국립부산과학관의 기능과 역할 재정립 및 효율적 조직운영을 위한 방안 연구

국립부산과학관(이하 부산과학관)은 2015년 12월에 개관하여 동남권의 지역거점 과학관으로서의 역할을 수행하고 있으며, 2017년 1월부터 기타공공기관으로 지정되어 운영되고 있다. 개관 후 3년이 지나고, 많은 변화가 있음에도 불구하고 부산과학관은 사업방향과 기능에 대한 변화 없이 운영되고 있어서 기관운영 상 많은 문제점이 내포되어 있는 바, 본 연구를 통하여 그 문제점을 분석하여 기관의 역할 재정립과 효율적 조직운영 방안을 제시하고자 한다. 본 연구에서는 부산과학관과 관련된 운영현황을 분석하였다. 부산과학관 조직운영 방안과 관련된 선행연구와 기관 경영평가 결과 등의 내부 경영환경 분석을 실시하였으며, 부산과학관의 경영관리분야 직원들을 대상으로 AHP분석을 수행하여 개선방안을 찾고자 하였다. 최근 정부에서는 ‘과학기술이 선도하는 4차 산업혁명 역할 수행’, ‘사회공헌활동과 청렴·윤리 경영 강화’, ‘과학문화산업 활성화와 지역과학관 확충의 중심 역할’ 등의 기능을 국립과학관에 요구하고 있다. 또한, 선행연구에서는 부산과학관이 사업적 측면에서 타 국립법인과학관에 비해 우수한 성과를 거두고 있으나, 조직프로세스와 업무수행, 인력운영 등 경영관리분야에서 직원들이 만족하지 못하는 것으로 나타났다. 그리고 AHP 조사결과에 따르면, 기관의 효율적 조직운영을 위한 경영관리분야 요소 중에서 협업·협조를 가장 중요시하고 다음으로는 인사시스템, 보수복지, 조직구조(모델) 등의 순으로 중요도를 평가하였다. 이를 활용하여 본 연구는 부산과학관의 역할 재정립 방향과 조직프로세스와 업무수행, 인력운영에 대한 개선방안을 제시함으로써, 부산과학관의 발전에 도움이 될 것으로 기대한다. The National Busan Science Museum (Busan Science Museum) opened in December 2015 and has served as a science museum for regional hubs in the southeastern region. Three years after its opening, the Busan Science Museum is operated without any changes in its business direction and function, and many problems are implicit in its operation. Through this study, we intend to analyze the problems and present measures for the re-establishment of the agency"s role and efficient organizational management. In this study, the operation status related to the Busan Science Museum was analyzed. It conducted an analysis of the internal management environment, such as the results of the organization and management evaluation of the Busan Science Museum, and performed AHP analysis to employees of the Busan Science Museum to find improvement plans. Recently, the government has called for the National Science Museum to play a role in the fourth industrial revolution led by science and technology, strengthen social contribution activities and clean and ethical management, and play a central role in revitalizing the science and culture industry and expanding local science centers. In addition, in the preceding study, although the Busan Science Museum has performed better than other national corporate and medical institutes in terms of business, employees are not satisfied in the management and management areas such as organizational process, work performance and human resources management. Moreover, the AHP analysis showed that collaboration and cooperation were the most important among the elements of administration management for the efficient management of the institution, followed by the assessment of importance in the personnel system, repair welfare, organizational structure (model), and employee needs. Finally, it is expected that this research will help the development of the Busan Science Museum by presenting measures for improvement in the organization process, work performance and personnel management of administration management field.
