        International competitive power of Korean industry is significently decreased by appreciation of Won, rising labor costs, and serious external challenges such as increased protection and trade conflict with major trading Partner countries. Especially small and medium industry is currently facing a serious structural problems and difficulties to overcome and maintain its competitive power. Also factory Saemaul Undong which has been played vital role to accomplish economic growth of nation is undergoing stagnant stage of its activities The purpose of this research is to propose the ways how to strengthen the competitive power of small and medium industry through the productivity improvement and revitalization of factory Saemaul Undong. Productivity may be classified several different categories based upon its input and output factors, and the most common indicators of productivity are the physical-labor productivity, the value added productivity, and the total efficiency of eqiupment and facility. However, there common indicators of productivity measure only measure efficency of actual production site, but these measurements are not sufficient to evaluate the overall performance of business in view of current complicated dynamic and strategic organizational activities. Determining factors of productivity may be found in internal or external aspects of enterprise and production system, input-conversion-output, of every process. Major factors may be pointed out as follow : ①machine and facility ②labor ③raw material and parts ④products ⑤technology ⑥management and labor selationahip ⑦management style and employee marale ⑧external environmental factor. Historical perpective of strategie approach for productivity improvement can be viewed as ①scientific management approach ②human relation approach ③structural-strategic approach ④employee motivation theory approach. During this development of various approach, human selected fectors have been greatly emphasized to increase productivity. The factory Saemaul Undong was initiated in 1973 when would economy was experienced dramatic secession by the first oil shocks. Therefore factory Saemaul Undong was launched and has been implemented for improding the quality of whole life, productivity, employees' welfare, and product quality through the means of energy and saw material saving, and based on employee mental reformations and improving management labor cooperations systems, The main purpose of factory Saemaul Undong is the growth of enterprise and contributes to the national economy to improve the welfare of people. Therefore factory Saemaul Undong emphasized the mental attribute of employees to have loyalty and consider their companies as a secondary home for there welfare. Low productivity of small and medium industry is caused by several negative factors such as lack of sufficient fund, low technology, insufficient management skill, and inadequate investment on equipments and facilities. Also poor management labor selections and lack of top management's administrative ability are another reason why small and medium business has low productivity. Therefore strategic approach to improve productivity may be proposed as follows. First, establishment of desirable human relationship and labor selation based upon mutural trust between top management and employees. Therefore top management is expected to have interested in areas such as repect for basic rights of workers and practices consideration oriented rights of workers and practices consideration oriented leadership style. Workers also are needed to give full support and cooperation for democratic operation of industries and improvement of management-labor relations. Second, since the human resource is the most important capital in small and medium industry, top management has to focus his time and effort to improvement ①leadership ②administrative ability ③innovative planning and organizing ④strategic implimentation ⑤flexible control and accurate judgement. Also employees have to learn to various technical skills which are essential to their job performance Third, technology intensive industry has to be developed as the small and medium, industry focus on new technology development which is eswential to have high quality products or high value added products for competitive power. Fourth, standard measurement system for productivity has to be established so that menagement can utilize different criteria of labor productivity, value added producticity, and total efficiency of equipment and facility. Fifth, every employee, regardless staff or line, has to have cost conscious attitude and try to every effort to reduce production cost, and most of all top management and every employee have to put their first priority to correct cause of low productivity. Sixth, revitalization of factory Saemaul Undong is desperately needed to cope with radidly changing environment and contribute its positive impact upon contineous growth and development of domestic industry. Therefore factor Saemaul Undong has to be analyzed to find out hindrance factor to reactivate stagment factory Saemaul Undong. Small and medium industry has numerous difficult problems shich have to be solved in order to survive in turbulent economic condition. That is why small and medium industry has to put its best effort to revitalize factory Saemaul Undong as well as full support and favorable interest from government and related social group are absolately needed. Also revitalzation of factory saemaul Undong is expected to develop unique Korean management style for Korean enterprises and stabilize industrial peace.
