Encouraged by the sport-for-all movement in which the general public can participate in accordance with the national sport-for-all promotion policy since the 88 Seoul Olympics, the aerobic exerase has been activated and now show the highest level of prticipation and preference among the sport-for-all events. Therefore, the lack of athletic directors has occurred with the increasing number of aerobic centers. And the mass production of unqualified sports lecturers has brought about great confusion. The occurrence of injury from exercise has caused a soaal problem To resolve this problem, the Korean Aerobics Health Science Institute opened the in-service training center for the first tirr~ in Korea and provided people with in-service training. But it has thus far been discontinued due to the excessive numbers of interested orgranizations and the absence of administrative support.The present situation of support for sport-for-all directors over the period between 199 and 2001 showed that the highest rate of support for aerobics has a great contribution to the sport-for-all movement. An attempt was made to investigate the present situation of the present public certified 3rd-class aerobics directors` license system. As a result, the following problems were raised: 1. In-service education and training has na curricular contents concerning the speaalty field of aerobics. It is difficult to make an accurate judgement of whether to pass the qualifying examination in the theoretical test through the practise test and the oral test or intrview. 2. Athletic directors are not provided with an opportunity to renew the license through the reorientation over the 10-year period of in-service training. 3. Each of the in-serivce training centers show the unbalanced rate of successful passage. 4. The current qualifying examination for pubic certifed aerobics is poorer in content than the qualifying examination conducted by aerobics organizations. The current qualifying examination system through the in-serivce training of public certified aerobics directors should be transferred to the reliable specialized aerobics organinzations. Then, specialized and systemmatic education armed with theories and practice could be reasonable provided for aerobics directors by considering the specificity of aerobics exercise. This can meet like-minded people`s needs through aerobics exercise science for national health promotion by conducting a study on saentific information and new types of exercise in the rapidly changing contemporary society. And it is neesssry to provide institutional support for training and education of athletic directors that can educate the athletic director taking the initiative in developing and inseminating the sports program.
