주민생활지원국체계의 한계와 대안적인 종합복지사무행정센터 모형에 대한 연구

현재 공공 복지서비스 전달체계의 주요 수행구조인 주민생활지원국체계에서는 복지 업무의 분업화와 전문화를 목적으로 복지업무를 상담, 조사, 서비스연계, 모니터링 등으로 구분하여 수행하고 있다. 본 연구는 이러한 주민생활지원국체계를 통합성과 전문성을 기준으로 평가하여 나타난 복지업무 담당 부서간 연계 미흡으로 인한 복지대상자 누락과 복지업무 담당자의 전문성 미흡 등의 문제점을 보완하기 위한 방안으로 종합복 지사무행정센터 설치 모형 제시를 목적으로 한다. 종합복지사무행정센터는 다음과 같은 두 가지 구체적 개선안을 제시하였다. 첫째, 대민서비스와 관련된 복지업무를 통합하고 둘째, 가구담당제(share of family)를 운영하여 복지서비스 이용자 측면에서 통합적이고 전문적인 서비스를 받을 수 있도록 한다. 종합복지사무행정센터는 분업화를 기본으로 하는 주민생활지원국체계와는 달리 복지업무에 대한 통합화 및 전문화를 추진한다는 점에서 의의가 있다. The purposes of this articles are First, evaluate the Resident wellbeing Support Bureau through the tools of Cooperated index and expertise index. Second, propose the model of comprehensive welfare-adminstration center. The features of Resident wellbeing Support Bureau are segmentation of welfare service tasks and specialization. As a result, it caused to the clients are dropped out from the process of welfare tasks link. So comprehensive welfare-adminstration center`s principles are first, integrate the welfare tasks. Second, be received comprehensive services from the perspective of client to conduct caseworker per household.

The study is to develop indicators for woman famers center using focus group meeting and AHP(Analytic Hierarchy Process), which is a method to derive relative weights for each evaluation indicators. The results of this study are as follows. We determined such as the three indicators that planning establishment(seven), promotion process of work(six), performance of work(nine). We analysed the weights of this indicators by AHP. The relative weights of performance of work was 0.5269, planning establishment 0.2554 and promotion process of work marked 0.2177. It was suggested that further research should be carried out to develop more objective assessment indicators.
