        유해화학물질 배출량 변화에 관한 연구 : 배출저감계획서 작성 대상물질 중심으로

        Objectives: The purpose of this study was to investigate changes among the nine kinds of reduction chemical substances in Korea over the period of 2008-2017. We will define basic data for improving the management methods for reducing chemical substances. Methods: A survey of hazardous pollutant emissions for 2008-2017 was conducted through the pollutant Release and Transfer Register homepage. Nine kinds of designated reduction chemical substances (Benzene, Vinyl chloride, Trichloro ethylene, 1,3-butadiene, Dichloro methane, Tetrachloro ethylene, N,N-dimethylformamide, Acrylo nitrile, and Chloroform) provided the study subjects. The emission of hazardous chemicals and health effects used the National Health Statistics and Integrated Chemicals Information System (ICIS) as a reference. Results: Hazardous pollutant emissions increased by 1.2 times over the past decade, and nine types of reduction chemical substances increased by 1.6 times. By region, the emissions of reduction chemical substances over the last 10 years were in the order of Chungbuk, Gyeonggi, and Gyeongbuk. Emissions of Dichloro methane was the highest in Chungbuk and Gyeongbuk. N,N-dimethylformamide was the highest in Gyeonggi. Carcinogen pollutant emissions showed a tendency to increase continuously. In addition, group 1 carcinogen emissions showed a tendency to decrease. Conclusion: In the last decade, the amount of hazardous chemical emissions has been continuously increasing. Hazardous chemical emissions require facility improvement for continuous emissions reduction. More research on reduction of emissions is needed.

        2006~2015년 동안 국내 유해화학물질 배출량 변화에 관한 연구

        Objectives: The purpose of thisstudy wasto investigate the changes in hazardous pollutant emissions in Korea over the period of 2006-2015. Methods: A survey of hazardous pollutant emissions was conducted through the homepage for 2006-2015. The emission of hazardous chemicals and the health effect was examinedusing the Annual Report of Air Quality in Korea (2016) and National Health Statistics (2015) as references. Results: Hazardous pollutant emissions increased by1.1 times over the past decade, and the circulation amount of chemicals was 15% compared to the previous year. PM 10 concentrations showed a tendency to decrease, but emissions have not declined. In addition, asthma and atopic dermatitis correlated with similar emissions, but allergic disease showedno connection. Conclusion: These results onhazardous pollutant emissions indicate that they have increased. However, no association between emissions and health effects was shown, so more research isneeded.

        유해화학물질 취급자의 개인보호구 착용에 대한 규정과 그 이행정도

        Objectives: The objectives of this study are to introduce the development process of work situations and types in the revised regulations on wearing personal protective equipment (PPE) for hazardous chemical handlers, analyze the implementation of the regulations, and then provide basic data for future education strategies. Methods: The development process of work situations for regulation was explained through a flowchart by year. In 2018, a survey of 30 chemical managers and 201 managers and handlers was conducted based on recognition of work situations and the related regulations. In 2019, 91 chemical managers and 204 handlers were surveyed to find the degree of compliance with regulations, direction for improvement of understanding the regulations, and training methods. Results: Only 78.0% of chemical managers and 66.7% of handlers said they were aware of the regulations (p<0.05). Just 79.0% of handlers knowing the regulations said they would wear PPE in compliance with these regulations. Therefore, the best way to make workers wear proper PPE in accordance with regulations is to strengthen the promotion of education on regulations. In order to improve the quality of education, 51.7% of managers and 33.3% of handlers cited educational content (video, ppt, etc.) as the top priority. Conclusion: This study suggested that more educational opportunities should be provided and educational content should be developed in order for workers handling hazardous chemicals to wear PPE as prescribed in regulations.

        화학사고물질 노출에 따른 피해지역 주민 건강위해성평가 : 폼알데하이드 사례를 중심으로

        Objectives: Acute exposure to high concentrations of chemicals can occur when a chemical accident takes place. As such exposure can cause ongoing environmental pollution, such as in the soil and groundwater, there is a need for a tool that can assess health effects in the long term. The purpose of this study was assessing the health risks of residents living near a chemical accident site due to long-term exposure while considering the temporal concentration changes of the toxic chemicals leaked during the accident until their extinction in the environment using a multimedia environmental dynamics model. Methods: A health risk assessment was conducted on three cases of formaldehyde chemical accidents. In this study, health risk assessment was performed using a multimedia environmental dynamics model that considers the behavior of the atmosphere, soil, and water. In addition, the extinction period of formaldehyde in the environment was regarded as extinction in the environment when the concentration in the air and soil fell below the background concentration prior to the accident. The subjects of health risk assessment were classified into four groups according to age: 0-9 years old, 10-18 years old, 19-64 years old, and over 65 years old. Carcinogenic risk assessment by respiratory exposure and non-carcinogenic risk assessment by soil intake were conducted as well. Results: In the assessment of carcinogenic risk due to respiratory exposure, the excess carcinogenic risk did not exceed 1.0×10−6 in all three chemical accidents, so there was no health effect due to the formaldehyde chemical accident. As a result of the evaluation of non-carcinogenic risk due to soil intake, none of the three chemical accidents had a risk index of 1, so there was no health effect. For all three chemical accidents, the excess cancer risk and hazard index were the highest in the age group 0-9. Next, 10-18 years old, 65 years old or older, and 19-64 years old showed the highest risk. Conclusion: This study considers environmental changes after a chemical accident occurs and until the substance disappears from the environment. It also conducts a health risk assessment by reflecting the characteristics of the long-term persistence and concentration change over time. It is thought that it is of significance as a health risk assessment study reflecting the exposure characteristics of the accident substance for an actual chemical accident.

        국내 발암물질 배출량 특성과 암발생 추이에 관한 연구

        Objectives: The purposes of the study were to investigate hazardous pollutant emissions changes among group 1 carcinogens. The emissions characteristics were compared with national cancer registration statistics. Methods: A survey of group 1 carcinogen hazardous pollutant emissions (trichloroethylene, benzene, vinyl chloride, formaldehyde, 1,3-butadiene, ethylene oxide, chromium and its compounds, 3,3 -dichloro-4,4-diaminodiphenylmethane, chloromethyl methyl ether, arsenic and its compounds, cadmium and its compounds, o-toluidine) was conducted through a homepage for 2001-2015. The emission of hazardous chemicals and the cancer trend analysis for 2001-2015 were performed using the Korean statistical information service through its homepage as a reference. Results: Emissions of more than 95% of the substances listed as group 1 carcinogens over the last five years were made up of trichloroethylene, benzene, vinyl chloride, formaldehyde, 1,3-butadiene, and ethylene oxide. As a result of the comparison of emission results and cancer incidence rates, carcinogen pollutant emissions showed a tendency to decrease continuously. In addition, the incidence of cancer tended to increase, but showed a tendency to decrease from 2012. Conclusion: The results indicate hazardous pollutant emissions have continued to increase. However, no association between emissions and health effects was shown and more research is needed.
