인공위성을 통해 획득되는 다양한 자구관측 원격탐사 자료는 중앙 정부, 공공기관 및 지방자치단체 등의 공공의 업무에 매우 유용한 정보를 제공하고 있으며, 이는 다양한 상업적 지구관측 자료의 판매 및 활용분야에서도 나타나고 있다. 우리나라에서도 국가의 수요를 충족하기 위해 중장기적인 관점에서 우주개발중장기 계획을 수립, 추진하고 있다. 이에 따라 1999년 KOMPSAT 1호가 발사되어 현재까지 성공적으로 운영되고 있으며, 2005년 하반기 KOMPSAT 2호의 발사를 목표로 연구개발이 진행되고 있다. 그러나 이와 같은 고해상도 원격탐사 자료의 활용은 결과의 신뢰도에 대한 검증이 이루어 진 후에만이 그 의미를 지닐 수 있으며, 이와 같은 활용 결과의 검증을 위해서는 매우 다양한 자료가 요구되고 있고 특정 지역에 대한 많은 자료와 현장 실측 자료 등을 확보할 필요가 있다. 이와 같이 특정 검증 사이트를 구축하고 이 지역에 대한 다양한 자료를 확보하기 위해서는 위성개발 및 활용 국가, 관련 기관, 국제기구 등과의 국제협력이 필수적이다. 따라서 본 논문에서는 위성 원격탐사 자료의 공공활용, KOMPSAT 자료의 해외 활용 증대, 그리고 원격탐사 자료의 결과물 검증 등을 위해 추진되고 있는 한국과 유럽의 협력현황에 대해 살펴보고자 한다. The Earth observation imagery from satellite provide valuable informations for the central government, local governments and diverse public organizations. The analysis of applications and data, which are sold by commercial distributors of Earth observation satellite data, shows this phenomenon clearly. The Government of Republic of Korea established and carried out a national space development plan to meet the national needs for remotely sensed imagery. After this national space development plan and on behalf of Korean government KARI has developed and launched successfully the KOMPSAT-1 and operates it up to now. KARI is now to launch by the end of year 2005 another optical remote sensing satellite with very high resolution and named as KOMPSAT-2. For the application of such very high resolution remotely sensed data the product validation should be done carefully and this product validation require lots of ancillary data such as in-situ measurements. For the purpose of diverse ancillary data acquisition joint work with other nations, related institutes and international bodies is essential. In this paper the status of Korean European Cooperations will be introduced, which are derived by KARI, ARCS and ESA for the wide use of KOMPSAT data in Europe.
