본 연구는 2017년 11월 15일에 발생한 포항지진 당시 재난심리지원활동을 수행한 실무자들의 서비스 제공 경험을 통해 국내 재난심리지원체계 실태를 살펴보고자 하였다. 이를 위해 포항 지진 당시 재난심리지원활동에 참여하였던 재난심리지원기관 및 지역사회기관, 전문가단체 등 9개 단체, 12명의 실무자를 대상으로 심층면접을 실시하였고, 이를 녹취하여 분석하였다. 면접내용을 분석한 결과, 25개의 하위범주가 추출되었으며, 이는 다시 11개의 상위범주로 기술되었다. 상위범주는 실무자차원, 심리지원기관차원, 지역사회기관차원, 운영체계차원의 4개의 주제로 구분되었다. 구체적으로 ① 실무자 차원 - 공장의 부속품처럼 느껴지는 심리지원활동, ② 재난심리지원기관 차원 - 사전 준비 부족 속에서 고군분투한 기관들, ③ 재난심리지역사회기관차원 - ‘참여’는 있었으나 ‘협력’은 부족했던 재난심리지원현장 ④ 재난심리지원운영체계 차원 - 시행착오에서 벗어났으나 여전히 쉽지 않은 재난심리지원체계 구축으로 나타났다. 본 연구결과를 바탕으로 국내 재난심리지원서비스 개선을 위한 방안을 제시하였다. The purpose of this study is to examine the current status of Disaster Psychological Support Services in Korea based on the experience of service providers employed upon the Pohang earthquake on November 15, 2017. To this end, in-depth interviews were performed with 12 service providers from 9 groups, including disaster psychological support services institutions, local social institutions, and expert groups, who participated in the disaster psychological support services upon the Pohang earthquake. The interview was recorded and later analyzed. Analysis of interview contents generated 25 subcategories, which were again described as 11 higher categories. Higher categories were divided into four themes; service provider level, psychological support services institution level, local social institution level, and operational system. The details for each of the themes are ① service provider level - service providers feeling as if they become a part of a big factory that offers psychological support services, ② disaster psychological support services institution level - institutions struggled through amid the insufficient prior preparation, ③ local social institutions for disaster psychological support - disaster psychological support site with ‘participation’, but without ‘cooperation,’④ disaster psychological support services operational system - evolved from trial and error but still a long way ahead till the establishment of a system for disaster psychological support services. Based on the above, this study suggests the improvement plan for disaster psychological support services in Korea.
