본 논문은 전체적인 도시 개발을 추구하는 데 기초가 되는 도로 인프라 개발 계획과 도시 기본 계획 간의 주요한 상호작용을 살펴보았다. 균형 있고 지속 가능한 도시 성장을 위한 공동의 노력으로 찬사를 받고 있는 르완다 키갈리에 초점을 맞춘 본 연구에서는 포괄적인 설문 조사 기반 접근 방식을 사용하였다. 도시 계획가, 도로 인프라 엔지니어, 민간 전문가 등 키갈리의 도시 변화에 밀접하게 관련된 주요 이해관계자를 참여시킴으로써 진화하는 도시 경관을 형성하는 세심한 통찰력을 얻고자 하였다. 이 조사는 세 가지 주요 목표를 달성하는 것을 목표로 하였다. 첫째, 도로 인프라 프로젝트와 도시 종합 계획이 도시의 다양한 측면에 미치는 영향에 대한 직접적인 의견을 수집하였다. 둘째, 키갈리의 실행과 통합 과정에서 직면하게 되는 도전과 기회를 파악하였다. 셋째, 도시 개발 시 이 두 가지 중요한 구성요소 사이의 상호작용에 대한 이해를 넓히고자 하였다. 전략적으로 선정된 응답자들은 키갈리 시 공무원 및 민간 실무자를 포함하여 경험이 풍부한 다양한 전문가로 구성되었다. 키갈리의 도시 개발에 직접 관련된 사람들의 목소리를 통합함으로써 이 설문조사를 기반한 분석은 도시 종합계획과 함께 도로 인프라 개발 계획의 효율성에 대한 근거 있고 세심한 관점을 제공한다. 이는 이론적 도시 계획 모델과 실제 현장경험 사이의 격차를 해소할 것이다. 궁극적으로, 이 연구는 키갈리뿐만 아니라 유사한 도전과 기회를 대하는 전 세계 도시를 위한 청사진을 마련하여 도시 개발에 대한 보다 전체론적이고 인간 중심적인 접근 방식에 기여하고자 하였다. 또한 기능적이고 효율적일 뿐만 아니라 지속 가능하고 포용적이며 주민의 열망을 반영하는 도시를 형성하기 위해 노력하는 정책 입안자, 도시 계획자, 이해관계자에게 중요한 통찰력을 제공하는 것을 목표로 하였다. This thesis delves into the crucial interplay between road infrastructure development initiatives and city master planning, foundational to the pursuit of holistic urban development. Focused on Kigali, Rwanda, a city lauded for its concerted efforts towards balanced and sustainable urban growth, the study employs a comprehensive questionnaire survey-based approach. By engaging key stakeholders intimately involved in Kigali's urban transformation, including city planners, roads infrastructure engineers, and private professionals, we aim to capture nuanced insights shaping the city's evolving urban landscape. The survey aims to achieve three primary objectives: first, to gather firsthand perspectives on the perceived impacts of road infrastructure projects and city master planning on various urban facets; second, to identify challenges and opportunities encountered in their execution and integration in Kigali; and third, to enrich our understanding of the interplay between these two vital components of urban development. Respondents selected strategically, represent various experienced professionals, including Kigali City officials and private practitioners. By incorporating the voices of those directly involved in Kigali's urban development, this survey-based analysis provides a grounded and nuanced perspective on the effectiveness of road infrastructure development initiatives alongside city master planning. It bridges the gap between theoretical urban planning models and lived experiences on the ground. Ultimately, this study seeks to contribute to a more holistic and people-centric approach to urban development, serving as a blueprint not only for Kigali but for cities worldwide facing similar challenges and opportunities. It aims to offer valuable insights for policymakers, urban planners, and stakeholders committed to shaping cities that are not only functional and efficient, but also sustainable, inclusive, and reflective of the aspirations of their residents.
