지방자치단체 재난안전네트워크 구축에 관한 연구: 의정부시를 중심으로

대부분의 재난은 일차적 대응주체는 지방정부이다. 이 연구는 지방정부의 재난안전관리 방안을 제고하기 위해, 의정부시의 재난안전 네트워크 분석을 수행하였다. 구체적으로 의정부시 재난안전 주요 79개 기관을 행위자로 설정하고, 행위자별 연결관계와 중심성, 군집화 양상을 살펴보았다. 주요 연구결과와 시사점은 다음과 같다. 첫째, 집권화와 분권화가 극단에 치우침 없이 조화를 갖춰야 한다. 둘째, 의정부시 차원의 권역별·위계별 네트워크 구축이 필요하다. 셋째, 재난안전관리 협의채널의 개선이 이루어져야 한다. 넷째, 안전관리 기본계획 수립 과정에 민간과 제 3섹터의 참여를 활성화해야 한다. 끝으로, 지속적 재난안전 인프라 구축이 요구된다. In the event of a disaster, the primary responder is the local government. This study explores disaster safety management methods of local governments. The main methodology is the disaster safety network analysis of Uijeongbu City. First of all, the main actors are 79 institutions in Uijeongbu City. Next, the connection relationship, centrality, and clustering pattern of each actors were analyzed. The main findings and implications are as follows. First, centralization and decentralization need harmony. Second, it is necessary to establish a network for each region and hierarchy at the level of Uijeongbu City. Third, disaster safety management consultation channels must be improved. Fourth, the participation of the private sector and the third sector should be strengthened in the process of establishing the safety management plan. Finally, the establishment of disaster safety infrastructure must be continued.
