The worldwide oil crises which struck the world twice in the 1970s plunged the wvorld economy into the worst situation since the great depression of the 1930s. To prepare wisely for the upcoming third oil crisis, it is an urgent task to seek for the substitution possibilities among energy, capital, and labor inputs. In this study the Allen partial elasticities of substitution among the three inputs are e3timated for the Korean manufacturing industry utilizing a translog cost function. In the study, 'the energy-capital complementarily controversy' is introduced. The centroversy warns us that different results can be achieved depending upon the data and methods used for the estimation of the elasticities of substitution. Before estimating the elasticities of substitution, the approximate weak separability of electricity, oil, and coal from capital and labor is tested. The 1973 data passed the test but the null hypothesis of weak approximate separability is rejected in the 1973 data. Also the monotonicity, concavity and the symmetry contitions are tested with the 1978 data. While the monotonicity and concavity conditions are satisfied with the data, the symmetry condition is not. The estimated elasticities of substitution show that the substitutions between labor and capital, and labor and energy are possible but not between energy and capital. However this result is not a general one but a result specific only to the 1978 manufacturing industry data. When the same estimation procedure is performed with the 1973 data, the elasticity of substitution between energy and capital was positive signifiying that the two inputs are substitutes. The primary finding of this study is that different results can be achieved concerning the direction of the Allen partial elasticities of substitution depending upon the data and methods used.
