정부 R&D 지출 효과 분석을 위한 동태일반균형(DSGE) 모형 개발

본 연구에서는 우리나라 정부 R&D 지출이 거시경제에 미치는 효과를 반영할 수 있는 소규모 개방경제 동태확률일반균형(DSGE) 모형의 원형을 개발하였다. Jones and Williams(1998) 모형의 소규모 개방경제 버전을 기본으로 하되 이산화 과정을 통해서 생산성 충격, 선호 충격, 정부지출 충격 등을 반영할 수 있도록 개선하였다. R&D 투자가 생산기술에 미치는 영향은 내생성장모형과 준내생성장모형 모두 가능하도록 설정하였다. 기존 모형과 달리 정부 R&D 지출과 민간 R&D 지출을 구분하고 두 지출이 생산기술에 미치는 승수도 비대칭적일 수 있도록 하였다. 분석 결과 우리 경제는 내생성장모형보다 준내생성장 모형이 더 적합한 것으로 판단된다. This paper develops a DSGE model for examining the effects of government R&D expenditure on technology progress. We improve the small open economy version of Jones and Williams(1998) by allowing for capturing the productivity, preference and government expenditure shocks. Our model covers both endogenous growth theory and semi-endogenous growth theory and also allow for the asymmetric effects of government and private expenditure on productivity skill. The parameters in the model are estimated using Bayesian method. We find that Korean economy is better fit by semi-endogenous growth model. The effect of R&D expenditure on technology is greater in private expenditure case than government one. The government R&D expenditure promotes private R&D expenditure in the short run via improving the private technology skills, while crowding out presents in the long run.

공공 정보의 투명한 공개는 개인 간의 정보 불평등을 줄이기 위한 자연스러운 정책 중 하나일 수 있다. 본 논문에서는 전략적 보완성 혹은 대체성을 고려하는 개인들이 각자 노이즈가 있는 정보를 관찰하는 경제 환경에서 개인의 사적 정보에 사전적 이질성을 도입하여 앞서 말한 정책의 후생 분석을 수행하였다. 분석한 결과, 이미 좋은 사적 정보를 갖고 있는 개인의 사적 정보가 더 좋아지면, 더 큰 정보 불평등을 동반하지만 후생이 증가한다는 것을 발견했다. 또한, 이미 좋은 사적 정보를 갖고 있는 개인의 사적 정보가 좋아질수록, 공공 정보의 정확성 증가에 따른 후생 감소의 가능성이 높아짐을 발견했다. 본 논문의 연구 결과는 더 투명한 공공 정보 공개로 정보 격차를 좁히는 것을 목표로 하는 정보 정책을 구상할 때 주의해야 함을 시사한다. Transparent disclosures of public information might be one natural policy to reduce information inequality among individuals. We conduct a welfare analysis of such policy by introducing ex-ante heterogeneity in individuals’ private information in a class of economies with dispersed information and strategic complementarity or substitutability. We find that better private information for already privately better-informed individuals increases welfare, even though it may be accompanied by greater information inequality. We also show that the better the private information for the already better-informed individuals, the more likely that increasing precision of public information reduces welfare. Our findings suggest caution in making information policies that aim to narrow informational gap with better public information.

본 논문은 한국의 실업률과 물가상승률의 관계를 분석한다. 이를 위해 Hazell et al. (2022)의 최신 방법론을 한국의16개 주요 지역별 비교역재 소비자 물가지수와 실업률 자료에 적용하여 국가 전체 및 지역별 필립스곡선을 추정하였다. 분석 결과, 1992년-2018년 사이의 데이터를 이용하여 추정된 필립스 곡선의 기울기는 작았고, 2000년대 중반 이후 해당 기울기가 더욱 줄어든 것으로 나타났다. 하지만 시간 고정효과를 추가로 고려할 경우 기울기의 통계적 유의성이 전반적으로 없어지는 것을 확인하였다. This paper investigates the relationship between unemployment and inflation rates in South Korea. In particular, we apply a methodology recently developed by Hazell et al. (2022) to estimate both aggregate and regional Phillips curves based on price indices for non-tradable items and unemployment data for 16 first-tier administrative divisions in South Korea. We find that the estimated slope of the Phillips curve was small during 1992-2018 and became flattened since the mid-2000s. Controlling for time-fixed effects, however, weakens the magnitudes and statistical significance of overall estimates.
