일본 민주당 정부 출범 이후 미일동맹은 재조정 과정을 겪고 있다. 민주당 정부는 긴밀하고 대등한 미일관계, 동아시아 공동체 추진 등 새로운 대외정책의 슬로건을 내걸면서, 현안과제로 후텐마 기지 이전의 재협상을 추진하고 있다. 후텐마 기지 이전 재협상은 쉽게 타결되기 힘든 문제로 오키나와 주둔 미군의 재배치 혹은 주일미군의 재편으로 연결될 가능성이 있다. 후텐마 기지는 미일간의 갈등의 핵심이 되고 있고, 앞으로 방위비 분담, SOFA 개정 등 양국간에 마찰의 소지가 많은 안건이 기다리고 있지만, 반면 민주당 정부는 미국 오바마 대통령의 핵없는 세계 정책에 적극적인 지지를 보내고 있어, 미일동맹의 심화가 진전될 여지도 있어 보인다. 한국의 입장에서는 후텐마 기지 이전의 군사전략적 의미, 핵선제불사용 문제가 가져올 수 있는 확장억지 개념의 변화를 염두에 두고, 미일동맹의 재조정 과정을 주시할 필요가 있으며 아이디어 차원에서 제시되고 있는 미일동맹의 조약기구화, 핵계획그룹 등 동맹운용 개념의 변화에도 관심을 가질 필요가 있다. The U.S.-Japan security alliance is in the middle of readjustment after the start of Japanese Democratic Party Administration. Democratic Party of Japan issued a new foreign policy including a close and equal relationship with the U.S. and building an East Asian Community during the campaign period and after the election DPJ government started to renegotiate the Futenma Air Station Relocation Plan with Washington. The renegotiation itself developed into the conflict between the two countries, and other agendas like defense burdeng sharing and the revision of SOFA can weaken the U.S.-Japan alliance. But Tokyo is supporting the Obama's vision of nuclear-free world and shows the willingness to accept the No First Use(NFU) of nuclear weapon policy of the U.S., which, if decided, can contribute to intensify the alliance relations. Since Futenma Air Station relocation can change the military readiness in this area and the adoption of NFU policy can change the extended deterrecne commitment of the U.S., Seoul need to pay attention to these possible changes. Also Seoul need to learn the possilble new concept for management of alliance, such as the bureau of alliance and Nuclear Planning Group, which can be formed between Tokyo and Washington in the future.

Scientific developments including that of information technology have made a lot of influnce on the military affairs. The word, RMA stands for revolution in military affairs became cliche among military specialist at the beginning of this century. Since the start of war on terrorism, the U.S. came to need more rapid. drastic, radical changes on military affairs, and starts to delve into the picture of future war. After that the U.S. came to use the new word. transformation and applied that to all aspectect of government affairs. that is diplomacy, alliance. military. Trasformation has become a popular word in the policy area and is frequently used as a target or method of the policy implementation including military area. In this article, Japan's new defense policy, that is. National Defense Policy Outlook, publicized in December 2004 was analyzed from the perspective of military transformation. NDPO was dealt a lot to introduce the whole picture of new defense policy of Japan or to pinpoint the change of Japan's defense policy but few attention was paid to point related to the military transformation. Actually Japan have decided to introduce the Ballistic Missile Defense System and to drastically cut down the conventional weapon system to make up the expense of BMD system. At the same they improved the readiness, flexibility, mobility of self-defense forces to adapt to 21st century security situation. By doing this research a lot of lessons which could be used for orientering the defense reform of Republic of Korea may be implied. For example where to put our priority when we make a military force improvement plan and how to cope with new kind of threat or unceartain security situation will be enumerated.
