혁신 실행의 장애물: 과거 도입된 혁신의 이월 효과 사례 분석

지금까지 혁신 실행에 대한 연구들은, 조직에서 도입한 혁신을 독립된 단일 사건으로 가정하고, 이를 토대로 혁신 실행의 성공 또는 방해 요인을 탬색해 왔다. 하지만, 실제 기업들은 다양한 형태의 혁신들을 지속적으로 발굴하고, 이를 동시에 실행하는 경우가 일반적이다. 이와 같은 현상이 함의하는 바는 조직 구성원들의 과거 혁신에 대한 지각과 경험이 현재 추진하는 혁신의 효과성에 중요한 영향을 미칠 수 있다는 것이다. 이런 가능성은 현업 종사자들 사이에서 직관적으로 받아들여져 왔지만, 이를 체계적으로 규명해 보려는 연구자들의 노력은 미미했다. 본 연구에서는 이런 현상의 메커니즘을 확인하기 위해 국내 대형 통신사에 근무하는 고위 관리자 8명을 대상으로 반구조화 인터뷰를 실시하였다. 분석 결과, 과거의 혁신에 대한 조직 구성원들의 부정적인 인식과 경험은 현재 추진중인 혁신의 실행 실패로 연결되는 것으로 나타났다. 이런 부정적인 결과는 현재의 혁신이 상대적으로 활용하기 쉽고, 조직의 전략적 목표과 관련성이 높다 하더라도 발생한다. 더 흥미로운 점은, 강한 혁신 실행 분위기가 있다 하더라도, 조직 구성원들이 이전 혁신 과제가 급진적이고 전략과 적합성이 낮다고 인식할 때, 현재의 혁신 실행에 방해 요인으로 작용한다는 것이다. 본 연구자들은 이를 과거 혁신의 이월 효과라고 명명하고, 연구자와 실무자에 제공하는 의미를 논의하고자 하였다. Most of prior studies on innovation implementation have assumed that an innovation adopted by an organization is a single, iso-lated event, and they have investigated factors pertaining to only the curernt initiative. In reality, however, considering that a contem-porary organization continuously adopts a series of innovations, practitioners have already realized the possibility that employees` per-ceptions of and experiences with the previous innovation may affect the extent to which employees implement the subsequent innova-tion. To bridge the gap between academic understanding and the real phenomenon, we conduct semi-structured interviews with eight senior managers of a large telecommunication service provider in Korea. Our analysis suggests that employees` negative perceptions regarding the previous innovation have considerable effects on the subsequent innovation implementation such that the subsequent in-novation results in implementation failure despite its easiness to utilize and its relevance to strategic goals. Specifically, radicalness and complexity coupled with low compatibility, as the negatively-perceived properties of the previous innovation, may be attributed to failure in implementing the subsequent innovation even when a strong implementation context is provided. We label it as carry-over effects of the previous innovation on the subsequent innovation and discuss further.
