        Measures to Revitalize Resident Participation in the Self-Governing Police SYSTEM

        Purpose: In order to successfully establish a self-governing police system, police work, which has been greatly expanded compared to the past, must be effectively performed. Therefore, policy measures that can expand not only formal community governance in which local residents participate but also various informal governance should be sought from now on. Method: This study examines the need and current state of a participation system for the secure establishment and expansion of an autonomous police system, and examines policy measures to increase resident participation in Korea in the future. Results: Regarding the study results, as a policy alternative for the successful establishment of an autonomous police system, first, in order to expand the institutional mechanism for an autonomous police system led by local residents, it is considered necessary to expand their participation in the provincial autonomous police committees, and to introduce a resident recommendation system for the heads of local police departments. Second, in order to strengthen a security network based on public-private cooperation centered on local residents, the systematic op-eration of an autonomous crime prevention squad and the operation of a Police Development Council should be improved through the enactment of related laws. Third, it was observed that a network consultative body should be established, an advisory group for local residents should be formed, and the operation should be expanded. Conclusion: This study, ultimately, pretends to present resident-led administration as the most important value of the autonomous police system. In addition, citizens and local residents are the most important actors not only in the autonomous police system, but in all administrative functions of the state and local governments. In order to create a genuine policing cooperation ecosystem that can discover the demand for public security suitable to the local characteristics through an autonomous police system and guarantee the democracy and resident-oriented nature of police activities, local governments and the police must cooperate and connect with resident-centered governance.

        SECURITY AGENCY: Differences in Leaders Followership in the Korean Security Police Organization according to the Educational Background and Employment Paths

        Purpose: In this study, police officers of the security police organization, which is the backbone of the security of the Republic of Korea, will be analyzed for their perception of the leaders followership and will seek policy measures to improve the positive leadership of the security police organization, the subsequent followership, and even the positive self-leadership of the members of the organization. Method: In this study, 100 police officers in the security department of the Korean police organization were surveyed using self-administration method to analyze the perceived attitude toward leaders followership. Edu-cational background and employment paths were used as the main variables for measurement. Among the var-ious characteristics of the special security police, the focus was on how the leaders followership differed accord-ing to the educational background and employment paths of the security police department. Results: According to the analysis, for most of the questions that showed statistical significance, security po-lice officers with a relatively high level of education rated the leaders followership higher. For employment paths, on most of the questions that showed statistical significance, security police officers who were police cadets were found to have a more positive assessment of the leaders followership than those who became police officers through general recruitment or special recruitment. Conclusion: In order to ensure that security police officers with a relatively low level of education and who were general policemen/women are reborn as more voluntary and active model followers, the overall employ-ment paths of the entire police organization, including the security police, need to improve. That police officers with a relatively low level of education and who were general policemen/women had a negative assessment of the leaders followership may be a negative reaction to the problems that the security police organization has been constantly undergoing changes depending on the government s political orientation. Therefore, future gov-ernment, political circles, and police leaders should not make drastic changes to the security police organization in line with the government s political orientation and the micro changes in the inter-Korean relations.

        Identification of Plant Factors Involving in Agrobacterium-mediated Plant Transformation

        The process by which Agrobacterium tumefaciens genetically transforms plants involves a complex series of reactions communicated between the pathogen and the plants. To identify plant factors involved in agrobacterium-mediated plant transformation, a large number of T-DNA inserted Arabidopsis thaliana mutant lines were investigated for susceptibility to Agrobacterium infection by using an in vitro root inoculation assay. Based on the phenotype of tumorigenesis, twelve T-DNA inserted Arabidopsis mutants(rat) that were resistant to Agrobacterium transformation were found. Three mutants, rat1, rat3, and rat4 were characterized in detail. They showed low transient GUS activity and very low stable transformation efficiency compared to the wild-type plant. The resistance phenotype of rat1 and rats resulted from decreased attachment of Agrobacterium tumefaciens to inoculated root explants. They may be deficient in plant actors that are necessary for bacterial attachment to plant cells. The disrupted genes in rat1, rat3, and rat4 mutants were coding a arabinogalactan protein, a likely cell wall protein and a cellulose synthase-like protein, respectively.

        Plan for Secure Tourism Safety in the Post-COVID-19 Era

        Purpose: In this study, the tourism demand expected to surge after the COVID-19 and the various factors which could threaten the tourism safety were examined. Furthermore, through this examination, policy measures were explored to help revitalize the economy and secure the safety of tourists by expanding the tourism industry in the future. Method: In this study, a theoretical review of the tourism safety and threat factors for the tourism safety were analyzed by reviewing the various previous studies and related references. Furthermore, the demand of the for-eign tourists visiting Korea was analyzed through related official statistics, and the tourism demand after the post-COVID-19 was forecasted through the various unofficial statistics. In addition, through such a study, various policy measures were explored to secure the tourism safety in the future. Results: In order to secure the tourism safety in the post-COVID-19 era, it turned out that, first, along with the tourism police organization’s expansion, it is necessary that the tourism police’s operation be transferred to local governments through the self-governing police. Second, it is necessary that the central government such as the Ministry of Foreign Affairs, Ministry of Culture, Sports and Tourism, and the Korea Tourism Organization develop and supply the tourism safety manual in line with the regional characteristics. Third, it is necessary to foster the private security businesses to secure the tourism safety, and fourth, it is necessary to strengthen the safety edu-cation for those serving in tourism related fields and introduce the tourism safety qualification system. Conclusion: Tourism safety is the foremostly crucial step in protecting the body, life, and property of the indi-vidual tourists, and is also a very important issue which may influence the image of a region or a country, as well as the future tourism demand. Hence, in order for Korea to further grow into an advanced tourism country, it would be necessary to seek various institutional improvements and policy measures which can harmonize the government wide efforts for the tourism safety and the expansion of the role of the private sector.

