지방정부에서 전자청원 시스템의 효과성: 서울시 전자청원과 서면 청원의 비교를 중심으로

청와대 국민청원에 이어 지방정부 수준에서 전자청원 플랫폼이 활발하게 도입되고 있으나, 전자청원 시스템의 효과적인 활용이 무엇인지에 대한 체계적인 논의가 부족하다. 본 연구에서는 시민참여 측면과 정부 반응 측면에서 전자정부 효과성 평가 기준을 제시하였다. 이러한 기준을 활용하여 서울시 전자청원 시스템의 효과성을 서울시의회 서면 청원 시스템과 비교하여 평가했으며, 특히 청원들의 텍스트 내용에 대한 의미 네트워크 분석을 하여 두 시스템이 갖는 맥락적·담론적 의미를 파악하고자 시도하였다. 연구 결과, 특정 지역에서 ‘국지적’ 특수 이익이 논의되는 서면 청원 시스템과 달리 서울시 전자청원 시스템은 ‘일반적’ 공공 이슈들에 대해 다양한 논의를 하는 맥락적·담론적 의미를 내포하였다. 또한, 전자청원 시스템은 서면 청원 시스템과 달리 자체 플랫폼과 소셜미디어를 통해 시민 의견들이 교환·전파될 수 있었다. 마지막으로, 정부 반응 측면에서 서울시 전자청원 시스템은 청원 전담조직을 통해 해당 정책 이슈가 담당 부서들의 관심을 독려하고 장기적인 활동들 속에서 다루어지도록 하였다. 이를 통해 ‘참여하는’ 시민과 ‘반응하는’ 정부가 만들어내는 다이내믹스가 정책 문제의 집합적 해결 능력을 높일 수 있는 가능성을 연구의 시사점으로 제시하였다. The use of e-petition systems has become widespread, but little research yet explores what is the effective use of them. This article suggests two sets of criteria for evaluating the effectiveness of the systems: citizen participation and government responses, through which it compares the effectiveness of the Democracy Seoul petition system (DSPS) with the petition system in the Seoul Metropolitan Council (PSSMC). Results from the semantic network analysis of petitions in both systems indicate that DSPS represents the place where “public” general issues are discussed, while PSSMC represents the place where “local” particular issues are discussed. Furthermore, DSPS has the potential to spread citizen opinions through its own platform and social media. Lastly, DSPS has a petition division, which encourages other relevant divisions to respond to the petitions and link them to their long-range plans. This study concludes with a theoretical discussion about the dynamics when “participating” citizens and “responding” government struggle with policy problems.

