Predicting a Containership’s Arrival Punctuality in Liner Operations by Using a Fuzzy Rule-Based Bayesian Network (FRBBN)

Nurul Haqimin MOHD SALLEH,Ramin RIAHI,Zaili YANG,Jin WANG 한국해운물류학회 2017 The Asian journal of shipping and Logistics Vol.33 No.2

One of the biggest concerns in liner operations is punctuality of containerships. Managing the time factor has become a crucial issue in today’s liner shipping operations. A statistic in 2015 showed that the overall punctuality for containerships only reached an on-time performance of 73%. However, vessel punctuality is affected by many factors such as the port and vessel conditions and knock-on effects of delays. As a result, this paper develops a model for analyzing and predicting the arrival punctuality of a liner vessel at ports of call under uncertain environments by using a hybrid decision-making technique, the Fuzzy Rule-Based Bayesian Network (FRBBN). In order to ensure the practicability of the model, two container vessels have been tested by using the proposed model. The results have shown that the differences between prediction values and real arrival times are only 4.2% and 6.6%, which can be considered as reasonable. This model is capable of helping liner shipping operators (LSOs) to predict the arrival punctuality of their vessel at a particular port of call.

      • Maritime Terrorisms and Navigational Security in Sulu Sea

Nur Hidayati Abdul KARIM,Nurul Haqimin Mohd SALLEH,Madzli HARUN 국제이네비해양경제학회 2019 International Journal of e-Navigation and Maritime Vol.12 No.1

Piracy and maritime terrorisms are the eldest form of maritime criminal activities occurred across the globe and becoming enormous threats to navigational security. Since the past decades, major actors in maritime policy such as ocean governance and international security have discussed to include countermeasures in combating maritime terrorisms. However, maritime security remained as a critical agenda that have no definite solution. Recently, these ongoing terrorisms have threatened the sovereignty of many countries including Malaysia. Concerning about the issue, this paper aims to analyses the piracy and maritime terrorisms in Sulu Sea by identifying and assessing the effects of piracy and maritime terrorisms on the Malaysian navigational security in Sulu Sea. Therefore, an Analytical Hierarchy Process (AHP) and Evidential Reasoning (ER) approaches are used in this analysis. An AHP is use for prioritizing the effects of maritime terrorisms. Then, the ER approach was proposed to assess each maritime terrorism effect in a fuzzy context. In this paper, Sulu Sea has been highlights as the case study. This article presents an exhaustive review on the piracy and maritime terrorisms in Sulu Sea. The results of the numerical assessment have indicated that the crew casualty and injury are the most alarming risks in that area due to the piracy and maritime terrorisms, followed by the vessel security, port security, navigational delay, vessel route diversion, financial loss and cargo loss and damages. It is suggested that the involvement of government and maritime stakeholders in Malaysia are necessary for ensuring safe and secure navigation. This paper is expected to assist and guide enforcement agencies and other related entities to enhance the navigational security by conducting the proactive assessment in combating and reducing maritime terrorisms especially in Malaysian waters.

      • Compatibility Analysis of New Lean, Agile, Resilience and Green (LARG) Paradigm for Enhancing Seaport Supply Chain Practices

Nur Ain Solehah ABD RASIDI,Nurul Haqimin MOHD SALLEH,Jagan JEEVAN 국제이네비해양경제학회 2019 International Journal of e-Navigation and Maritime Vol.13 No.1

Maritime transportation plays a significant role in global economies. Seaports as primal nodes in maritime supply chain are also indispensable in ensuring efficient and effective global trading. On the other hand, seaport inefficiencies have profound influences on the overall performance which can cause congestion, operational disruption, high cost expenses, unnecessary wastes and environmental pollution, which eventually resulting significant financial losses. As a result, business and environmental sustainability will not be achieved. In order to overcome these hindrances, a novel performance model of Lean, Agile, Resilience and Green (LARG) is proposed as management tools for enhancing the business and environmental sustainability in seaport supply chain operations. The compatibility of LARG paradigms in seaport supply chain need to be identified and analysed to achieve the research aim. This paper employed a compatibility analysis for the new LARG paradigm for enhancing seaport supply chain practices. In this analysis, all potential paradigms are thoroughly reviewed and further validated by the domain experts consisting of academic and industry experts. The result of this paper shows that 17 selected LARG paradigms are compatible with 23 seaport supply chain practices respectively. For future research, the identified paradigms can be further investigated for many purposes such as measuring their influence on seaport supply chain practices and even assessing their applicability. It is worth mentioning that this research outcomes can assist Malaysian seaport practitioners to develop an enhanced management paradigm to boost their performance based on LARG model. Moreover, this model also can be applied globally as it is able to be adapted, revised and adjusted to suit the seaport preferences. As a result, this model able to enhance business capabilities, operational efficiencies and competitive advantages of seaport supply chain operations globally.

