본 연구는 매년 정부가 예산을 들여 청년실업해소를 위한 다양한 사업을 실시함에도 불구하고 청년실업자 수가 증가하고 있어 정부 청년일자리사업의 실효성에 질문을 가지고 연구를 진행하였다. 연구의 목적은 정부 청년일자리사업이 사업의 목적에 맞게 운영되고 있는지 평가하고 청년일자리사업의 방향을 재정립하는 것이다. 이에 고용노동부의 청년일자리사업을 연령별ㆍ사업별ㆍ재정별ㆍ전달체계의 4가지 측면에서 분석하였다. 분석결과, 첫째 청년일자리사업이 청년을 대상으로 하고 있음에도 불구하고 대상연령이 중ㆍ장년층을 포함하는 사업이 많았으며 둘째, 사업별로 유사하고 중복된 사업이 많고 동일내용의 사업들이 다른 사업명칭으로 시행되고 있어 사업 명칭에 대한 통일성의 문제점이 제기되었다. 셋째, 청년일자리사업은 사업별로 많은 기관들이 각각 독립적으로 시행하고 있어 사업간 연계 기능이 떨어지며, 사업별로 신청방법이 상이하여 일자리사업 신청에 대한 접근성이 낮았다. 넷째, 사업별로 예산이 편중되어 있어 일자리사업의 일관성과 지속성이 미비한 것으로 평가되었다. 이에 본 연구에서는 청년일자리 사업 대상자의 명확한 선정 및 사업의 다양성 확보, 사업 명칭에 대한 통일성, 사업별 사전 계획 수립단계에서의 예산 재조정 필요, 일자리사업 전달체계의 일원화 등을 개선방안으로 제시하였다. This study aims at investigating the effectiveness of the youth employment program, because the number of unemployed youth has continued to rise, despite that the government's budgets have increased and various projects have been implemented to solve youth unemployment. The study analyzes whether the youth employment program operates appropriately in accordance with the purposes of the program, and thus reorients the goal direction of the program. In particular, in terms of age, project, finance, and delivery system, we analyze the youth employment program that the Ministry of Employment and Labor takes a full responsibility for. As a result of the analysis, first, although the program is targeted for young people, it provides benefits to middle and old people as well. Second, there exist many similar and duplicated projects, which operate under different project names. Third, different agencies implement the program independently from each other, thus leading to the lack of coordination and cooperation among them. Fourth, job projects are not consistent and persistent since budgets are not coordinated across different projects. Thus, this study suggests (i) improving the ways to select youth job applicants, (ii) securing project diversity, (iii) staying at the unity of project name, (iv) re-adjusting budgets at a pre-planning stage, and (v) unifying service delivery systems.
