성폭력범죄 피해 아동 · 장애인을 위한 진술조력인제도

진술조력인이란 형사사법절차 전반에 걸쳐 아동과 장애인과 같이 의사소통이나 의사표현에 어려움이 있는 피해자의 진술을 보조하는 사람으로서, 조사과정과 공판절차에 참여하여 피해자의 원활한 진술을 보조하며 2차 피해를 방지하고 형사사법기관의 피해자에 대한 이해를 확보하는 역할을 한다. 성폭력범죄의 경우 피해자의 진술이 수사 및 공판과정에서 범죄사실의 입증에 결정적인 경우가 많지만, 특히 피해자가 아동이거나 장애인인 경우에는 범죄사실을 효과적으로 입증하기가 어렵다. 아동 및 장애인 성폭력범죄 피해자가 형사절차에서 피해자로서 보장받을 수 있는 권리를 행사하지 못하는 문제를 방지하기 위해서는 의사소통 및 형사절차상 각종 권리 이행을 보조하는 진술조력인 제도를 도입할 필요가 있다. 현재 신뢰관계자 동석, 진술조사 참여 전문인력의 진술 평가와 조사지원, 해바라기아동센터의 지원, 전문가 의견 조회 등 아동 및 장애인 성폭력범죄피해자를 지원할 수 있는 제도들이 있지만, 형사절차에서 그들에게 특히 보완되어야 하는 의사소통적 필요를 충족시켜주는 전문적인 지원체계는 아직 갖추지 못하고 있다. 진술조력인 제도를 도입하는 경우, 조사·신문 전에 질문자와 진술조력인이 질문의 내용과 방법등을 협의함으로써 2차 피해를 유발하는 질문을 사전에 방지할 수 있을 것이며, 조사 · 신문 과정에서도 질문을 아동·장애인 피해자가 이해할 수 있도록 전달함으로써 2차 피해의 가능성이 줄 것으로 기대된다. 그리고 아동 · 장애인 피해자에 대한 진술조력인 제도의 도입으로 피해자의 진술의 질을 향상시키고 성폭력 범죄 피해 아동 · 장애인의 특성에 대한 오해를 사전에 차단함으로써 가해자의 처벌 가능성을 높여 사법정의를 실현하는 데 기여할 것이다. A statement assistant is a person assisting victim’s statement throughout the criminal judicial procedure for a child or the disabled who has difficulty in communication or expression of intention. S/he participates in investigation process and trial procedure, and assists so that a victim can smoothly make a statement, and prevents the secondary victimization, and secures the criminal judicial institution’s understanding of a victim. Our country has been operating the systems for assistance of child and disabled victims of sexual violence such as co-presence of trustworthy person, statement evaluation by expert who participated in statement examination, investigation assistance, Sunflower Child Center’s assistance, expert opinion search, etc. Nonetheless, the professional assistance system satisfying communicational needs does not exist yet in the criminal procedure which should be complemented in this regard. With the implementation of the legal assistant system for sexual violence crime victims as of March 2012, legal aid for child victim is expected as available, but an attorney as legal expert has difficulties and limits in coping properly with hardship arising from child’s development problems and in communicating with a child for guarantee of his/her rights. Even though the legal assistant system is expanded to be available to the disabled, communication assistance and support for the disabled and child is separately on demand. In case of sexual violence crime, a victim statement is crucial in proof of criminal facts during the investigation and proceedings process. However, criminal facts are hard to be proved effectively in case of a child or the disabled as victim. The statement assistant system for helping performance of divers rights in the communication and criminal procedure is needed to prevent problems of failing to exercise rights which a child and the disabled sexual violence crime victim are entitled to as a victim in the criminal procedure. A statement assistant will play a meaningful role in the situation where a victim’s status is established as being subject to impact of crime unlike previous understanding that a victim is merely an instrument for substantial truth discovery in the criminal judicial procedure. It is anticipated that the introduction of the statement assistant system will help communication between the victim and the criminal judicial institution, prevent the secondary victimization to which a victim is vulnerable, and punish all crimes against child·the disabled victimized by sexual violence crimes so that justice will be realized. On the other hand, in light of the situation that the groups entitled to a statement assistant are those which are poorly equipped for the realization of their rights in communication, in the longterm, all crime victims should be benefitted by a statement assistant through the amendment of the Criminal Procedure Act. It is also desirable if a statement assistant is available to suspects and defendants as well when they need such assistant.

모바일 클라우드 컴퓨팅(Mobile Cloud Computing)은 스마트폰의 대중화로 인하여 데이터와 소프트웨어 전체를 다운로드 하지 않고 단순한 애플리케이션을 통해 웹으로 접속해 필요한 정보와 소프트웨어를 사용하는 것과 클라우드 컴퓨팅의 장점인 필요한 만큼 쓰고 쓴 만큼 지불하고 사용자가 특별한 IT 기술과 인프라에 대한 전문지식 없이도 쉽게 이용할 수 있다는 장점의 결합 형태이다. 이러한 모바일 네트워크 환경에서는 정보보안 및 프라이버시의 중요성이 더욱더 강조된다. 본 논문에서는 모바일 환경에서 개인의 신원 및 권한을 부여하는 인증하는 수단으로 기존의 로그인정보와 음성을 이용한 생체 정보 인증을 결합한 2-Factor 인증 방식 모델로서 보다 강한 인증(strong authentication)을 제안한다.

