        English-Medium Instruction in Higher Education: Lessons from China

        The last few decades have seen escalating national and institutional efforts to internationalize higher education around the globe. One current, popular strategy is to provide English-medium instruction (EMI) in educational contexts where English is a foreign language. As a curricular strategy intended to internationalize tertiary institutions and improve the quality of higher education, EMI has enjoyed strong policy support in Asia. However, there is a scarcity of empirical research in Asian contexts to justify such policy support. This article draws on the current literature and discusses the rationale and spread of EMI in European and Asian countries. It then presents the findings of four empirical studies recently conducted on EMI in several Chinese universities to provide a Chinese perspective. By way of conclusion, the article discusses the implications of the aforementioned studies for endeavors to implement EMI in Chinese and other EFL contexts.

        Does IoT service orchestration in public services enrich the citizens’ perceived value of digital society?

        The continuous growth of digital transformation aims to leverage the changes and opportunities for IoT technologies in public sector, which has created an impact on the sustainability of digital societies. The Internet of Things (IoT) contains significant challenges such as citizens’ perceived value towards intention to use in public services that could stand in a way of realizing its potential benefits. Our study aims to investigate the influencing factors of citizens’ usage intention concerning IoT service orchestration in public services along with the mediation influence of perceived value. A comprehensive public IoT Perceived Value Model (IoT-PVM) was enumerated to provide success factors for IoT service orchestration. This model was analytically tested by PLS-SEM approach. The results highlighted that perceived value has a mediation effect in IoT public service intentions to use with 59% perceived variance. The success of government IoT services is best measured by the perceptions of citizens, therefore, this study contributed to identifying the factors concerning public engagement with IoT service orchestration along with describing the positive role of digital society affinity. In terms of practical significance, a use case IoT model was presented with provides an intersectional perspective of citizens concerning IoT service orchestration in public services.

      • A Management Approach of E-government Service Capability : An ITIL Perspective

        To coherently provide e-government service (EGS) at a proper cost and time, it is necessary to evaluate and management EGS capability according to the demand of public in the current and future. That is, effective capability management will help to prevent unnecessary investments and response timely to any changes in IT capabilities. So, this study discussed the concept and aims of EGS capability management based on the international best practices in the IT capability management firstly. Then, it analyzed the capability management processes, objects, primary steps, value of the EGS through construct the capability “Holding-Enhancement” model. Consequently, argued the benefits of EGS capability management was argued. Finally, case study on EGS capability management was carried out. The approach proposed in this paper might be helpful for the government IT managers to management EGS capability effectively and efficiently.

      • Study on the Intelligence Service Model in “Scenario-Response” Emergency Decision Making : Taking China as an Example

        Intelligence service model (ISM) plays a key role in emergency decision-makings (EDM). So, how will it be changed to better support those unconventional emergency decisions based on “scenario-response” paradigm? To solve it, the paper firstly analyzes the relationships between two main chains in EDM which are named “scenarios chain” and “decision-making chain”, and adopts a “target-centric” intelligence process to establish a new ISM. Then, an example of “Songhua river water pollution incident” in China is taken to further explain the operation mechanism of this model. Finally, suggestions are promoted from three aspects - intelligence theory, intelligence culture and intelligence resources. The study is to provide a new perspective for the development of theory and practice in emergency intelligence services.

      • Full-space Cloud of Random Points with a Scrambling Metasurface

        <▼1><P>With the rapid progress in computer science, including artificial intelligence, big data and cloud computing, full-space spot generation can be pivotal to many practical applications, such as facial recognition, motion detection, augmented reality, etc. These opportunities may be achieved by using diffractive optical elements (DOEs) or light detection and ranging (LIDAR). However, DOEs suffer from intrinsic limitations, such as demanding depth-controlled fabrication techniques, large thicknesses (more than the wavelength), Lambertian operation only in half space, etc. LIDAR nevertheless relies on complex and bulky scanning systems, which hinders the miniaturization of the spot generator. Here, inspired by a Lambertian scatterer, we report a Hermitian-conjugate metasurface scrambling the incident light to a cloud of random points in full space with compressed information density, functioning in both transmission and reflection spaces. Over 4044 random spots are experimentally observed in the entire space, covering angles at nearly 90°. Our scrambling metasurface is made of amorphous silicon with a uniform subwavelength height, a nearly continuous phase coverage, a lightweight, flexible design, and low-heat dissipation. Thus, it may be mass produced by and integrated into existing semiconductor foundry designs. Our work opens important directions for emerging 3D recognition sensors, such as motion sensing, facial recognition, and other applications.</P></▼1><▼2><P><B>Metasurfaces: scrambling light for 3D detection and recognition</B></P><P>Firing light at a manufactured 'metasurface'—one carrying patterns at a smaller scale than the wavelength of the light—fills large volumes of space with defined points of light, potentially improving 3-D recognition and sensor applications. Cheng-Wei Qui and colleagues at the National University of Singapore, with co-workers across Asia and in the USA, created their unique metasurface from amorphous silicon. Light is scattered from and transmitted through the material to generate a cloud of data points in the surrounding space in which the structure and motion of objects under study can be analyzed. The initial development work with this “scrambling metasurface” suggests it could improve pattern recognition, including face recognition, motion detection and augmented reality applications. The researchers describe how their innovation overcomes significant limitations of existing methods in these fields.</P></▼2>
