법정책학연구논문 ; 국가보훈기본법 제정과정에서 정책형성 모형의 분석 -정치체제-정책네트워크 모형 적용-

본 연구의 목적은 국가보훈기본법의 제정과정에서 정책형성의 특징을 설명하기 위해서 정책형성의 모델을 분석한 것이다. 비교분석틀의 구성은 정치체제모형과 정책네트워크모형을 결합한 혼합모형을 사용하였다. 정치체제모형은 정책활동을 조직화할 수 있으나 정치체제를 암상자로 본다. 정책네트워크모형은 정치체제의 암상자를 분석할 수 있는 모형이다. 국가보훈기본법이라는 입법을 통해서 국가보훈기본정책의 형성은 환경투입(환경특성과 사회문제), 정치체제의 전환(정책의제차원·정책의제형성의 행위자·정책결정의 행위자의 범주와 이익·상호작용과의 관계특성)과정을 통해서 이루어졌다. 이 과정에서 관계자의 행동은 유사한 점도 있지만 상이한 점도 발견되었다. 이 환경변화에 따른 정치체제의 변화를 반영하여 국가보훈기본정책이라는 결론에 이른 것이다. The purpose of this research is to analyze a model of the policy making in Legislation Process of Framework Act on Veterans Affairs in order to reveal the characteristics of the policy making. A Framework composition of the comparison- Analysis applied a mixed-model combining Political System model and Policy Networks model. Political System model can be systematized, but is regarded political system as dark box. Policy Networks model can be analyzed the dark box of the political system Through the legislation called Framework Act on Veterans Affairs, the framework policy-making in patriots & veterans affairs is composed of a process of the environment- input, a conversion of the Political System. In this process, the behaviors in concerned parties can be fined similarities and differences. As according to environment changes, the framework policy in patriots & veterans affairs arrived at a conclusion reflecting the changes of the political system.
