      • The Basic Directions of the Formation of IT Clusters Based on Kazakhstan s Technological Platforms

        There is the need to create specialized sites the new generation, which combines the elements of innovative infrastructure. The role of such specialized zones can be IT clusters, as “growth poles” of the new generation, which aimed at transfer of advanced IT on the wide periphery of the country. Today, the successful functioning of the IT clusters; create a unique opportunity in the era of information revolution. The aim of this work is to determine the basic directions of the formation of IT clusters based on Kazakhstan s technological platforms. In this study tests two key theoretical assumptions: regions are effectively developed according to the model of poles of growth; regions in which impact of agglomeration effect that have the opportunity for the formation of clusters. In this study, we used two methodological approaches: method of identifying the concentration, which suggested the use of a modified index of concentration of Herfindahl - Hirschman Index (HHI); structured method, which suggested involves the study of the object through the development and construction of the structure. This paper contributes the basic directions of the formation of IT clusters based on Kazakhstan s technological platforms to increase competitiveness of regions of Kazakhstan.

        Analysis of Gender Pay Gap in Different Sectors of the Economy in Kazakhstan

        This study aims is to analyze of existing concepts of gender stereotypes and gender differences in wages, defining of gender pay gap determinants, and to evaluate the level of discrimination against women in Kazakhstan. This paper begins by reviewing trends in gender stereotypes and gender segregation during the past several decades. In this research, authors propose the methodological tools for presenting a standard form of evaluation of gender pay gap. The developed methodological tools will allow providing authentic and formal analysis on gender pay gap and identifying the main determinants of gender pay differences. Further, the obtained results showed the distribution of wage gap in Kazakhstan's regions and the Duncan's dissimilation index allows us to trace the dynamics of changes in the professional structure between men and women. According to the results, gender pay gap is narrowing with the reduction of the job level and discrimination is related to differences in human capital and education. Wages in the industrial sector are higher for men than for women, because men's professions are characterized by severe and unhealthy working conditions. In addition, employers prefer male managers, but if they take woman managers, they give them salary 3 times less.

      • The Formation of Information and High Technologies Clusters of Kazakhstan’s in Conditions of Digitalization in Framework of Industry 4.0

        This study aims to identify of prospective areas for the formation of information and smart technologies clusters in Kazakhstan, and propose of the distribution of Kazakhstan’s regions according to the innovative development and the ability to perceive IT products. The study divided into the following sections. The section 2 proposes to consider the theoretical aspects of the formation of IT and high technology clusters. Section 3 presents analysis and estimation results. Section 4 is a concluding part. The application of scientific methods in this research will allow systematizing the available data, from both a theoretical and empirical perspective. In addition, the authors proposed methodological approaches, which have a three-tiered gradation: macro-level, meso-level and micro-level. This study confirms the importance of using the concept of “growth poles”, and the possibility of its application in the formation of information and high technology clusters. It is very important that the formation of the IT cluster should happen in a natural way. Based on the foregoing and taking into account the obtained results one can suggest the formation of IT clusters in the following promising areas of Kazakhstan: Almaty city, Astana city, Karaganda and North Kazakhstan.

      • A Model of Innovation Development of the National Economy of Kazakhstan

        The aim of this study is to examine the level of innovative process and to reveal the essence of the cluster approach and indicators of innovative development of regions. Keeping with the previous literature, the present study is determined by the novelty of the problem, concerning the formation clusters as mechanism of transfer of innovations from the center to the periphery, as well as large specifics of problems in our country in the framework of use of innovative potential. The study employs method of monitoring of innovative processes in regions; we use method of rating estimation of innovative competitiveness of the region, based on a complex of indicators characterizing the innovation potential of the region: innovative activity and innovative susceptibility. Based on this analysis we have proposed to create clusters in regions, which can play the role of translator’s innovations at the periphery of the country.

