농어촌 고용실태와 인력정책 방향

본 연구는 우리의 농업인력 수급실태에 대한 보다 엄밀한 현황분석을 위해 여러 통계자료를 분석하고 실태조사를 실시하였다. 실태조사를 위해서는 지역 오피니언 리더, 농업인, 농촌인근 인력회사를 대상으로 설문 및 전화조사를 실시하고 필요 시 현장조사를 통해 보완하였다. 조사에 응한 지역 오피니언 리더들에 의하면, 농작업 인력부족으로 적기영농에 어려움을 겪고 있다고 답한 비율이 83.3%에 달해 인력 수급 문제가 심각함을 보여준다. 농업인 조사에서는 고용노동력이 필요하다고 응답한 농업인 비중이 73%로 높게 나타났다. 그러나 실제로 상시고용을 이용하는 비중은 11%에 그친 반면, 일일고용을 이용하는 비중은 63%를 차지하는 것으로 나타났다. 농촌 인근 인력회사 조사에서는 농촌지역 인력회사 인부들의 농작업에 대한 비선호도가 80.4%로 매우 높게 나타났는데, 농작업의 어려움(41.9%)과 저임금(17.4%)이 주된 이유로 나타났다. 인력회사를 통한 인부들은 주로 건설작업 현장으로 투입되고, 농업분야는 50~60대 고령층이, 그리고 과거 농작업 경험이 있는 사람들을 중심으로 투입되고 있는 것으로 조사되었다. 농축산업 고용인력에 외국인 의존도가 심화되는 추세이다. 농축산업분야에서는 시설원예 작업, 축사관리 등 농작업 특성상 주말이나, 공휴일 잔업을 기피하는 국내 노동력보다 외국인 근로자를 선호하고 있다. 시설원예, 버섯재배 공장 등 상시고용에는 합법 외국인근로자가 주류이며, 고랭지채소, 양념채소 파종 및 수확기 등에는 지역에 따라 불법체류 외국인 근로자들이 많이 이용되고 있다. 국제결혼 이주여성들도 상근인력으로 이용되는 추세가 증가하고 있다. 농업분야 외국인 근로자 고용과 관련된 가장 어려운 점은 수요의 급증에도 불구하고 공급이 절대적으로 부족한 문제(29.6%)인 것으로 조사되었다. 공급부족 문제는 외국인 노동자의 임금협상력을 높여 경영비 부담을 가중시키고, 근무태도 불량 등 도덕적 해이를 유발한다. ’10년도 행안부 주관의 희망근로사업으로 농촌지역 농업인력 공급에 심각한 교란을 야기하고 있는 것으로 조사되었다. 농촌인근 희망근로사업에 참여하는 인력은 대부분 기존의 농촌인력으로 상대적으로 쉬운 희망근로사업으로 유출됨에 따라 기존의 농촌인력 부족이 심화되고 있기 때문이다. 농업인력 수급안정화를 위한 방향은 농업인력 수급의 현안 문제인 인력수요의 계절성 문제, 신규인력의 농업분야 비선호 및 유입 부족 문제, 다른 산업분야 대비 상대적 저임금 문제 등을 완화하거나 개선하는 방향 설정이 필요하고 이에 따른 세부방안이 마련되어야 한다. 우리농업(특히, 경종작물)은 지역별 생산 품목이 다르고, 같은 품목도 지역별농작업 시기가 달라 전국의 가용한 농업인력을 DB화하고 맞춤형으로 인력을 공급하여 계절성을 완화할 수 있는 농어촌인력은행 및 인력공급시스템을 구축하고, 전국의 지역별 시기별 고용인력 현황 및 전망을 나타내는 농업인력관측사업을 동시에 수행해 농어촌인력은행 및 인력공급시스템의 실효성을 높여야 한다. 농업분야 고용의 저임금문제와 관련하여 농업은 산업적 특성상 임금을 제조업분야처럼 인상하기 어려운 측면이 있으므로 농어촌 고용에 대한 임금지원방안을 마련해 효율성임금을 통한 고용의 안정성을 높여야 한다. 농업분야 신규인력 유입이 부족한 실정에 대하여, 기존 이론(고용이력모형)에서 시사하는대로 농업분야 노동경험기회를 확대해 향후 취농 유인을 증대할 필요가 있다. 이를 위해 청년인턴제, 농관련기업의 방위산업체 지정, 공익요원의 농촌부문 활용, 사회봉사명령대상자의 농촌지원 프로그램 확대 등을 적극적으로 고려해야 한다. 또한, 외국인 근로자의 농업분야 의존도가 높아지고 있으나 절대적인 양이 부족해 임금인상 등 경영비 압박 및 근무태만·이탈 등의 도덕적 해이를 부추기는 실정이므로 농업분야 외국인 노동자 쿼터량을 확대하고, 국제결혼 이주여성의 인력네크워크를 활성화하며, 외국인 노동자들이 보다 안정적으로 노동할 수 있는 교육지원, 체류기간연장, 4대보험지원 등의 복지지원도 필요하다. 무엇보다 현재와 같이 농업부문의 고용인력 수급 불일치가 지속 또는 심화될 경우에는 고용문제가 우리 농업의 미래에 심각한 장애요인이 될 것이므로 우리 농업의 미래성장을 위해 농촌인력의 안정화가 급선무라는 인식 필요하다.

