장애인복지법에 의해 실시되어 오던 장애인 활동보조제도가 2011년 10월 5일부터 장애인활동지원에 관한 법률의 시행으로 제도가 변화하게 되었다. 일본의 제도를 비교해 보면, 일본은 신체개호와 가사지원으로 나뉘어져 있고, 서비스 대상을 장애1급 에 한정하지 않고 있으며, 인정조사표는 항목별 동일 비중 점수로, 자부담은 생활수준별이나 최대 10%수준, 시간당 수가는 4300엔에서 1930엔, 월 한도액은 최대 744시간에 다른 보험의 혜택이 있는 경우나 보호자 유무에 따라 삭감하는 형식을 취하고 있다. 이에 한국은 1급 장애인만을 대상으로 월 한도액이나 수가 등 서비스 수준이 아직 미흡한 것으로 보인다. 자립생활센터 이용 장애인 100명을 대상으로 설문조사한 결과, 대상의 폭과 서비스의 양의 확대를 원하고 있었으며, 다양한 서비스의 종류를 원하였지만, 최대를 정하고 삭감요인을 찾는 일본식보다 추가급여를 확대하는 한국식의 확대를 원하는 것으로 나타났다. 또한 자부담의 축소내지는 폐지, 판정도구는 새로운 개발보다는 융통성있고 완화된 적용을 원하고 있는 것으로 나타났다. 이는 서비스 전달체계 개편보다는 서비스의 양의 확대를 강하게 요구하는 것으로 결론지을 수 있다. A Personal Assistant (PA) service, which has been conducted by the ‘Welfare Act for the Disabled' was changed from October 5, 2011 by introducing the 'PA Support Act'. Comparing the Korean PA system with the Japanese one, the Japanese PA system has some typical points, for example, it is divided into a personal care and a housework help; it does not limit its target for the only 1st grade of disabled; score of each question in a judgement table of PA service is same; user contribution is decided by living standard but the maximum of user contribution is 10% of the total government support; fee per hour is 1,930-4,300 Yen; user can use maximum 744 hours per month and the maximum service hours would be reduced depend on benefits from other insurances or on the presence of a guardian. Meanwhile, the Korean PA system is still insufficient in terms of its service such as monthly limits and fees because it covers only the 1st grade of disabled persons. According to the survey on 100 persons with disabilities who use an independent living center, they want to expand service coverage and quantity, and want various type of service, but they hope to enhance the Korean style system expending additional contribution than the Japanese style which set the maximum and seeks reducing factors. Also they want that user contribution should be reduced or abolished; and a judgement tool of PA service should be applied in flexible and toned-down way, not be developed as new one. From this survey, it is concluded that users strongly request expanding service quantity than reforming a service delivery system.
