중국 물류단지 육성정책과 시사점에 관한 연구 -상해물류단지를 중심으로-

중국은 개혁개방 이후 급속한 경제성장을 이룩하였으며 이제는 더 이상 세계의 공장이 아닌 세계의 시장으로 주목받고 있다. 급속한 경제성장의 배경에는 물류산업이 뒷받침하고 있으나 중국 물류산업의 발전수준은 아직까지 초기성장단계라고 할 수 있다. 중국 정부는 물류산업의 발전을 위해 물류단지를 핵심요인으로 인식하여 발전을 추구하고 있지만 정책과 지원체계가 일관되지 않기 때문에 발전의 많은 어려움이 존재한다. 물류단지란 물류 공동화와 운영의 효율성을 위해 물리적으로 물류시설과 물류기업들을 집중시키는 지역을 의미한다. 상해는 중국에서 물류단지가 가장 활발하게 운영되는 지역이며, 상해에는 외고교, 푸동공항, 심수항, 서북종합 물류단지와 계획 중인 서남종합 물류단지까지 총 5개의 물류단지가 있다. 대부분의 물류단지는 「10,5 상해 현대물류산업 발전」에서 구축이 제기되었고 푸동공항 물류단지와 심수항, 외고교 물류단지로 이어지는 "3항3구" 가 형성되어 있다. 최근 상해 지유무역시범지역의 구축으로 인해 상해 물류단지의 많은 발전 가능성뿐만 아니라 항만과 공항의 연계작용 또한 활발할 것으로 예상된다. 따라서 본 연구에서는 중국 물류단지의 육성정책과 상해 물류단지의 사례 분석을 통해 국내 항만과 상해로의 진출을 모색하는 기업들에게 시사점을 제공해주고자 한다. Since the country reopened, China has been achieving rapid economic growth. They are emerging as a huge market in the world. Although the logistics industry has lead to growth, the development level of Chinese is still in its early stages. The government in China regards Logistics Park as a key factor for the development of China``s logistics industry. There are many difficulties, however, because of the inconsistent government policies and support systems. Logistics Park is an area that has gathered logistics facilities and firms for logistics cooperation and efficiency. Shanghai manages its logistics parks very aggressively and there are five logistics parks. They are operating four logistics parks such as Waigaoqiao, Pudong International Airport, Yangshan Deep-water Port, North-West Comprehensive logistics park and South-West Comprehensive logistics park is under contemplation. Most logistics parks were planned in the 10th Five-Year Plan for Modern Logistics Industry Development of Shanghai. And there were formed "Three Port Three Park" by connecting Pudong International Airport logistics park, Yangshan Deep-water Port logistics park and North-West Comprehensive logistics park. They are expected to grow remarkably as they designate a Pilot Free Trade Zone and to actively interact between port and airport. The purpose of this paper is to provide suggestions for ports in Korea and firms that want to enter into Shanghai. This paper will provide assistance through the analysis of China``s development policies and case studied of Logistics Park in Shanghai.

연구목적: 본 논문에서는 전자선화증권의 도입 배경과 다양한 전자선화증권 모델들 간의 비교ㆍ분석, 그리고 전자선화증권이 지닌 문제점과 활성화 방안에 대해 중점적으로 살펴보는 것을 목적으로 한다. 이러한 목적을 위해서 전자선화증권의 도입 배경과 다양한 전자선화증권 모델들 간의 비교ㆍ분석, 그리고 전자선화증권이 지닌 문제점과 활성화 방안에 대해 중점적으로 살펴본다. 논문구성/논리: 본 논문은 5개장으로 이루어져 있다. 제1장은 서론부분으로 연구의 배경에 대해 설명하고 있다. 제2장은 전자선화증권 모델에 대한 선행연구를 분석하고 있다. 제3장에서는 전자선화증권에 대한 비교ㆍ분석을 실시하고 있다. 제4장에서는 전자선화증권에 대한 여러 가지 문제점들을 살펴본 후 전자선화증권에 대한 활성화방안을 제시하고 있다. 제5장은 본 논문의 결론부분으로 연구의 한계와 추후연구에 대해서 제안하고 있다. 결과: 본 논문은 전자선화증권의 이론적 배경과 전자선화증권 모델들을 비교ㆍ분석하고 있다. 그리고 본 논문에서는 전자선화증권에 관한 모델을 CMI 모델 이전과 이후로 구분하여 양도성, 등록시스템, 유통성에 대해서 분석하였다. 전자선화증권에 대한 비교ㆍ분석한 결과 저렴한 서비스제공업체의 부재, 각국가의 법적기반 미흡, 등록기관유형의 문제, 인증서비스의 부족 그리고 국제기구에서의 전자선화증권의 도입을 위한 시스템구축의 미흡 등의 문제가 발견되었다. 독창성/가치: 기존의 논문들은 전자선화증권에 관한 일반적인 내용을 다루고 있었다. 그러나 본 논문에서는 전자선화증권 모델에 대한 비교ㆍ분석을 통해 기존의 전자선화증권에 대한 문제점과 시사점을 도출하며, 이를 바탕으로 향후 개발될 전자선화증권의 모델에 대한 발전방안을 제시한다. Purpose: The purpose of this paper is to suggest alternatives for e-B/L to be used internationally by comparing and analyzing the e-B/L model and searching the main cause of success expectation and the drawback of failure, and then drawing methods of revitalizing. For the aim of this paper, it is necessary to concentrate upon the introduction background of e-B/L, comparison and analysis among diverse e-B/L models, and the problems and activation plan of e-B/L in priority. Composition/Logic: This paper is constructed by five chapters. Chapter Ⅰ is the introduction of this paper, and it explains the background. Chapter Ⅱ analyses the literatures about e-B/L models. Chapter Ⅲ deals with comparison and analysis on e-B/L. Chapter Ⅳ finds the several problems and suggests Methods of Revitalizing of e-B/L. Chapter Ⅴ as the conclusion of this paper suggests the limitations of the present study and suggest further tasks for this research. Findings: This paper analyzes the theoretical background of e-B/L and diverse e-B/L models. And, this paper compares the before-and-after CMI models in terms of transferability, registry system, and utility. After conducting comparison and analysis on e-B/L, this paper finds some problems related to the introduction of e-B/L as lack of low-cost service provider, lack of legal frame in each country, the problem of type of registry, lack of authentication services, and lack of system construction in international organizations for the introduction of the e-B/L. Originality/Value: The previous papers dealt with the general discussion on the e-B/L. By conducting the comparison and analysis of e-B/L model, this paper deduces the problems and implications on existing e-B/L, and on the basis of this, this paper suggests the future enrichment plans of the e-B/L models which would be developed from now on.
