This paper aims at investigating the relationship between the improvement of industrial structure and the heavy and chemical industrialization, according to the empirical method of the trend law of industrial development originated by W.Petty, and applicated by C. Clark, W. Hoffmann, S. Kuznets, and etc. The rapid economic development of 1960s has led to changing the industrial structure and thus proved the trend-law of industrial development feasible. The stages of industrial development during 1960s and early seventies, however, were only that of the completion of import substituting industries which was majorly occupied by the consumption goods industries and the early stage of export oriented industrialization of the domestic industries. The development of heavy and chemical industries was yet under the lower stage. On thispoint of view, the improvement of industrial structure for the more rapid economic development should be attained by the development of heavy and chemical industries. For this purpose, as the pattern of consumption goods industries was in the past, not only the income elasticities to the products in the heavy and chemical industries sector should not be high on the demand side, but the comparative productivities should be high on the supply side.
