      • The Basic Directions of the Formation of IT Clusters Based on Kazakhstan s Technological Platforms

        There is the need to create specialized sites the new generation, which combines the elements of innovative infrastructure. The role of such specialized zones can be IT clusters, as “growth poles” of the new generation, which aimed at transfer of advanced IT on the wide periphery of the country. Today, the successful functioning of the IT clusters; create a unique opportunity in the era of information revolution. The aim of this work is to determine the basic directions of the formation of IT clusters based on Kazakhstan s technological platforms. In this study tests two key theoretical assumptions: regions are effectively developed according to the model of poles of growth; regions in which impact of agglomeration effect that have the opportunity for the formation of clusters. In this study, we used two methodological approaches: method of identifying the concentration, which suggested the use of a modified index of concentration of Herfindahl - Hirschman Index (HHI); structured method, which suggested involves the study of the object through the development and construction of the structure. This paper contributes the basic directions of the formation of IT clusters based on Kazakhstan s technological platforms to increase competitiveness of regions of Kazakhstan.

        The Formation of Innovative Clusters in Kazakhstan: Analysis and Methods for Identifying Specialization

        The aim of this research is theoretical and methodological approaches to the necessity of formation of innovation clusters as growth poles on the basis of statistical analysis and identification of specialization. In this research, we used methods, which will allow to analyze of innovative processes and to identify of prospective branches of specialization of the formation of innovative clusters in the spatial context. Keeping with the previous literature, the present study is determined by the novelty of the problem, concerning the formation and development of innovative clusters as growth poles, as well as large specifics of problems in our country in the framework of use of innovative clusters. An analysis was showed that Kazakhstan's regions have substantial differences in the groups of regions for most of the indicators have presented form a tightly located clusters and in the ratings of innovative susceptibility and innovative activity. This research has some practical implications, which have proved that innovative clusters become platforms as growth poles for introduction of advanced technologies, development of innovative companies, thereby providing a certain stability of the economy of the regions.

        Factors Affecting the Distribution of Intellectual Potential and Returns in Kazakhstan

        Purpose: This research is aimed to study the level of the intellectual potential distribution, as well as the correlation between economic growth and key indicators of intellectual potential in each region of Kazakhstan. A review of the conceptual framework shows that there is a large body of research evaluating the level of intellectual potential in different ways based on different factors. Research design, data, and methodology: The research methodology is divided into two groups the integral index method using the normalization of indicators, weighting, and ranking; the method of correlation analysis. By the proposed methodological approaches, were calculated a set of factors affect the distribution of the intellectual potential. Statistics are taken for indicators of development of the intellectual potential for 2011-2020 from the Bureau of National Statistics. Results: Ranking results showed gaps between regions in Kazakhstan by the level of intellectual potential. Correlation analysis results revealed a statistically significant relationship on expenditures on R&D, computer literacy, innovative products, number of PhD students, and cultural and leisure indicators. Conclusions: Based on the obtained results of the intellectual potential level development there were given recommendations for the reproduction and regulation of the intellectual potential in the future.

        Analysis of the Efficiency Technology Transfer Offices in Management: The Case of Spain and Kazakhstan

        This research is defined as a study regarding on structured and systematized of existing literature review of the intersection between intellectual property management, management and technology transfer offices (TTOs). It takes a deeper look at requirements within universities, scientific institutions and the business environment should be interconnected with each other. The literature review shows that TTOs have control over the process of knowledge transfer and they have contributed to improving the efficiency of the use of production and human resources. In this paper, authors proposed the methodological tools based on methodology model, which identified success factors for using project management in TTO between two countries - Kazakhstan and Spain. Further, we used methodology is focused on solving the problems of quantitative analysis based on the use of primary data, which allowed us to reach a huge number of respondents without any restrictions, and secondary data from statistical database. Findings and results are summarized at the end of article show that Kazakhstan is following the path of the Spanish experience. However, Kazakhstan can become more successful in commercializing scientific technologies and transferring knowledge and technologies. In turn, Spain can use the data from our analysis to work on barriers and improve the activities of TTOs.

