국가부채가 급속히 증가하고 있다. 주범은 복지관련예산이지만 경기활성화와 산업진흥도 부채를 높이는데 일조하고 있다. 국가부채는 이미 발생한 재정적자의 누적결과이고 미래의 재정기초수지흑자로 지급해야 하는 것이다. 미래 재정흑자를 앞당겨온 것이다. 정부의 부채 지급능력에대하여 의구심이 발생하면 금리가 오르거나 물가가 오르고 또한 외환위기가 발생하기도 한다 본 논문은 이러한 국가부채문제에 대한 성경적 해법을 제시한다. 왕제도가 수립되기전 이스라엘의 부족공동체사회에서 이스라엘의 모든 남자는 경작할 수도 있고 소출에 따라 49년까지 빌려줄 수 있는 땅을 모두갖고 있었다. 국가부채는 외적으로부터 자신들을 보호하는 일을 왕에게맡기면서, 정치적권력과 함께 징세권과 산업진흥, 빈민구제 및 복지사업등의 경제권력을 왕과 왕의 관리들에게넘겨주면서 발생하였다. 부채문제의 해법은 자신의 복지나 자신의 경제적 자립문제를 스스로해결할 수 있는 선택권을 국민들에게 되돌려 주고 그렇게 할 수 있도록경제적 토지를 갖도록 하는 것이다. 자본시장이 발달된 현대사회에서땅을 갖고 있다는 것은 자신이 창출하는 소득이나 부가가치의 흐름을 기반으로 하여 자본가들에게 투자를 받을 수 있는 것을 의미한다. 지금은 0.3%만그러한 완전한 경제적 자유를 누리는데 SHC라는 조합형주식회사를 통해서 그러한 자유가 모두에게 보장되도록 하여 국가부채가 발생하는 가장 중요한 원인을 해소하는 것이다. 이는 경제가 진정으로 민주화되도록 하는 것이기도 하다. National Debt is increasing rapidly. Primary cause of the rise is soaring welfare budget, although economy stimulation and the industry promotion contribute partly to the rise. National debt outstanding is the result of accumulated past budget deficits that accrued, which is to be paid back with the primary future government surpluses; it is backed by the ability of the government to run surpluses in the future. Doubts concerning the ability of the government to pay back, can give rise to fiscal crisis, with interest rate rising, and result in foreign exchange crisis in some case. This paper attempts to provide a biblical solution to soaring national debt. Before King was instituted in tribal communities of Israel, every man had a title on land which was distributed to his family with which he can cultivate to use the crops net of a portion for community and the poor. If needs arise he can lease his land on the basis of the crops produced for up to 49 years. These tribal communities do not have public sector debt problem. It began to emerge as the Israelites agreed to give their economic power including taxation and industry promotion and social welfare provision to the King and his nobles and bureaucrats in return for the King’s protecting them from the external forces. Solution to the national debt lies in returning the right to solve their own welfare and choose how to make their living to the people and enabling them to do so by entitling them with “economic land.” In modern society where capital markets are developed well, having “economic land” means being able to receive investment from capitalists based on the stream of flow of income or value he or she adds. Now less than 0.3% of population enjoys such economic freedom. Through a new company structure, Servant Holding Company we can ensure everyone will have such freedom and resolve the most important cause of rising public sector debt. This will also bring economic democratization.

본 논문은 구약 희년 토지 기반 경제의 장점을 분석하고 그 장점을 자본주의 경제에 적용하기 위하여 토지기반 경제와 자본주의 경제를 융합하여 분석하였다. 그리고 그것을 위해 도입된 기축생산요소로 토지와 자본을 분석하였다. 또한 토지기반 경제와 자본주의 경제가 가진 유사성을 기초로 희년 경제의 장점을 오늘날 자본주의 경제제도에 적용할 함의를 도출하였다. 이를 위해 희년 토지시장을 자본시장의 관점에서, 희년 담보와 부채제도를 금융시장 관점에서, 희년 노동 및 노예 제도를 노동시장의 관점에서 분석하였다. 그리하여 구약 희년 경제가 생산수단의 사유를기반으로 하면서도 사유의 문제점들을 생산수단의 사유가 융합된 내부시장으로 극복한 지속 가능한 투자기반 경제였음을 논하였다. 그리고 이와같은 희년 경제구조의 개념을 오늘날의 자본주의 주식회사와 자본시장에적용한 특수한 조합형 주식회사인 SHC(Servant Holding Company)와 SHC의 열린 내부시장을 구축하는 것을 제안하였다. 이를 통해 현재의자본주의 경제가 그 문제점들을 극복하고 모든 경제참여자들이 미래가치를 현재화한 자본을 소유하는 자본시장 민주화 방안을 제시하였다. 그리고 자본시장 민주화를 통한 경제민주화와 서로 충돌하는 이익집단의 동반 성장 경제구조를 제시하였다. This paper analyzes the merits of jubilee land-based economy of the Old Testament, and the convergence of the concept of land based economy and capitalistic economy in order to apply the merits to the capitalistic economy, and the land and capital by the concept of key factor of production which is introduced in order to converge them, and derives the implication by which we can apply the economic advantages of the jubilee land-based economy on the basis of similarity in land-based economy and the capitalistic economy to today s capitalistic economic system. For this purpose, the Jubilee land market is analyzed in terms of capital markets, the Jubilee debt and mortgage system is analyzed in the financial market point of view, and the Jubilee labor and slavery system is analyzed from the point of view of the labor market. Thus this paper also deals with the jubilee economy of Old Testament to be sustainable investment based economy overcoming the problem of private property by the convergence of internal market of private ownership of the means of production, even if it to be based on private property. SHC(Servant Holding Company) that is the special corporate governance of the convergence of partnership and stock corporation, of which is the result of application of the concept of jubilee economy to stock corporation and capital market, and building open internal market of SHC is proposed in this paper. Eventually this paper proposes capital market democratization plan that the current capitalist economy overcomes its economic problems and all the participants own capital, present value through building SHC, and economic democratization through capital market democratization, and shared growth economic structure of the conflicting interest groups.