해외농업개발사업의 사업타당성 분석

Overseas agricultural development has been rapidly increasing since 1990s which trend is anticipated to continue in future. Although the importance of overseas development project and the project feasibility study increase recently, the financial and the economic studies of those are still insufficient. Thus it’s necessary to properly set up accuracy of project feasibility study and its thorough analysis in order to win project on successful overseas agricultural development and investment. The purpose of this research is to evaluate the variation of the projects using feasibility study. For this purpose, this research considered the several check factors such as country risk, interest rate, and exchange rate for project feasibility study, which is to improve the accuracy and reliability of decision making. Especially, this research has one major difference between the previous other feasibility study methods concerns the way in which this study use computer program. COMFAR Ⅲ Expert was used and which is a computer program which supports project pre-investment studies. It facilitates data organization, computations and the production of pro-forma reports on financial and economic performance. Thus, the results of this research are as follows. The study analyzed the economic feasibility study on their projects using the analysis of financial statements on two successful projects which are ‘Dol-nara Co.’ and ‘Chungdam O.A.D. Farm Corp.’, respectively, Both of them have project feasibility, which indicate NPV-values of them are bigger than zero and also IRR of them are bigger than WACC using applying the variation conditions which are the fluctuation of country risk, unit price, management cost and so on. This research is meaningful for laying the foundation of the overseas agricultural development and the feasibility study as well as the accuracy of feasibility study. This research put it significance in applying the variation conditions of project feasibility anaysis and suggesting importance for a successful analysis of project feasibility. Especially, the application of the project variation conditions make it possible to forecast various risks, thus, effective project feasibility being expected to be actualized.

After the global food crisis in 2007 and 2008, world grain prices have rapidly soared. This brought about significant influences on global economy causing the ‘agflation’ phenomenon which describes inflation led by rises in agricultural commodity prices. The world grain market is also unstabilized by uncertain changes in weather and productions. Since Korea is one of the huge food import countries, food security has become one of serious challenges to Korea. Overseas agricultural development is emerging as one of promising policy options to stably secure foods. This is the third and final report which is a third year report of the three-year research. This study has tried to seek an alternative model and policy to establish an effective operating system for overseas agricultural development projects given that Korea"s entry into this field is relatively new and competition over overseas agricultural development is getting intense around the world. Additionally, the study suggested a model and strategies for overseas agricultural development. Previous research has been conducted about several issues as follows: In the first year research, the study attempted to provide a future direction and strategies for international agricultural development by grasping the historical progress and constructing a reasonable definition of the international development. In addition, this study provided information on the possibilities of the oversea agricultural development in Russia, Brazil, Myanmar, and Cambodia. Especially, the conceptual scope of oversea agricultural development includes physical and economic access to safe, sufficient, and nutritious food as well as the establishment of a food security system. In the second year research, the study focused on evaluating the implementation of a 10-year overseas agricultural development plan. In addition, the second year study provided necessary complementary measures and developed a new food security index to consider some elements influencing the world food supply & demand and the overseas agricultural development. In the final year research, the study provided action plans for promoting overseas agricultural development by regions, commodities, and types by reviewing successful private companies" strategies and evaluating their business models and analyzed the economic feasibility studies by analyzing financial statements and business performances. Finally, Based on the various results, the study drew up various desirable business models for successful overseas agricultural development.
