        ICT 분야에 대한 ODA가 아프리카 경제성장에 미치는 효과

        There are many developing countries which have struggled with a poor situation such as poverty, hunger and infectious disease. Not only the shortage of necessary commodities in problems, many people in the poor countries have a problem of information, in other word they cannot access information quickly and efficiently to get out of poverty. The world’s interests for ameliorating quantitative and qualitative development of underdeveloped countries lead to international cooperation on global scale and as a part of ending poverty, political leaders from around the world had inspired and agreed on the Millennium Development Goals(MDGs) until 2015. The last purpose of MDGs is ‘develop a global partnership for development’ and it requires to provide more aid and to ensure greater access to affordable essential new technologies in cooperation with government and private sectors. Information and Communications Technology(ICT) turns itself into new engine as manufacturing sector was contributed to Western economy’s driving force for the past several decades. Since globalization and growth of ICT have inter-causality which is expanding rapidly to the all areas, the digital divide between the West and poverty in the Rest intensify many aspects of poverty. Therefore, helping the rest with ICT sector international development cooperation is important and then, Official Development Assistance(ODA) for ICT devices and service goes well under the belief that ODA can bring positive effect to aid recipient countries. In case of Africa, they are faced with the lack of essential infrastructure. So constructing information and communicational infrastructure for wireless internet and mobile IT devices would be better the geographic limited infrastructure. Based on this opinion, the world community tries to fulfill the needs for ICT and discuss about ‘ICT4D(ICT for development)’ Therefore, this paper analysis ICT sector aid has a significant impact on aid recipient African countries. For investigating, I divide into two parts the research sample which can be helpful to recognize different aspects according to income divide in Africa. Also this paper considers the different aid statistics for comparison; commitment and disbursement.
