일반논문 : 판단분석을 통한 조직진단 가중치 부여에 관한 실증연구 : 광역자치단체를 중심으로

본 연구는 지방행정조직으로서의 지방자치단체에 대한 조직진단에서 자치단체의 특성을 고려하여 지표별 가중치를 적절하게 산정하는 것에 중점을 두고 있다. 광역자치단체의 조직을 담당하는 부서의 공무원들의 조직진단 가중치 부여를 비교하였다. 가중치 부여와 관련된 각각의 지표들을 비교하기 위해 판단분석기법을 이용하였으며, 분석대상 지역으로 광역자치단체 중 특성이 다른 광역시와 도를 임의로 선택하여 비교하였다. 분석대상으로 행정안전부의 지방행정조직 운영실태 분석지표를 수정하여 사용하였으며, 분석지표는 상위 진단지표와 하위 진단지표로 구분하였다. 상위 진단지표로는 조직, 인력, 인건비 등에 대한 지표별 가중치 산정의 차이를 분석하였으며, 각 상위 진단지표의 하위지표별로 동일한 분석을 반복하였다. 분석결과, 광역시 조직담당 공무원은 진단지표 중 인건비, 인력, 조직 순으로 상대적 중요도를 부여하는 것으로 나타났고, 도의 조직담당 공무원의 경우에는 진단에 있어서 조직, 인건비, 인력 순으로 상대적 중요도를 부여하는 것으로 나타났다. 하위 분석지표에서는 광역시의 조직담당 공무원은 모든 하위 진단지표를 이용하는 것으로 나타났으며, 도의 조직담당 공무원은 일부의 진단지표만을 활용하는 것으로 나타났다. This article aims to measure weights of organizational diagnosis indexes, concerning the Local government nature. It compares how officers give weight to the indexes. For the purpose of this study, we used the Judgment analysis method include Lens model, and we focused on two Local governments which have distinctive characteristic as same as between county and city. The organization diagnosis indexes have been modified from actual used indexes in Ministry of Public Administration and Security of South Korea. There are two division of the indexes: superordinate index, and subordinate index. The superordinate index is made up organization structure, manpower, and payroll cost. Every constituents consists the subordinate indexes. As the results, differences have been detected between two Local government. A Local government`s officers give the relatively large weight to the index of the payroll cost and the relatively small weight to the index of the organization structure. The other local government`s officers give the relatively large weight to the index of the organization structure and the relatively small weight to the index of manpower. Additionally, the officers differently used the indexes; officers who affiliated a Local government use all indexes, but other officers who work for the other Local government use Limited indexes to organizational diagnosis.
