한국 사회적경제 중간지원조직 종사자의 사회적경제인식이 직무성과에 미치는 영향 :변혁적·거래적 리더십과 네트워크의 조절효과를 중심으로

The purpose of this study was to analyze the causal relationship between social economy awareness, job performance, leadership, and networks of employees in Korean social economy intermediary support organizations. Firstly, the major finding of this study is that the social economy awareness of employees in the social economy intermediary support organizations is positively correlated with their job performance. Secondly, in terms of the effect of employees' social economy awareness on job performance, transformational and transactional leadership by the head of the agency was found to have a moderating effect. Finally, social economy awareness and networks are both positively correlated with job performance. However, networks did not have a moderating effect on the effect of social economy awareness on job performance. 본 연구의 목적은 한국 사회적경제 중간지원조직 종사자의 사회적경제인식과 직무성과, 리더십, 네트워크 간의 인과적 관계를 규명하는데 있었다. 연구의 모집단은 사회적경제 중간지원조직 114개 종사자로, 총 1,017명을 대상으로 온라인 설문을 실시하였다. 변인간의 관계를 분석하기 위하여 위계적 회귀분석을 이용하여 분석하였으며, 총 255명부의 유효자료를 분석하였다. 주요 결과로 첫째, 사회적경제 중간지원조직 종사자의 사회적경제 인식이 높을수록 직무성과가 높았다. 둘째, 종사자의 사회적경제 인식이 직무성과에 미치는 영향에서 기관장의 변혁적·거래적 리더십은 조절효과를 가진다. 셋째, 사회적경제 인식과 네트워크가 긍정적일수록 직무성과가 향상된다. 그러나, 사회적경제 인식이 직무성과에 미치는 영향에서 네트워크는 조절효과가 나타나지 않았다. 이러한 연구결과는 사회적경제 중간지원조직 종사자들의 사회적경제 인식고취를 통해 직무성과를 제고하는 것이 필요하며, 또한 직무성과에 긍정적인 영향을 미치는 요인으로 기관장의 변혁적·거래적 리더십 촉진이 중요하게 고려되어야 한다는 필요성을 시사한다.

본 연구의 목적은 한국 사회적경제기본법(안) 제정에서 발생한 쟁점을 파악하고 한국 사회적경제의 제도화가 가지는 함의를 살펴보는데 있다. 이에 본고는 국회에 공식적으로 제출된 사회적경제기본법 제정 법률안과 민간에서 제안한 사회적경제기본법안, 국회의 공청회 과정에서 발생한 자료들을 중심으로 한국 사회적경제의 정의, 범주, 지원정책 등 사회적경제기본법 제정에 관한 쟁점들과 제도화가 가지는 함의들에 대해 연구하였다. 유럽에서 시작된 사회적경제 대한 개념을 우리사회에 적용하고 그 실체를 법률로 구체화하기 위해서는 사회적경제에 대한 더 많은 학문적, 정책적 논의가 있어야 한다. 그러나 사회적경제기본법 제정의 필요성에는 시민사회와 정치권의 동의가 있었으므로 우선 사회적경제기본법을 제정하고 보완사항은 제정 후 수정해 나가면 된다고 제안하였다. The purpose of this study is to examine the issues and implications of institutionalization of the Social Economy Act in Korea. In response, the institute studied issues and institutionalization related to the enactment of the Framework Act on Social Economy, the proposed Framework Act on Social Economy, and the National Assembly's public hearing. In order to apply the concept of social economy originated in Europe to our society and embody its substance into law, there must be more academic and policy discussions on the social economy. However, the necessity of enacting the Framework Act on Social Economy was agreed by civil society and politicians, so it was suggested that the Framework Act on Social Economy should be enacted first and supplementary matters should be revised after enactment.

협동조합기본법 개정 방향연구 : 협동조합 2.0 시대를 위한 고찰

본 연구의 목적은 협동조합기본법 제정 10년을 맞이하여 협동조합 기본법을 평가하고 법 제정의 완결성과 실효성을 높이기 위해 향후 개정의 방향을 제시하며 제안된 방향에 따른 선결 과제를 제언하는데 있다. 2011년 협동조합기본법이 제정된 이후 약 2만 개 이상의 협동조합이 설립되어 시장과 국가의 실패를 보완하는 데 기여해 왔다. 그러나 이러한 양적 성장에도 불구하고 설립된 기본법 협동조합의 50% 정도가 휴면상태이며 질적 성장에 대한 문제가 제기되고 있다. 이에 협동조합의 질적 성장과 내실화를 제고하는 협동조합 2.0 시대를 위한 협동조합기본법의 개정 방향으로 협동조합의 고유성 반영 및 정체성 강화, 비즈니스 활성화를 위한 법제 개편, 협동조합개별법을 포괄한 총괄 규범화를 제시하였다. 이를 위한 선결과제로 비분할적립금 도입, 우선출자제 개편, 협동조합연합회 역할 강화, 금융 및 공제사업 허용을 제언하였다. The purpose of this study is to evaluate the Cooperative Framework Act on the 10th anniversary of its enactment, to suggest future revisions for enhancing completeness and effectiveness of the legislation, and to suggest prerequisites for the proposed direction. Since the enactment of the Cooperative Framework Act in 2011, more than 20,000 cooperatives have been established, compensating for failures in both the market and the state. Despite this quantitative growth, approximately 50% of the established Framework Act cooperatives are dormant and issues about qualitative growth are being raised. For Cooperative Era 2.0 (which refers to the qualitative growth of cooperatives), the direction of revision for the Cooperative Framework Act suggests reflecting the uniqueness of cooperatives, strengthening their identity, reorganizing laws to revitalize business, and undertaking comprehensive norms. As a prerequisite for this, it was suggested that indivisible reserve funds should be introduced along with the reorganization of the preferential investment system, strengthening of the role of cooperative associations, and allowing financial and deduction projects.
