리우에서 리우까지: 지구환경규범의 변화와 한국의 환경운동

올해는 1992년 브라질 리우에서 개최된 UNCED가 20주년이 되는 해이 다. 이 UNCED는 지금까지 열렸던 그 어떤 국제회의보다도 현재 우리의 삶에 직접적인 양향을 미치고 있는 중요한 회의였다. 이 회의를 통해 비로소 지구환 경규범이 창출되었을 뿐만 아니라 민주주의의 기본 원리를 재해석할 수 있는 여지를 제공해 주었다. 이런 의미 있는 회의를 기념하여 UN과 브라질 정부는올 6월부터 리우에서 “리우+20” 회의를 개최했다. 이 회의 결과는 UNCED에 비해 매우 실망스러웠지만 그럼에도 Post 2015의 의제를 논의할 수 있는 근거를 미련해 주었다는 점은 긍정적으로 평가될 수 있을 것이다. UNCED의 대표적인 결과물로는 지속가능발전의 전 지구적 확산, 사회 주요 집단과 이해 당사자 사이의 거버넌스 형성, Agenda 21, 세계 3개 환경협상 등을 꼽을 수 있을 것이다. UNCED가 한국에 미친 영향은 매우 광범위하고 본질적이었는데, 이를 구체적으로 나열하면 환경운동의 방향 전환, 환경에 대한 일반 국민들의 이해의 폭 확대, 정부 환경정책의 선진화, 지방에서의 지속가능발전 확산, 사회 주요 집단이 참여하는 거버넌스 운영, 국제연대 촉진, 지방의제 활성화 등이라할 수 있다. 그러나 2000년 이후 한국의 환경운동은 이념 갈등과 정부에 의한 포섭 등으로 점차 그 동력을 상실해 가고 있다. 뿐만 아니라 급변하는 시민사회에 적절한 대응을 하지 못했고, SNS가 소통 수단인 신세대와의 연대 부족은 환경운동의 세대교체를 어렵게 하여, 새로운 활로를 찾지 못하면서 운동의 고사위기에 놓여 있다 해도 과언이 아닌 상황에 이 르렀다. 환경운동이 활성화되기 위해서는 자체적인 노력이 전제되어야 하지만 시민사회와 전문가들이 함께 고민하고 대안을 찾을 때 비로소 가능할 것이다. This year is the 20th anniversary of the UNCED, which was held in Rio de Janeiro in June 1992. Since then, the UNCED influenced our lives more than any other international conference. The most important achievement of the UNCED was the creation of a global environmental order. Furthermore, basic fundamentals for a reinterpretation of democracy were provided. In commemoration of the UNCED, this year the “United Nations Conference on Sustainable Development (UNCSD)”, also known as “Rio + 20”, was held in Brazil. Although the results– -compared to the UNCED-–were rather disappointing, it prepared the basis of the “post 2015 development agenda”. The main achievements were the securing of the commitment for a sustainable development, governance between the major groups and the parties interested, Agenda 21, three global environmental Conventions. The UNCED affected Korea in a very extensive and fundamental way. The change of environmental movement, increased interest on environmental issues, advancement of environmental policies, sustainable development in local areas, governance by major groups, increased international solidarity, invigoration of the local agendas are some of the results. After the year 2000, the environmental movements in Korea were faced by ideological conflicts and partial assimilation of the government. It was also unsuccessful to keep up with the rapid change of the civil society and the SNS generation, which leads to the failure of generational shift in environmental movements. To vitalize environmental movements, it requires a self-regulations process, but also professional knowledge from experts combined with the effort of the civil society.
