        안전인증 대상 위험 기계 및 기구 관련 재해 원인분석

        Intensity of accidents associated with dangerous machines and devices are (hereafter items), in general, high compared to other industrial accidents. This study focuses on cause analysis of accidents associated with items that are subject to safety certification. The method is based on automated analysis of abstracts of accidents written in descriptive format. The analysis results indicate that more than 50% of accidents associated with items are caused by technical reasons and nearly 50% of accidents were preventable. More effective prevention of industrial accidents would then be realized by safety certification at the stage of danger generation. Transition from the direct regulation on users to manufacturers is also needed to improve the effectiveness and efficiency of industrial safety system in Korea.

        텍스트 마이닝 기법을 활용한 우리나라 산업재해의 원인분석

        The analysis of the causes of accidents in workplaces where machines and tools are used is essential to improve the effectiveness and efficiency of safety prevention policies in places of employment in Korea. The causes of workplace accidents are not fully understood mainly due to difficulties in analyzing available descriptive information. This study focuses on the automated accident cause analysis in workplaces based on the accident abstracts found in industrial accident reports written in an unstructured descriptive format. The method proposed in this paper is based on text data mining and uses the keyword search function of Excel software to automate the analysis. The analysis results indicate that the primary reason for the frequency of accidents is related to technical aspects at a stage in which dangerous situations occur in the workplace. Accidents due to managerial causes are typically observed when danger exists in the workplace; however, managerial actions play a more important role in reducing accident severity. A small company tends to use unsafe machines and devices, leading to further accidents due to technical causes, whereas managerial causes are more conspicuous as the company grows. To preclude the occurrence of accidents due to inadequate knowledge, the implementation of safety management and the provision of safety education to elderly workers at the early stage of their employment are particularly important for small companies with less than 100 workers.

        농작업 편이장비 안전인증의 비용-편익 분석

        This study focuses on the benefit-cost analysis of certification of more than eight hundred devices and equipments used primarily in farm work. Specifically, EPA-suggested averting behavior approach was used for the analysis. Cost-benefit analysis indicates that there will be a net cost of 30 billion won for the first year since the introduction of the certification system. It is expected, however, that net benefit of 568 billion won after 11 years and the accumulated net benefit will reach to 3,867 billion won. These results validate the introduction of safety certification systems for devices and equipments used in farm work sites.

        절삭공정에서 Fault-tolerance 기능을 갖는 지능형 감시 및 제어시스템의 개발

        The dynamic characteristics of industrial processes frequently cause an abnormal situation which is undesirable in terms of the productivity and the safety of workers. The goal of fault-tolerance is to continue performing certain activities even after the failure of some system cononents. A fault-tolerant intelligent monitoring and control system which is robust under disturbances is proposed in this paper. Specifically, the fault-tolerant monitoring scheme proposed consists of two process models and the inference module to preserve such a robustness. The results of turning experiments demonstrate the effectiveness of the fault-tolerant scheme in the presence of built-up edge.

        기계안전분야 : 안전예산-산재간 동적모델을 이용한 산업안전제어 전략

        This study focuses on the control strategy for industrial safety in Korea. Specifically, the effect of safety budget such as the industrial accident prevention fund on the safety performance to prevent and reduce industrial accidents is statistically examined first and modeled as a second order system. The effectiveness of such a dynamic model is also explained with a simple PI control mechanism in a feedback loop. The simulated model, however, suggests that, without improving the efficiency of the safety system, extra safety budget needed to decrease the accident rate to a level inadvanced countries is far beyond the social consensus. An efficient way of reducing industrial accidents based on such a dynamic model with more internal damping but with less elastic nature in a feedback loop framework needs to be implemented

        산업재해 원인분석의 신뢰도 제고방안 연구

        Safety certification and inspection of dangerous machines and equipments used in industries are to save lives of workers and properties involved. Cause analysis of industrial accidents is essential to prove the effectiveness of such certification and inspection. This study focuses on suggesting systematic method for cause analysis of industrial accidents associated with dangerous machines and devices. Incorporating transition from the current user-oriented indirect regulations to more manufacturer and user balanced direct regulations, suggested method coupled with safety certification, safety inspection, safety management and safety education will guarantee more effective prevention of industrial accidents.

        산업용 위험기계 및 기구관련 산재예방 정책 연구

        This study suggests systematic procedures to improve safety policies on prevention of industrial accidents associated with industrial machines and devices. Specifically, new method of cause analysis of industrial accidents associated with industrial machines and devices is suggested and the related accident data are re-analyzed. Effectiveness of direct safety regulations such as safety certification, self-declaration of conformity, safety device regulation and safety inspection of industrial machines and devices are also analyzed. Based on those analysis results, transition from the current user-oriented safety device regulation to more balanced direct regulations on both manufacturer and user is suggested. Together with severity and frequency of industrial accidents, unit severity and unit frequency need to be taken into account to further assess the risk associated with a particular industrial machine or device. Balance between safety regulations will be realized by proper adjustment of lists of safety certification and inspection, and certification and inspection standards. This will also guarantee the maximum benefit over cost in such safety regulations.

        This study first focuses on the quantitative evaluation of safety certification of industrial machines and devices and confirms theeffectiveness of such safety system. In order to reduce both the frequency and the strength of accidents associated with industrial machinesand devices technical causes of accident needs to be resolved. This implies that efforts must be directed towards securing the essential safetyof industrial machines and devices at manufacturing stage hence guaranteeing the efficiency of safety system. Major target of safetyregulations also need to be shifted from users to manufacturers accordingly. Adjustment of items subject to safety certification andself-declaration of confirmity and implementation of risk assessment are further suggested.

        위험기계, 기구의 위험성 평가 및 안전인증 또는 자율안전확인의 적정성

        Severity and frequency of industrial accidents are typically used to assess the “absolute” risk associated with the industrial machines and devices (“items”) which are subject to safety certification or self-declaration of conformity. However, the “relative” risk associated with a particular item can further be assessed based on unit severity and unit frequency where the total number of item in use is taken into account. This study first attempts to estimate the total number of each item in use which was recently selected for safety certification or self-declaration of conformity. The appropriateness of such selection is recapitulated based on the relative risk involved. Analysis results indicate that depending on items, the relative risk is differentiated from the absolute risk. Recent selection of items for safety certification or self-declaration of conformity is then revisited for its validity. The relative risk based on unit severity and unit frequency of industrial accidents, together with the absolute risk, may be used to further categorize items for safety certification or self-declaration of conformity in the future.

        산업용 위험기계,기구 의무 및 임의 안전인증의 효과 및 균형

        This study first focuses on the quantitative evaluation of both compulsory and voluntary safety certification of industrial machines and devices. Based on the results of statistical analysis, effectiveness of those safety certifications were confirmed. In order to reduce both the frequency and the strength of industrial accidents associated with industrial machines and devices, major target of safety regulations needs to be shifted from users to manufacturers. Adjustment of industrial machines and devices which are subject to compulsory safety certification and implementation of risk assessment are further suggested. As for the voluntary certification, reestablishment of the concept of voluntary safety certification and balance between compulsory and voluntary certifications is discussed. Voluntary safety certification is further suggested as a mean to manage safety of industrial machines and devices which are not subject to any safety regulations.
