地域文化行政의 發展方案에 관한 硏究 : 利川市를 中心으로

지역문화는 지방화시대를 맞이하여 각 지역의 활성화를 위한 토대를 마련하여 지역발전의 중심체가 되어야 한다. 지역문화의 발전 없이는 지역사회의 발전을 기대할 수 없으며, 지역문화가 지역사회를 통합시키는 역할과 지방자치제라는 사회구조에 적합한 형태를 갖추었을 때 비로소 지역주민의 정체성과 동질성을 형성시킬 수 있음은 당연한 것이다. 민족문화의 실체는 다양한 향토문화의 축적과 승화 속에서 생겨난다고 한다면, 지방마다 지방문화가 자리잡고 발전되어야 한다. 지방의 향토문화를 보존하고 또 이들을 차원 높은 수준으로 발전시켜야 할 의무가 있다. 이와 같은 상황에서 본 연구는 이천지역문화행정의 현황과 지역시민의 문화적 요구를 바탕으로 문제점을 파악하여 향토문화의 보존 및 발굴에 대한 효율적인 추진방안을 마련하는데 중점을 두었다. 이에 따라 제 1장은 문제제기와 연구목적, 연구대상 및 범위, 연구방법을 서술하였으며, 제 2장에서는 지역문화에 대한 이론적 배경을 통해 지역문화와 지역예술의 개념, 문화 행정의 의의 및 범위를 제시하였고, 제 3장에서는 중앙부처 및 광역자치단체 등 우리 나라의 현황과 외국의 사례를 살펴보았다. 제 4장에서는 이천의 문화자원의 현황과 지역시민의 문화적 요구도를 분석하여 지역문화 행정의 문제점을 구체적으로 제기하였다. 제 5장에서는 제 4장에서 제기된 문제점에 대하여 해결할 수 있는 방안과 보다 효율적인 개선방안을 다음과 같이 구분하여 연구하였다. 첫째, 무엇보다 잊혀져 가고 있는 고장의 민속놀이를 발굴·보존하여 전통문화의 보존, 지역 특색에 맞는 생활문화의 개발에 힘써야 할 것이며, 발굴·복원된 역사문화 자원을 오늘날 문화에 접목시키는 창의적인 노력이 따라야 한다. 둘째, 각 지역별로 문화의 집, 소 공연장, 전시시설, 영화관 등 일상적 문화공간의 확충이 필요하며, 장기적으로는 대규모 음악회나 기타의 행사 등을 유치할 수 있는 야외공연장과 문화예술회관 건립을 추진하여야 하고, 택지개발 및 도시재개발사업 추진시 “문화지구”를 지정하여 문화관련 각종 시설의 설치 및 입주를 장려하는 등 문화기반시설을 확충해야 한다. 셋째, 98년도 문화예술사업의 예산은 지역 총예산의 1%수준이나, 문화도시를 표방하고 지역문화의 활성화를 위해 지금보다 훨씬 많은 예산을 배당하여야 하며, 문화예술관련 전문인력의 충원과 증원을 통해 문화예술사업의 추진 체계를 대폭 강화하여야 하고, 문화예술의 대행 역할을 할 수 있는 문화원의 대한 강도 높은 지윈 등 문화재정지원의 확충이 필요하다. 넷째, 문화산업을 발전시키기 위해 단기적으로는 문화산업의 발전여건을 인위적으로 창출함으로써 중점육성대상 업종의 창업을 촉진하고 이들의 성장을 지원하는 데 실행계획의 목표를 두어야 하며, 중점육성 대상업종 문화기업의 창업발전에 보다 직접적으로 영향을 미칠 수 있는 업종별 육성정책을 추진하여야 한다. 다섯째, 시립음악단, 무용단, 연극단, 국악단 등의 기본적인 문화예술단체를 창단하여 지역문화 활성화의 발판을 마련할 필요가 있으며 이천시민에 대한 사회교육차원에서의 문화교육의 활성화를 위하여 지역내 청강문화산업전문대학과 문화원의 활용 방안을 강구하는 등 지역문화 예술활동의 강화와 문화교육을 확대해야 한다. 여섯째, 설봉산에 조성중인 도예문화단지를 차질없이 조성하고, 2001년 세계도자기 EXPO를 성공적으로 개최하기 위한 적극적인 홍보방안이 마련되어야 하며, 도자기 EXPO가 끝난 이후에도 문화·예술 자원으로 사랑 받을 수 있는 문화예술회관, 국악예술원 등 활용방안을 강구 이천시가 수도권내 전략적 요충지라는 지리적 여건을 바탕으로 문화·관광도시로 발전시켜야 한다. 이상 논한 바와 같이 지역문화의 발전방안을 행정적 측면에서 그 문제점과 개선방안을 살펴보았는데 논한 내용들이 부족하지만 이천문화행정의 발전에 조금이나마 도움이 되길 바라며, 지역문화를 육성시키기 위해서는 지방정부, 민간부문과 사회단체, 중앙정부가 삼위일체로 조화 되여야 발전의 효과성을 최대화 할 수 있으며, 지역문화는 지역의 특성과 주민의 가치성을 핵으로 해서 형성되어야 하기 때문에 창조의 자율성이 철저하게 전제되어야 참된 지역문화의 관리 육성이 이루어 질 수 있을 것이다. Local culture should be the center of local development on the basis of local administration as we are in the age of localization. Local development cannot be achieved without the development of local culture. It is reasonably possible to form the identity and homogeneity of local residents only when local culture can play the role of unifying the community as well as work properly in the social structure of local government system. Since the identity of national culture is formed in the accumulation and rise of various native cultures, each local community should have and develop its own culture and so has obligation to preserve its local native culture and develop it to a higher level. This study, therefore, focused on the effective promotion measure to preserve and find local native culture by understanding problems based on the present situation of Ichon culture administration and its citizens' cultural demands. Chapter 1 raised research problems and introduced the objective, scope and method of this study. Chapter 2 presented the ideas of local native culture and local native arts and the significance and scope of culture administration through the theoretical backgrounds of local native cultures. Chapter 3 looked into the current situation of Korea such as the central government departments and wide-area local governments and also into foreign cases. Chapter 4 analyzed the current situation of Ichon's cultural resources and the cultural demands of its citizens and thus presented the