본 연구는 산업으로서의 전자바우처 사회서비스 사업이 어떤 문제를 가지고 있으며, 그러한 문제를 해결하기 위해 어떤 변화가 필요한지를 탐색적으로 살펴본 연구이다. 이를 위하여 문헌고찰을 통해 2014년 기준 보건복지부의 6개 전자바우처 사회서비스 사업을 사업의 내용, 이용대상, 선정기준, 예산, 대상자수, 제공기관수, 제공인력 수를 중심으로 분석하여 현황과 문제점을 파악하였다. 현행 전자바우처 사회서비스 사업은 1) 사업의 대상이 사실상 빈곤층에 한정되어 있으며, 2) 제공되고 있는 사회서비스의 범위가 ‘돌봄’이라는 단순한 서비스에 제한되어 있다는 문제를 가지고 있다. 본 연구에서는 이러한 문제를 해결하기 위해 사회서비스 시장을 활성화해야 할 필요성을 강조함과 동시에 구체적인 활성화 방안으로 사회서비스 사회보험제도의 도입을 제안하였다. This research is a probing study on what the central government"s social services‘ problems are, and what must be improved to address such problems. For this purpose, the authors reviewed academic literatures and other materials such as government publications and statistics to apprehend the current status and problems of six electric voucher social services with a focus on 7 areas including contents, targets, selection criteria, budget, number of targets, number of service institutions and number of providers. The problems of Korea"s social service are 1) that they are basically restricted to poverty group and 2) that services which is currently provided are limited in simple forms of "Care". In this paper, authors strongly suggest that the social service market should be activated more to address these problems. And to make the market more active, the authors also suggest a social insurance as an alternative scheme for providing social services.
