본 연구는 이명박 정부와 박근혜 정부 시기의 은산분리 제도변화를 관찰하여 일국의 제도변화가 어떠한 변인에 의해 이뤄지는가를 분석하는 것을 목적으로 한다. 이명박 대통령과 박근혜 대통령은 같은 정당에서 배출한 대통령이었으나 두 정부는 은산분리 정책영역에서 다른 방향의 정책을 추구했고 정책변화에 성공했다. 이는 대통령이라는 개인 행위자의 강력한 권한과 과반수의 여당에 의한 변화와 함께 ① 대외적 조건을 정부에 유리하게 변화시켜 해석하고 대안을 제시할 수 있는 능력, ② 제도 시행 반대 연합 완화/타파, ③ 제도 시행 반대 연합의 요구를 일부 수용하여 타협을 이끌어 낼 수 있는 능력에 따른 것이라고 본다. 2008년 금융위기와 그에 따른 국제제도 변화를 유리하게 해석하는 것을 통해, 이명박 정부와 박근혜 정부는 제도변화의 정당성을 부여했다. 나아가 각각의 정부가 마주했던 제도변화 반대 연합을 완화/타파하고, 제도변화 반대 연합의 요구를 일부 수용하는 방식을 통해 타협하는데 성공했다. 이와 같은 정책연합의 전략을 통해 두 정부는 정반대 방향의 은산분리 제도변화를 달성할 수 있었다. This study analyzes the factors behind the regulatory changes in regards to the separation of banking and commerce during President Lee Myung-bak and Park Geun-hye administrations. Although both were elected from the same conservative party, each regime tilted the regulations to different direction. The question arises is how they were able to achieve the objectives in totally opposite direction. Strong presidency and majority ruling party might be necessary conditions, but sufficient condition lies elsewhere. For the state to be equipped with the sufficient condition, the state should have three strategies and capabilities as follows. First, the state should have capabilities to take advantage of external conditions in accordance with the domestic conditions. Surely, external conditions are given, but how to interpret and turn them to the domestic ones varies, leading to the justification of proposed change. Second, the state needs to debilitate the anti-coalition. Third, with this consequent alliance pattern, the state needs to be able to deal with the anti-coalition’s demands. Lee and Park’s administrations have expropriated the 2008 financial crisis and subsequent developments for their own domestic purposes. And each has successfully weakened the anti-coalition and made compromise with of the anti-coalition's demands, which mitigated opposition coalition.