specific administration problems of local native culture. Chapter 5 studied on the measure to solve the problem presented in Chapter 4 and the measure to find more effective improvement measure as follows. First, it is necessary to find and preserve the folk events of each community which are becoming forgotten and thus to preserve Korean traditional culture and to develop the living culture suitable for the characteristics of each community. So we should make the creative effort to graft the historic cultural resources, found and restored, to the existing culture. Second, it is necessary to have cultural spaces with a long-term plan such as the house of culture, small performance places, exhibition facilities and movie houses, to have the open-air performance place and culture & arts hall where large concerts and other events can be held. And, when a housing land development or a redevelopment project begins to be planned, the "Culture Area" should be designated and designed together to have cultural foundation facilities such as various culture-related facilities. Third, the budget for culture & arts project in 1998 was only 1% of the total local budget, but the budget must be increased to express a cultural city and to activate the local culture. And the culture & arts specialists should be secured to enhance the promotion system for culture & arts project through financial support for culture & arts, and more support for the cultural center which can work as agent of culture & arts must be enhanced. Fourth, as a short-term plan to develop cultural industry, it is necessary to have a goal to create the condition for the development of cultural industry promoting the central business for incubation. And the incubation policy must be made and implemented for each business which has more direct effect on the formation and development of the cultural businesses for incubation. Fifth, the basic culture & arts organizations such as the city orchestra, dance troupe, play troupe, Korean national folk music orchestra should be organized laying the foundation for the activation of local native culture. The local culture & arts activities should be enhanced and cultural education should be also expanded through utilizing Chungkang Cultural Industry College and the cultural center in Ichon area. Sixth, the pottery culture bloc which is being formed in Sulbong Mountain, should be completed as planned, and a positive promotion measure should be prepared and executed in order to hold the 2001 World Pottery EXPO successfully, and a measure should be sought out to utilize the culture & arts hall and the national arts institute as being loved as culture & arts resources by Ichon citizens after the world pottery EXPO. Ichon should be developed as a city of culture and tour on the basis of its geological advantage because it is a strategical location near the Metropolitan City of Seoul. As discussed in the above, this study looked into the development measure for local culture along with the problems by way of administration. Hopely, this study will be helpful to the culture administration of Ichon. It is possible to maximize the development effect of culture & arts only with the triangled harmonization of the local government, civil and social organization and central government in the incubation of local native culture. And because the local native culture should be formed with the local characteristics and citizens' value as the freedom of creation must be thoroughly set forth beforehand in order to truly manage and incubate the local nucleus.
