자생 테러와 외로운 늑대 유형의 테러는 9/11 이후 빠르게 변화하는 테러발생양상을 나타내주는 중요한 용어들이다. 최근의 테러 발생 추세는 하드 타겟을 대상으로 하는 테러에서 소프트 타겟을 대상으로 하는 테러로 점차 변하고 있으며, 직접적인 테러단체와의 접촉 없이 테러를 시행할 수 있는 개인 및 소수의 집단들에 의한 테러가 증가하고 있다는 특징을 갖는다. 한국 역시 테러 청정국가가 아니라는 사실을 일깨워주고 있으며, 동시에 한국 역시 서구권과 마찬가지로 자생 테러와 외로운 늑대 유형의 테러에 대비를 갖춰야 함을 지적하고 있다. 특히 한국은 2018년 평창 올림픽을 앞두고 있으며, 지속적인 IS의 테러발생 예상국가명단에 올라가 있다는 점은 테러 대응태세가 기존의 하드 타겟 뿐만 아니라 소프트 타겟 또한 함께 고려해야 함을 의미한다. 이 연구에서는 소프트 타겟 대상 테러에 대한 논의를 소개하고, 각 주요 시설별 특징과 취약점을 살펴보았다. 그리고 이러한 취약점을 바탕으로 대응방안을 제시하고자 하였다. Homegrown terrorism and lone wolf terrorism are the key terms that describes the current characteristics in terrorism incidents after 9/11. It is reported that there has been some changes in selecting targets of terrorism: soft target terrorism incidents are increasing and hard target terrorism incidents are decreasing; and attacks by sole terrorist or a small group of terrorists are increasing without any physical contact to the terrorist groups. A few facts indicate that Korea is no longer free from terrorist attacks by IS and other related terrorist groups. It suggests that Korea be ready for both homegrown terrorism and lone wolf terrorism. Considering the facts that Korea will hold Pyungchang Olympic Games in 2018 and it is listed on the warning list of terrorist attacks by IS, it needs to prepare how to counter the soft target terrorism as well as hard target one. This study explores the background of soft target terrorism and its characteristics and vulnerabilities per types of soft target. Based on those vulnerabilities, countermeasures on soft target terrorism are discussed.