        The problems of spatial modernization of the economy and new approaches to way out from crisis: Kazakhstan’s experience

        Purpose - This study aims to analyze the main problems of spatial modernization of the economy, and to develop new approaches to way out from crisis, to accelerate of innovations process from the cities- centers to the underdeveloped regions. Research design, data, methodology - The application of scientific methods in this research will allow to systematize the available data, from both a theoretical and empirical perspective. The study employs the method of ranking regions, the rate of innovation activity and comparative evaluation of R&D indicator. In addition, the authors proposed the method of modeling of innovation diffusion in the regions. Results - This study confirms that the need help for the underdeveloped regions, but we should clearly understand the limits of opportunities and to choose the right mechanisms. Further, this study shows it’s important to maintain the regions with high innovation activity, as they are growth poles, which are play the role of translator’s innovations to the periphery. Conclusions - According to the results of this theoretical and empirical study proved that modernization of the economy is realized faster in the regions with the best conditions for the diffusion of innovations, the higher the concentration of the population, a more developed infrastructure and reduced of administrative barriers.

        Factors Affecting the Distribution of Intellectual Potential and Returns in Kazakhstan

        Purpose: This research is aimed to study the level of the intellectual potential distribution, as well as the correlation between economic growth and key indicators of intellectual potential in each region of Kazakhstan. A review of the conceptual framework shows that there is a large body of research evaluating the level of intellectual potential in different ways based on different factors. Research design, data, and methodology: The research methodology is divided into two groups the integral index method using the normalization of indicators, weighting, and ranking; the method of correlation analysis. By the proposed methodological approaches, were calculated a set of factors affect the distribution of the intellectual potential. Statistics are taken for indicators of development of the intellectual potential for 2011-2020 from the Bureau of National Statistics. Results: Ranking results showed gaps between regions in Kazakhstan by the level of intellectual potential. Correlation analysis results revealed a statistically significant relationship on expenditures on R&D, computer literacy, innovative products, number of PhD students, and cultural and leisure indicators. Conclusions: Based on the obtained results of the intellectual potential level development there were given recommendations for the reproduction and regulation of the intellectual potential in the future.

        Digital Transformations to Improve the Work and Distribution of the State Scholarships Programs

        Purpose – Based on the analysis of Kazakhstan’s experience of digital transformation, this study suggests a concept for digital solution to optimize organizational process, create trust networking between the center of state scholarships programs and recipients. In addition, the authors contribute to the current discussions of an effective digital transformation of state services. Research design, data, and methodology – Policy analysis is based on the combination of both primary and secondary materials collected during a Policy Research Project conducted in Kazakhstan in 2017. It involved semi-structured interviews with the state scholarship’ recipients, ICT experts and findings from academic articles. Results – Findings are represented via Policy Development Matrix – a table with three options (status quo, partial change, total change) to deal with policy challenges. Authors suggest a concept for digital solution following the Customer Relationship Management (CRM) principles for optimizing core business processes, communication and networking strategies of the state scholarships program. Conclusions – At the time when digitalization becomes trending for states, the transformation of the state education policy is inevitable. The rapid development of digital technologies creates new opportunities for a single integration platform with key principles of Smart Remote Management in the state scholarships programs.

        Analysis of the Input of Education and Innovation on Economic Growth in Kazakhstan

        Purpose: this study is aimed at assessing the contribution of education and innovation to the economic growth of Kazakhstan, the correlation between them is checked based on two levels on a national scale and a regional scale. Based on the literature review, it was revealed that in the vastness of the scientific community, there are many views concerning the influence of educational and innovative factors on economic growth. Research design, data and methodology: the research methodology is divided into two levels, at the first level, a correlation analysis is carried out between key factors and the economic growth of the country (GDP), at the second level, the same factors are analyzed, but the impact on the economic growth of the region (GRP) is estimated. Statistical data on educational and innovation potential is taken from the Bureau of National Statistics for the period 2003-2021. Results: in this study, it was revealed that the economic development of regions could be influenced by such indicators that cannot affect the entire state in aggregate and vice versa. In addition, the correlation analysis results showed that investments in innovations affect economic growth at the country and the regional level. Conclusions: based on the results of the assessment of educational and innovative potential, policy recommendations and further research in this area were proposed.