      • HOW IMPORTANCE OF MALAYSIA HALAL CATERING REGULATIONS IN MALAYSIA COMMERCIAL VESSEL

Madzli Harun,Nor Atiqah Binti Che Udin,Jagan Jeevan,Nurul Haqimin Mohd Salleh,Wan Mariam Wan Abdullah,Azizul Yadi Yaakop,Zuha Rosufila Abu Hassan 국제이네비해양경제학회 2020 International Journal of e-Navigation and Maritime Vol.14 No.1

The formulation of Halal and Catering Regulation on board is a new draft proposal in shipping industry in the nation to ensure Muslim seafarers will be protected under social welfare. Currently, there are no regulations in place regarding the formulation of provision of Halal and Catering which have been enforced by several authorities at different sector in the nation. However, Halal JAKIM is an expert and focal point with the right to issue Halal certification not only in this nation but globally. The main objective of the study was to form a Halal committee on board for the co-ordination of responsibilities between the agencies, and the second objective was to establish the Halal and Catering Regulations on the merchant vessel for the Malaysian flag. The problem is that seafarers feel insecure about the preparation of halal food and no regulations have been issued to date. In fact, this study requires Qualitative methods because several actions related to the Halal-Toyibban Policy and food preparation rules should be obtained through closed-ended interviews with Halal regulatory experts, ship-owners, and selected stakeholders. Therefore, the analytical process will refer to the use of transmitted transitions from oral to text through the coding system in facilitate the content analysis process; and further to the level of discussion and findings. Ship-owners should ratify the Halal and Catering Regulations once they are enacted. The results of this study are expected to formulate the framework for the Halal and Catering Committee involving the agency by reference to interdependent theory. The second finding was to formulate a draft of the Halal and Catering Regulations on the Malaysian merchant vessel by reference to the application of benchmarking theory. Finally, this study will benefit the Muslim seafarer with the cooperation of the ship-owner and the relevant government agencies.

      • SYSTEMATIC LITERATURE REVIEW: THE FORMULATION ON MALAYSIA HALAL CATERING REGULATION IN MALAYSIA COMMERCIAL VESSEL/CRUISE VESSEL

Madzli Harun,Nor Atiqah Binti Che Udin,Jagan Jeevan,Nurul Haqimin Mohd Salleh,Wan Mariam Wan Abdullah,Azizul Yadi Yaakop,Zuha Rosufila Abu Hassan 국제이네비해양경제학회 2020 International Journal of e-Navigation and Maritime Vol.15 No.1

Systematic literature reviews (SLR) are very important to track the extent to which studies related to the formulation of Halal Catering on board have been previously studied by previous scholars. Therefore, the SLR study requires a clear and detailed understanding concerning the study direction for each selected article by analyzing the scope of the study and its dimensions as the main emphasis whether it has been discussed by any previous scholar or otherwise. Through the basis of the analysis of literature reviews will enable the specific detection of the title of the study. Even SLR analysis is also able to compare in terms of the year the article was published by comparing the differences in scope and dimensions of each article by selected scholars referred to 16 scholars from the year 2012 until 2017. Regards to methodology, SLR emphasised into five stages such as i) Time Frame, ii) Selection of a database, iii) Journal selection, iv) Article selection and v) Literature review analysis. Analysis, discussion, and findings will be focusing on the scope, dimensions, and years of studies by using figures, tables as facilitators of analysis and findings. Hence, the role of Halal institutions will be able to assess its ability to form halal rules with the involvement of stakeholders and the scope that has been affected in detail.