        A Study on the Regional SAFETY Status in Gangwon-Do Injury Prevention

        Purpose: Recently Safety Promotion Policies and Programs at the local government level have been spreading around the world. However, In order for these policies to work, objective analysis of factors that threaten the safety of local residents, such as the scale of injuries caused by internal and external factors, should be preceded, and the resident participatory safety promotion program based on them should be expanded. Method: This study looked at the safety status of Gangwon-do through various safety indicators, including the regional safety index and death from injuries, and based on this, contemplated policy measures to secure safety and reduce the risk of injuries in Gangwon-do in the future. Results: Analysis of the regional safety index showed that Gangwon-do was vulnerable in the areas of safety in daily life, suicide, and infectious diseases. In addition, an analysis of the current status of deaths from injuries showed that intentional self-harm, transport accidents, and falls were the man risk factors. Conclusion: To enhance safety and reduce deaths from injuries in Gangwon-do. first, the damage monitoring system at the province level should be operated to produce injury indicators, and second, an integrated safety network and disaster response center involving all related agencies should be established. Third, participation of residents, and fourth, supports programs for the vulnerable in the community should be expanded.

        New Aspects of Gene-for-Gene Interactions for Disease Resistance in Plant

        Disease resistance in plants is often controlled by gene-for-gene mechanism in which avirulence (avr) gene products encoding by pathogens are specifically recognized, either directly or indirectly by plant disease resistance (R) gene products. Recent studies arising from molecular cloning of a number of R genes from various plant species that confer resistance to different pathogens and corresponding avr genes from various pathogens resulted in the accumulation of a wealth of knowledge on mode of action of gene-for-gene interaction. Specially, members of the NBS-LRR class of R genes encoding proteins containing a nucleotide binding site (NBS) and carboxyl-terminal leucine-rich repeats (LRRs) confer resistance to very different types of phytopathogens, such as bacteria, fungi, oomycetes, viruses, nematodes and aphids. This article reviewed the molecular events that occur up-stream of defense response pathway, specially, bacterial avr gene protein recognition mediated by NBS-LRR type R gene product in plant based on current research results of well studied model plants.

        A Meta-analysis of the Relationship between Mediator Factors and Purchasing Intention in E-commerce Studies

        Meta-analysis is a statistical integration method that delivers an opportunity to overview the entire result by integrating and analyzing many quantitative research results. This study will find meaningful mediator variables for criterion variables that affect purchase and repurchase intentions in e-commerce, on the basis of the results of a meta-analysis. We reviewed a total of 114 e-commerce studies published in Korean journals between 2000 and 2014, where a cause and effect relationship is established between variables that are specified in the conceptual model of this study. In this meta-analysis, the path between trust and purchase intention showed the biggest effect size. The second biggest effect size was found in the path between commitment and purchase intention, while the smallest one was obtained with perceived. Thus, we present the theoretical and practical implications of these results and discuss the differences among these results through a comparative analysis with previous studies.

      • Linearized oncolytic adenoviral plasmid DNA delivered by bioreducible polymers

        <P><B>Abstract</B></P><P>As an effort to overcome limits of adenovirus (Ad) as a systemic delivery vector for cancer therapy, we developed a novel system using oncolytic Ad plasmid DNA with two bioreducible polymers: arginine-grafted bioreducible poly(disulfide amine)polymer (ABP) and PEG5k-conjugated ABP (ABP5k) in expectation of oncolytic effect caused by progeny viral production followed by replication. The linearized Ad DNAs for active viral replication polyplexed with each polymer were able to replicate only in human cancer cells and produce progeny viruses. The non-immunogenic polymers delivering the DNAs markedly elicited to evade the innate and adaptive immune response. The biodistribution ratio of the polyplexes administered systemically was approximately 99% decreased in liver when compared with naked Ad. Moreover, tumor-to-liver ratio of the Ad DNA delivered by ABP or ABP5k was significantly elevated at 229- or 419-fold greater than that of naked Ad, respectively. The ABP5k improved the chance of the DNA to localize within tumor versus liver with 1.8-fold increased ratio. In conclusion, the innovative and simple system for delivering oncolytic Ad plasmid DNA with the bioreducible polymers, skipping time-consuming steps such as generation and characterization of oncolytic Ad vectors, can be utilized as an alternative approach for cancer therapy.</P> <P><B>Graphical abstract</B></P><P><ce:figure id='f0005'></ce:figure></P>