        Analysis of Educational Services Distribution: The Case of Kazakhstan

        Purpose: This research aims to analyze the educational potential and students' satisfaction with the quality of education services distribution in Kazakhstani universities. The conceptual review shows that very few studies on regional development have been able to determine the level of satisfaction with the quality of educational services depending on the university's location. Research design, data, and methodology: The research methodology is divided into two approaches descriptive analysis and qualitative data analysis. The current educational situation and the distribution of educational services in the largest Kazakh universities were studied based on the proposed approaches' use. Statistical data are taken for indicators of educational potential for 2010-2020 from the Bureau of National Statistics. The primary data were collected based on a survey for 2021-2022 in five regions of Kazakhstan. Results: The results showed that there is a gender gap between men and women and regional disparities between the regions of Kazakhstan in the coverage of higher education. The results of the sociological survey revealed that the quality of educational services depends on the territorial location of the university. Conclusions: Based on the results of the assessment of educational potential and educational services, policy recommendations and further research in this area were proposed.

        Analysis of the Input of Education and Innovation on Economic Growth in Kazakhstan

        Purpose: this study is aimed at assessing the contribution of education and innovation to the economic growth of Kazakhstan, the correlation between them is checked based on two levels on a national scale and a regional scale. Based on the literature review, it was revealed that in the vastness of the scientific community, there are many views concerning the influence of educational and innovative factors on economic growth. Research design, data and methodology: the research methodology is divided into two levels, at the first level, a correlation analysis is carried out between key factors and the economic growth of the country (GDP), at the second level, the same factors are analyzed, but the impact on the economic growth of the region (GRP) is estimated. Statistical data on educational and innovation potential is taken from the Bureau of National Statistics for the period 2003-2021. Results: in this study, it was revealed that the economic development of regions could be influenced by such indicators that cannot affect the entire state in aggregate and vice versa. In addition, the correlation analysis results showed that investments in innovations affect economic growth at the country and the regional level. Conclusions: based on the results of the assessment of educational and innovative potential, policy recommendations and further research in this area were proposed.

        This study aims to identify of prospective areas for the formation of information and smart technologies clusters in Kazakhstan, and propose of the distribution of Kazakhstan’s regions according to the innovative development and the ability to perceive IT products. The study divided into the following sections. The section 2 proposes to consider the theoretical aspects of the formation of IT and high technology clusters. Section 3 presents analysis and estimation results. Section 4 is a concluding part. The application of scientific methods in this research will allow systematizing the available data, from both a theoretical and empirical perspective. In addition, the authors proposed methodological approaches, which have a three-tiered gradation: macro-level, meso-level and micro-level. This study confirms the importance of using the concept of “growth poles”, and the possibility of its application in the formation of information and high technology clusters. It is very important that the formation of the IT cluster should happen in a natural way. Based on the foregoing and taking into account the obtained results one can suggest the formation of IT clusters in the following promising areas of Kazakhstan: Almaty city, Astana city, Karaganda and North Kazakhstan.

        Analysis of Gender Pay Gap in Different Sectors of the Economy in Kazakhstan

        This study aims is to analyze of existing concepts of gender stereotypes and gender differences in wages, defining of gender pay gap determinants, and to evaluate the level of discrimination against women in Kazakhstan. This paper begins by reviewing trends in gender stereotypes and gender segregation during the past several decades. In this research, authors propose the methodological tools for presenting a standard form of evaluation of gender pay gap. The developed methodological tools will allow providing authentic and formal analysis on gender pay gap and identifying the main determinants of gender pay differences. Further, the obtained results showed the distribution of wage gap in Kazakhstan's regions and the Duncan's dissimilation index allows us to trace the dynamics of changes in the professional structure between men and women. According to the results, gender pay gap is narrowing with the reduction of the job level and discrimination is related to differences in human capital and education. Wages in the industrial sector are higher for men than for women, because men's professions are characterized by severe and unhealthy working conditions. In addition, employers prefer male managers, but if they take woman managers, they give them salary 3 times less.
