolvent and for all practical purposes shut down. Today it is one of the fastest growing businesses in Mongolia. As for the most organizations, formulating effective human resource (HR) strategy and linking it with the business strategy presents a continuous challenge for HR operations at Khan Bank. A winning HR strategy will be an important factor in gaining competitive advantage. This paper describes and introduces the theoretical concept about Human Resource Management (HRM), strategic HRM, strategy hierarchy, linkage of HR strategy and business strategy and ways of formulation of an organization's HR strategy. The authors analyze the major components that make up an effective strategy in today’s fast paced business environment and conducts Khan Bank’s HR strategic review. This review includes analysis of the current HR activities, future HR needs and gaps between current status and future needs. This paper concludes by recommending HR strategy for Khan Bank with clearly defined priority areas, as well as strategy implementation plan.

The purpose of this study is to show that the effectiveness of utilitarian versus hedonic attribute- focused advertisement on product evaluation depends on the arousal level of positive emotion, and to explore mediation effect of cognitive response to utilitarian attribute-focused advertisement and affective response to hedonic attribute-focused advertisement on the effectiveness of utilitarian versus hedonic attribute-focused advertisement. This research employs a 2 (arousal level: mild vs. elevated) × 2 (advertisement type: utilitarian vs. hedonic) between-subjects design, and 200 undergraduate students participate in the experiment, in which there are 50 students at each experimental group. The results of ANCOVA with positive emotion level as a covariate on advertised product evaluation show significant interaction effect of arousal level and advertisement type, and no effect of positive emotional level. Both of the mediation effects of the cognitive response and those of the affective response are significant. Participants under mild (elevated) arousal of positive emotion more positively evaluate the product in utilitarian (hedonic) attribute-focused advertisement. The positive effect of utilitarian (hedonic) attribute- focused advertisement on product evaluation is partially mediated by cognitive (affective) response to the advertisement when consumers are under the mild (elevated) arousal of positive emotion. The results of this study show that advertisers should use utilitarian (hedonic) attribute-focused advertisement to consumers under the mild (elevated) arousal of ambient positive emotion, which should be searched by exploring what kind of event they have experienced.
