사회변화에 대응하는 국외도서관의 서비스 전략과 정책 현황

본 연구에서는 4차 산업혁명과 이를 가속화시킨 코로나19 상황의 거시적 환경 변화를 점검하고 이와 더불어 여타의 국외 도서관계에서는 이러한 변화에 어떻게 대응하고 있는지 살펴보는 것에 그 목적이 있다. 이를 위해 국외도서관계의 서비스 전략과 함께 실제 적용하고 있는 공공도서관의 서비스 사례를 살펴보고 그 특징을 정리해봄으로써 향후 한국의 공공도서관의 대응방안에 대해 고민해 보고자 하였다. 구체적인 대상으로는 국제도서관연맹(IFLA), 미국도서관협회(ALA) 등과 같은 전문기관에서 제안하고 있는 권고사항과 미국의회도서관(LC)등이 수립한 서비스 전략을 검토해 보았다. 공공도서관은 미국의 뉴욕공공도서관, 시카고공공도서관, 보스턴공공 도서관의 관련 정책과 서비스 현황을 조사하였다. 우선 국외 도서관계의 정책을 조사한 결과, 공통적으로 4차 산업혁명의 중심이 되는 디지털기술에 대한 적극적인 수용과 활용의 중요성을 언급하고 있었다. 또한, 디지털기술을 수용함에 있어서 지역사회와 이용자 중심적 사업 설계의 필요성과 사서의 전문성 확립이 선행되어야 함을 강조하고 있었다. 즉, 지역사회에서 도서관이 수행해야 할 기본적인 역할을 뒷받침하기 위한 체계적인 기술 수용을 추구하고 있었다. 이러한 특징은 공공도서관에서도 동일하게 나타났는데, 공공도서관에서는 기존의 서비스를 보완하고 확장하기 위한 방안으로 디지털기술의 수용이 필요함에 언급하고 있었으며, 전통적인 도서관의 역할과 병행할 수 있는 서비스 개발에 집중하고 있었다. 이를 위해 기존의 서비스와 결합한 점진적인 서비스를 개발하고 이용자들이 진보적 기술을 원활하게 활용할 수 있도록 교육프로그램을 개발하는 등 체계적인 변화를 추구하고 있음을 알 수 있었다. The purpose of this study is to examine macro-environmental changes caused by the 4th industrial revolution and COVID-19, and to examine how overseas libraries are responding to these changes. To this end, after examining service strategies of overseas libraries, this study propose the countermeasures of Korean public libraries in the future. Specifically, this study reviewed the recommendations proposed by IFLA and ALA and the service strategy of LC. Also this study investigated the policies and services of the New York Public Library, Chicago Public Library, and Boston Public Library in the United States. As a result, the cases saw the importance of actively accepting and utilizing digital technology, which is the center of the 4th industrial revolution in common. In addition, this study was emphasized that the necessity of community-centered and user-centered design of services and the establishment of librarians expertise. These characteristics were also found in public library cases, which mentioned the need to accept digital technology as a way to supplement and expand existing services. To this end, it was found that systematic changes were being pursued, such as developing gradual services combined with existing services and developing educational programs so that users could use progressive technologies smoothly.

대학생의 핵심역량 양성을 위한 비교과 교육프로그램으로서 독서토론활동의 가능성: D대학의 사례를 중심으로

최근의 대학교육은 기본적이고 보편적 역량을 길러줌으로써, 학생들이 졸업 후 자신의 직업 분야에서 직무를 성공적으로 수행할 수 있도록 지속가능한 능력을 길러 주는 역량기반교육을 지향하고 있다. 이러한 역량기반교육의 체계 구축을 위해서 자신의 진로에 필요한 다양한 역량을 계발시킬 수 있는 비교과 교육 프로그램의 필요성에 대한 중요성이 증가되고 있는 상황이다. 이에 본 연구에서는 D대학의 사례를 통해 비교과 교육 프로그램 중 하나로 다양한 대학에서 활용되고 있는 독서토론활동을 중심으로 그 효과성을 점검해보고 그 활용 가능성을 가늠해보고자 하였다. 구체적인 연구방법으로는 우선, D대학의 6가지 핵심역량 중 하나인 ‘글로컬역량’과 관련된 도서를 선정하고, 하브루타 토론방식을 차용하여, D대학 학생들이 비교과 교육프로그램으로 수행할 수 있는 독서토론활동을 설계하였다. 약 2달간의 독서토론활동에 참여한 35명의 학생들을 대상으로 독서토론 전후 설문과 인터뷰를 진행하여 그 효과성과 문제점 등을 정리하여 향후 독서토론의 적용가능성에 대해 검토하였다. 설문조사 결과에 따르면 독서토론 후 상당 부분 인식과 행동의 변화가 실재하고 있음을 통계적으로 입증하였다. 특히, 본 연구에서는 D대학이 추구하고 있는 핵심역량 6개 중 하나의 역량에 집중하여 도서를 선정하였음에도 불구하고 직접적인 주제뿐 아니라 다양한 역량을 배양할 수 있는 가능성을 발견함으로써 비교과 교육으로서 독서토론활동의 긍정적 효과를 짐작할 수 있었다. 향후 보다 효과적이고 원활한 독서토론활동을 위한 방안으로는 도서의 성격에 맞춘 다양한 독서토론활동 방법이 설계되어야 함은 물론이고 이에 대한 적절한 가이드의 필요성에 대해 제안하였다. Recently, university education has been aiming for competency-based education so that students can successfully perform their duties in their career fields after graduation. In order to establish such a competency-based education system, the importance of extracurricular programs that can develop various competencies is increasing. This study attempted to examine the effectiveness of reading and debate activities as one of the extracurricular programs through the case of D University, and to assess the possibility of application. To this end, a book related to “glocal competency”, one of the six core competencies of D University, was selected, and the Habruta discussion method was adopted to design a reading discussion activity that D University students could perform as extracurricular programs. A questionnaire and interview were conducted before and after the reading discussion for 35 students who participated in the reading discussion for about two months, and the effectiveness and problems were summarized and the applicability of the reading discussion was reviewed. As a result of the survey, it was statistically proven that there was a significant change in perception and behavior after reading discussion. In particular, this study found the possibility of cultivating various competencies despite the selection of books by focusing on one of the six core competencies of D University. Through this, it was possible to guess the positive effect of the reading and discussion activities as extracurricular programs. In the future, for more effective and smooth reading debate activities, not only various reading debate methods suitable for the characteristics of the book should be designed, but also appropriate guides will be needed.

