철도교통안전진단이란 일정규모 이상의 철도를 설치하는 경우 설계에 대하여 이용자측면에서 위해가 될 소지가 있는 요인을 사전에 제거하여 이용자의 안전성과 편리성을 확보하기 위해 시행하는 진단이다. 2014년 10월 13일 지침 개정이후, 2015년까지 교통안전공단에서는7건의 철도사업에 대하여 철도교통안전진단을 수행하였다. 철도교통안전진단은 철도시설 이용객의 안전을 우선하므로, 보다 효율적인 안전진단이 되기 위해서는 기 수행한 철도교통안전진단에 대하여 특성 파악이 중요하다. 이 논문에서는 진단항목을 통한 설계권고사항을 검토하였고, 진단의 특성을 분석하여 자주성, 안전성, 객관성 강화를 목표로 진단의 발전방향을 제시하였다.
