        The purpose of this study is to analyze Korean refusal speech acts in various situations and contexts and to clarify Korean language cultural characteristics and their communicational components. Besides, by collecting and analyzing refusal expressions of Chinese speaking Korean learners and Russian speaking Korean learners in given situations, we tried to understand Chinese and Russian language cultural characteristics from a cross-cultural point of view. The result of this study can be utilized as fundamental materials for textbooks or data for explanation, references for discussion. Refusal is to express the willingness to ignore the other’s suggestion or to turn down the other’s request. It can be offensive sometimes. Therefore refusal is often conducted through special language strategies or certain expressions. Koreans’ refusal speech acts are also often performed without clear expression of refusals. Because of this many foreign learners have experienced the actual failure in communications with Korean native speakers even though they have reached high level of Korean language competence. This kind of communicational failure is not because they do not know certain supposition expressions nor certain interrogative expressions. Misunderstanding of Korean language culture and transferring their own pragmatic knowledge into the speaking situation in Korea bring communication failure. We think that the fundamental solution for this kind of problem is to let foreign students understand language culturalmechanism working in Korean refusal speech acts. To extract the language cultural characteristics of Korean refusal speech acts we designed a set of DCT and developed structured interview questions. We conducted these surveys of Korean native speakers, Chinese speaking learners and Russian speaking learners. As a result, we could deduce 5 Korean language cultural characteristics from refusal speech acts, which are modesty, grant, bond, face, sympathy. And also we could notice that China has similar language culture from Korean while Russians show quite different features in terms of directness, politeness and clearness.This study can be used as basic materials for textbooks or explanatory data, references for discussions, hopefully.