부산지역 거점도서관의 고령자대상 문화프로그램의 현황과 개선방안

연구 목적: 이 연구는 부산지역 공공도서관의 고령자 대상 문화프로그램의 존재유무와 특징파악을 통해, 향후 고령자서비스를 개발하기 위한 방안을 제안하는 것에 목적이 있다. 연구 방법: 2022년, 부산시 15개 공공도서관에서 실시한 도서관문화 프로그램을 각 도서관 홈페이지를 통해 검색하여 세부 대상연령의 내용과 현황을 나누어 조사를 진행하였다. 연구 내용: 부산의 초고령 지역인 7개 지역을 중심으로 도서관이용현황과 문화프로그램의 개설 유무 및 특징을 정리하고 어떤 문제점이 존재하는지 확인하였다. 결론 및 제언: 조사결과, 고령자의 도서관이용 비율은 모든 도서관에서 매우 낮게 나타났다. 또한, 영도구를 제외하고 고령자를 세분하여 맞춤형 프로그램을 운영하고 있는 도서관을 찾을 수 없었다. 향후, 고령자를 위한 프로그램을 개발하기 위해서는 고령자별 요구의 다양성을 인식하고, 그들이 실질적으로 필요로 하는 맞춤형 서비스를 개발하기 위한 현실적인 분석이 선행되어야 할 것이다. The purpose of this study is to suggest ways to develop new services for the seniors in the future by identifying the existence and characteristics of cultural programs for the seniors in public libraries in Busan. In 2022, library culture programs conducted in 15 public libraries in Busan were searched and investigated through each library's homepage. The survey was conducted by dividing the content and current status of the detailed target age. The current status of library use and the existence and characteristics of cultural programs were organized in 7 areas, which are super-senior areas in Busan, and problems were identified. As a result of the survey, the library usage rate of the elderly was very low in all libraries. Also, except for Yeongdo-gu, it was not possible to find a library that operates customized programs for the seniors by subdividing them. In the future, in order to develop programs for the seniors, it is necessary to recognize the diversity of the needs of each seniors person and conduct a realistic analysis to develop customized services that they actually need.

사립대학 기록물 관련 규정의 현황과 과제

This study would investigate the present condition, concerning how the regulations related to the archives of private four-year colleges in Busan have been enacted and discuss measures for improvements in the future. Research results two characteristic phenomena and problems derived from them could be found. First, most of the target universities of the investigation did not enact “Regulations on Archival Management” alone, but they managed archives through “Regulations on Document Management.” Second, it was noted that regulations related to archives were distributed broken up into several regulations in the universities. To improve these problems, first, it is necessary to put the contents related to archival management into one place and to enact independent regulations related to the archives. Second, in reality, if vast contents cannot be combined by a single regulation, it is necessary to come up with a guide or search method to which the persons in charge of the task can refer as regulations related to archived. Through these improvements, it is expected that this study can provide the grounds for the establishment and standardization of business procedures of archival management in private universities in Busan and prepare the grounds for the installation of university archives and the professional management and operation of the archives. 본 연구는 현재 부산지역 4년제 사립대학의 기록물 관련 규정이 어떻게 제정되어 있는지 그 실태를 알아보고 향후 개선방안에 대해 논의하였다. 연구 결과 두 가지 특징적인 현상과 이로 인해 파생되는 문제점 등을 확인할 수 있었다. 첫째, 조사대상 대학의 대부분이 「기록물관리 규정」을 단독으로 제정하고 있는 것이 아니라 「문서관리규정」을 통해 기록물을 관리하고 있었다. 둘째, 기록물과 관련한 규정이 대학 내의 여러 규정 안에 분산되어 분포하고 있음을 알 수 있었다. 이러한 문제를 개선하기 위해서는, 우선적으로 기록관리와 관련된 내용을 한곳으로 정리하여 독립적인 기록물관련 규정을 제정해야한다. 다음으로 현실적으로 하나의 규정으로 방대한 내용을 통합해 낼 수 없다면, 업무담당자가 기록과 관련된 규정을 참고 할 수 있는 안내 혹은 검색 방법을 고민해 낼 필요가 있다. 이러한 개선방안을 통해 부산지역 사립대학의 기록관리 업무절차 확립 및 표준화에 근거를 제공하고, 나아가 대학 기록관 설치와 전문적인 관리 운영을 위한 근거를 마련할 수 있을 것을 기대한다.
