본 논문에서는 우주개발기술의 국가 간 이전이 상당히 어려운 상황 속에서, 미국의 우주협력을 받은 일본의 우주개발과정 그리고 우주의 평화이용원칙의 선언과 그 배경에 대해 살펴보고, 지금까지 우주를 평화적으로 활용해 온 일본이 우주 개발정책을 군사적으로 변화해 가는 과정에 대해 보고자 했다. 그 배경으로 1960년 초반 중국의 핵실험을 견제하기 위한 모색으로서 일본에 우주기술협력을 하게 된 미국과 1998년 북한의 대포동미사일 발사 실험을 들수 있다. 또한 이러한 위협으로 인하여 일본은 미국으로부터의 협력을 통해 구축해 온 우주기술을 군사적으로 활용할수 있도록 2008년[우주기본법]을 성립했고, 더 나아가 2012년에는 JAXA법 개정을 통해 우주개발을 군사목적으로 드러내놓고 활용하겠다고 선언했다. 더욱이 고체연료 로켓기술을 확보해 놓은 일본은 재돌입기술을 축적하면서 대륙간 탄도탄 미사일까지 개발 가능하게 되었다. This paper discusses the change of Japanese Space policy which has been argued to use and develop space for peaceful purpose only.As we Know, Japanese Diet had declared Japanese Space Policy which intends for peaceful use only in 1969.However, Japan has begun to change its own regulation for use after the launch of Daepodong missile of North Korea in 1988. Japan has decided to develop the reconnaissance satellites for military purpose. In addition to this development, Japan has already achieved the capability to develop solid-fuel rocket, M-V Rocket to transfer into long-range missile whenever Japan wants. Furthermore, Japan made into law about “Space Law” in 2008 in order to space technology for military purpose. The purpose of this paper is to prove whether Japanese space policy changes from peaceful use into military use.To prove the argument in this paper, it consists of three parts, The First part discuss on the external variables such as the development of missle and nuclear weapon of North Korea, the expansion of Chinese military forces, and Japanese Missile Defense Program. Second part consists of domestic variables: the making of Japanese space law and the elimination of the clause of “peace”. Third part discuss on the technology level; Docking technology which is very important part or Inter-Continental Ballistic Missile(ICBM). Another one is the technology for solid-fuel rocket technology which is ready to change into for military use whenever Japan wants. The other one discusses the potential capability to develop the nuclear weapon. Because rocket technology is closely related with the technology of nuclear weapon. In my conclusion, Japan has already obtained capability of space technology for military use. Also, Japan has no intention to use space for peaceful purpose only from the beginning.