디지털 트윈 기술을 통한 지능적인 공공 정책 의사결정의 가능성: 증거 기반 시나리오에 기반한 디지털 트윈 시뮬레이션 모델링

많은 행정학·정책학 연구자들은 디지털 트윈 기술이 공공 정책 과정을 크게 변화시킬 것으로 전망하고 있으나 정책 의사결정을 위해 디지털 트윈을 어떻게 활용할 것인지에 대해서는 많은 것이 알려지지 않았다. 디지털 트윈 활용은 첫째, 행위자의 행태를 타당하게 설명하는 시뮬레이션 모델링의 구축과 둘째, 시뮬레이션 시나리오를 통한 예측 등의 두 단계로 진행된다. 특히 본 연구는 이 중에서 전통적인 연구 방법을 통해 어떻게 과학적 증거를 가진 시뮬레이션 시나리오를 개발할 수 있는지에 초점을 맞추었다. 이를 위해 디지털 트윈 기반 시뮬레이션 모델링을 적용한 세종시 공공자전거 어울링의 관리 및 운영을 위한 시뮬레이션 시나리오를 어떻게 전통적인 연구 방법 중 하나인 조건부 가치측정법을 활용해 만들 수 있는지 살펴보았다. 이를 통한 분석 결과에 따르면, 세종시 공공자전거 이용자들은 간헐적인 단거리 이동 수요를 중요하게 여기고 현재 공공자전거를 이용하지 않는 잠재적 이용자들은 건강 증진 등 다른 이용 가치를 중요하게 여긴다. 이를 고려하여 본 연구는 공공자전거 대여소 재배치 시나리오를 예시적으로 두 개로 정리하였다. 이상의 논의를 통해 본 연구는 디지털 트윈 기반 시뮬레이션 모델링이 지능적인 공공정책 의사결정을 위하여 어떻게 활용될 수 있는지에 대한 함의를 제공하였다. Researchers expect that digital twin technologies will transform the public policy cycle, but there is a lack of understanding on how digital twin technologies are applied to make policy decisions. Digital twin applications have two steps: 1) to develop a valid digital twin model to explain the behaviors of agents; 2) to predict changing behaviors of agents in various simulation scenarios. This paper focuses on how to develop scientific evidence-based simulation scenarios from traditional research methods in social science. For this purpose, we attempted to create scenarios from the contingent valuation method in estimating the value of the public bicycle-sharing system in Sejong City, where the digital twin model of the system has been developed to enhance its effective and efficient management. Findings suggest that public bicycle users in Sejong City pay attention to the intermittent short-distance movement demands. In contrast, potential users (or non-users) value a variety of usefulness (such as enhancing health). We therefore suggest two scenarios for redeploying public bicycle stations, as an example. This study provides implications for how governments use digital twin simulation modeling to make intelligent public policy decisions.

전자청원과 온라인 이슈 공중 관계의 형성: 청와대 국민청원에서 심신미약 이슈를 중심으로

청와대 국민청원이 사회문제를 공중 의제로 전환하는 시민 참여방식이라는 인식이 확산되고 있으나 이것이 갖는 민주적 효과는 아직 명확하지 않다. 본 연구에서는 청와대 국민청원 나아가서는 전자청원에서 나타나는 폭발적인 서명 증가와 그에 따른 정부의 공식적 답변을 넘어서서 전자청원이 제도적 성공 문턱을 넘는 경우에 온라인 이슈 공중 관계에 어떤 효과를 가질 수 있는지에 대해 살펴보았다. 이를 위해 강서구 PC방 사건에 대한 청원 제출이 야기한 심신미약 이슈에 대해 청원의 생애주기를 고려한 시계열 네트워크 데이터를 수집하였으며 네트워트 추론 통계 분석인 ERGM을 활용하였다. 분석 결과, 전자청원이 제도적 성공 문턱을 넘는 과정에서 경험하는 폭발적인 집단행동의 참여가 온라인 이슈 공중 관계에 직접적으로 영향을 미치는 것으로 나타나지 않았다. 반면에, 청원을 통해 제기된 심신미약 이슈에 청원 답변 완료 이후에까지 지속적으로 관심을 가진 행위자들은 온라인 이슈 공중 관계를 더 많이 형성하는 경향성을 확인하였다. 이를 통해 전자청원을 평가하는 데 있어서 정부의 공식적 답변의 내용에 기반하여 ‘모 아니면 도’ 식으로 평가하는 것을 넘어서서 전자청원이 시민들의 이슈에 대한 지속적인 관심을 유발할 수 있는지가 중요할 수 있음을 이론적인 함의로서 제시하였다. While the National E-petition in Korea has been increasingly considered to be a powerful e-participation tool in order to transfer social problems to public agendas, its effects remain unclear. We attempt to analyze the effect of e-petitioning on building online relationships for public issues so that it goes beyond the focus on exponentially increasing signs in e-petitioning and its ensuing formal response from the government. We use time-series network data during the life time of the e-petition triggered by the internet cafe murder case in Gang-seo gu, and ERGM, the statistical network analysis. The findings suggest that actors who participate in e-petitioning with exponentially increasing signs do not tend to have much more online issue public relationships, while actors who have continuous attention on the issue are likely to have more online issue public relationships. We conclude that e-petitioning could be evaluated not just by the content of an official government response, but by the degree which it leads to continuous attention on the issue.