클라우드 컴퓨팅(Cloud Computing) 환경은 다수 사용자 및 데이터가 혼재 되어있는 상황이므로 기존 컴퓨팅 환경과는 다른 사용자 인증 및 권한 관리 기술이 필요하다. 현재 이러한 클라우드 컴퓨팅 환경에서 사용되는 인증 기술로 통합 인증 형태인 SSO(Single-Sign On)에 대한 연구가 많이 진행되고 있다. 그러므로 본 논문에서는 클라우드 컴퓨팅 환경에 사용되는 SAML기반의 SSO 취약성 분석과 보안 평가를 통해 보다 안전한 사용자 인증 관리 시스템을 구축할 수 있도록 한다.

제어계측 시스템 환경에서의 사이버 보안 통제 지원 시스템

제어계측 시스템과 정보시스템은 서로 차이가 있으며 두 시스템의 보안설계가 다르다. 이러한 문제점을 해 결하기 위해 제어계측 시스템의 보안통제를 설계하기 위해서는 보안통제가이드를 기본으로 한 정책 설정 및 모델링 작업의 필요성이 대두되고 있다. 본 논문에서는 제어계측시스템 환경에서 사이버 보안 통제를 지원하기 위하여 보안규제 가이드를 기반으로 역할, 보안 통제 별 및 문서간의 관계스키마를 설계하였고, 설계된 스키마 는 보안규제가이드를 준수하기 위한 사이버 보안 통제 구축 지원 시스템의 계획, 설계, 구현을 지원 하는 데 이 터 베이스와 내용으로 활용이 가능하다. 이후 제안된 스키마를 활용하여 시스템 프로세스를 설계하고 제어계측 시스템에 최적화된 보안통제지원 시스템을 개발한다. I&C (Instrumentation & Control) system is different from information system and the security design of the two systems are also different. The modeling activity is needed based on the security control guide in order to build I&C system security control. In this paper, the role and by the security control, we designed the relationship (that is, the relation schema) between the documents for ‘The system for supporting the cyber security control of I&C system design’ based on the security control guide. The designed schema plans ‘The system for supporting the cyber security control of I&C system’ for observing the security control guide, and is used as the database and content that supports its design and implementation. The process and system of the proposed schema is utilized and designed. The design of the schema and system is intensified in the design phase with the proposed mode and supporting the I&C system cyber security design.

Development in industrial society gave priority to convenience and profit motive in human life rather than natural environment. Thus, the destruction in natural environment is reaching the limit. Accordingly, the movement of trying to protect natural environment is being highlighted in each of the industrial fields. Meanwhile, even the textile businesses related to dyes and dyeing are pursuing production and use of ecofriendly products even with having stability. One of the negative characteristics in the dyeing & finishing industry, which needs to use toxic chemicals in addition to plenty of water, is what creates a great quantity of waste water, which leads to environmental pollution. Accordingly, it is being actively progressed worldwide the researches of removing a factor of having bad effect on environment as much as pursuing high functionality and high sensitivity in textile products. Reactive dye has merits such as having clear color in dyeing cellulosic fiber, being broad in optional range, and being able to thoroughly applied to dyeing and printing, but has a large quantity of non-sticking dyes. Thus, most efforts of trying to overcome environmental issue are being shown in reactive dyes. This study experimented and researched into a method of being able to apply it directly to printing for manual handicrafts through theoretical consideration on the characteristics of reactive dyes and the principle of printing. It suggested an adequate lock-in method through the results of measurement in a color different meter as for the difference in color of printed material according to adequately sticking drying heat and steaming heat to the selected reactive dyes. The aim was to offer basic data for manufacturing a hand-screen printing work, which is clear in cotton fiber printing based on reactive dye and is available for long-term preservation, for developing textile design, and for enhancing manufacturing technology.

The print processing industry is being changed into an eco-friendly industrial structure. To improve competitiveness of the textile industry, even a printing method tends to be grown digital printing day after day along with the great development It is substituting for a traditional printing method. The pigment printing is less in waste water generation and in environmental contamination, thereby being used even in the relatively complete-product printing as for a factor of causing pollution. Owing to the improvement in performance of a binder and to the enhancement in touch and flexibility of fiber, a pigment printing rre1:hod is gradually expanded an application range and has big developmental possibility. The purpose of this study is to offer research data for developing textile design through producing a hand-screen printing work, which is clear, is easy for applying color and is available for long-term preservation after theoretically examining characteristics and kinds of pigment and researching experimentally into the pigment printing that is used generally in industry. A research method was sought data on kinds of positive pigment in pigment was considered characteristics of pigment printing, was selected pigment through the collected data focusing on a pigment manufacturing company, was experimented by referring to the printing process that is carried out in the industrial circles, and was proposed a color sample.
